The Riverton City Planning Commission met on August 28, 2025, at 6:30 PM in Riverton City Hall. Chair Darren Park presided, with Commissioners Shelly Cluff, Crystal Keele, Evan Matheson, and Troy Rushton present. Staff included City Planners Tim Prestwich and Lisa Halversen, and City Attorney Ryan Carter. The meeting covered two public hearings and one decision item, all resulting in unanimous votes.
Public Hearings
2.a – Riverton Cove Amended Subdivision (PLZ-25-1004)
Applicant Isabel Jones sought to amend seven rear lot lines in the Riverton Cove subdivision, increasing the size of Lots 1–3 and 24–29 and decreasing HOA-owned Parcels B and G. Staff reported that all affected property owners and the HOA had provided signed affidavits; no public comments were received in advance. The stormwater pond volume would remain unchanged. During the hearing, Curtis Hansen, a neighbor, expressed strong support for the amendment, noting the neglected condition of the vacant parcels. The applicant stated that the unused land was swampy and weedy and that homeowners would landscape, fence, and maintain the enlarged lots. The Commission voted unanimously to approve the amendment, subject to the plat being recorded with Salt Lake County and consistency with presented plans.
2.b – Palateria La Rosa (PLZ-25-2039)
Applicant Christian Altamirano requested a conditional use permit (CUP) to occasionally store a food trailer—used for selling frozen treats at other locations—behind a gate at his home. Staff reported that the application was incomplete because a letter of permission from the property owner (the applicant’s landlord) had not been received. The Commission unanimously voted to continue the item to the September 25, 2025, meeting.

3.a – Mountain Ridge Phase 28 (PLZ-25-8011)
Applicant Brandon Parr (Edge Homes) proposed a final/detail plan for 53 residential units (44 townhomes and 9 single-family lots) on 5.96 acres at 13620 South 4395 West. Staff reported that the development meets all zoning and engineering requirements and that a 10-acre public park is contractually obligated under the Master Development Agreement (MDA). Brandon Watson, representing Edge Homes, stated that the park design is underway (including a splash pad) and that Greenford Lane, which will serve both the park and Phase 28, is under construction with a goal of paving before winter. Existing west-side homes are approximately 90–95% occupied. The Commission unanimously approved Phase 28 with conditions including compliance with the block-scale plan, staff redlines, installation of temporary turnarounds at Atwell Street and Denlinger Drive, and a long-term stormwater management plan.

So I think that would be very hard. I should just check my mail. Well, but that they were sitting up in the windows office for a little bit. She thought we were gonna have a mail. We thought we were in the mail. There was no communication. Well, I think I got in the mail, though. So we're just telling people about that. Checks in the mail. They were sitting up in the um finance lady's office for the past month and a half, just winging. She thought we were hanging around, we thought they were in the mail. No communication. So the question for Jason is what else does it be? Oh man, is where this local stuff? So you went out and nothing. They have that in here, right? Yeah, checked, yeah. Oh do you want to get actually done like some park city home touring tickets if you guys want to have enough to meet not enough for everyone, but if anybody wants them? I think I would be here. Yeah. You have an actions, I'm sure. Yeah, I'm gonna keep that. So I will definitely take my wife and probably that was just a tool to go there and do it. Um I was surprised when I found myself in Grand Sill. Yeah. There were a number of homes in one. Yeah, but I guess there are correctly like not as the filter, but they should try to get it. They had uh drawing a school, but they had uh that show locked the block on H T D or whatever. They did four houses out there. They set them up there, and you don't talk to this thing. Um so those well, two four over there with then there was a few other engineer. Yeah, there was um feet okay. Oh yeah, we're gonna work. I don't I didn't know that one, but it's one and love tail. A couple of them over papers have one in between kids. Who's the interesting uh I mean total parking house?
