Um the first discussion item is Riverton City's master transportation plan update.

And I'll I'll just reiterate this is a a discussion and presentation item, so there will not be public comment, but it also is a little bit uh um more informal, uh meaning we do have our consultant here that will present and I'll let him introduce himself, uh but also uh a little bit uh less so than our typical meetings.

We're also going to be updating the active transportation plan.

And um, I'll show you a schedule kind of at the end of where we are, but we've been working on it for a couple months and we're but right in the throes of like right in the middle of our process.

And so I'm hoping that tonight I get to bring you guys some neat data, some stuff you've never seen before.

I'm more than happy to talk about anything at all that you want to know in terms of transportation in Riverton.

Um, and so I probably plan on taking you know 20, 30 minutes, we can go through, but again, feel free to stop at any time.

Um, one of the things we did early on in our process is to look at acquiring some specialized data for Riverton City, and specifically, we ended up going with a vendor named Replica, and they sell Bluetooth data.

This is data that's from people's cell phones, and it's it's anonymous, but it tracks movements around the community across the entire state, like everybody's kind of cell phones, and and we can get this data for um specific areas, and this I'm gonna show you in a couple of slides, allows us to kind of track like the people in Harriman that are like traveling through Riverton, the people in Riverton, where they're going and kind of coming from.

It also tells us how many people are in a car, on a bike, on a bus, how many people are like walking and where they're walking to and from, and they can do this based on like the movement of the cell phone, like it's going slow or fast or whatever, uh, and where it is happening and all this type of stuff.

This is you know, Riverton City is our study area, but what's interesting to me is like some of the population data.

So I just want to point out that our basis for this is like that Riverton has about 45,000 people in the city today.

But look at Harriman.

So Harriman has about 62,000 people.

So I'm gonna show you trips in a minute.

Just remember that Harriman's got a lot more people than we do here in Riverton.

So using this new replica data, we've been able to track or you look at how many trips are coming from Riverton and specifically where they're going to.

So it's got every trip in.

So if they started at a house and ended at an employer, they're tracking all of that.

Now, what I am showing here is the trips that started in Riverton and what cities they went to.

So it's clustered every trip that's going to Sandy or Salt Lake or wherever, and that's what you see in those blue arrows.

That what's behind it, this kind of like density of like color blobs, is the actual location of the destination of the trips.

So, for example, if you look at Salt Lake City, you'll see a cluster at downtown, at the university, out at the airport.

These are the actual destinations where these trips are kind of going from.

And um, and so like to me, like like one of the big takeaways is in 2024, Riverton averaged 156,000 trips every single day that originated in the city.

156,000 trips that people have started and they and they went different places.

And so this is kind of like their destinations.

The vast majority of those trips, 56,000 of them stayed, well, I shouldn't say that's the majority.

The number one destination is staying in Riverton.

Riverton Planning Commission Meeting: Transportation Plan, Moore Development, Council Actions (October 23, 2025)

The Riverton City Planning Commission met on October 23, 2025, at 6:30 PM in City Hall. The meeting focused on three discussion items: a progress update on the Master Transportation Plan, a proposed Moore Development Agreement for townhomes, and an update on recent City Council actions regarding auto dealerships. 4.a Master Transportation Plan Update – Progress Review

Thomas McMurtry of Avenue Consultants presented an update on the city’s transportation plan. Key data points included:

Daily trips: In 2024, an average of 156,000 trips originated in Riverton, with 37% staying within the city. The top external destinations were Herriman, South Jordan, Draper, and Salt Lake City.
Trip growth: Total trips increased 22% since 2019, while population grew only 3%. Average trips per household rose from 8 to 11.5.
Traffic counts: 30,000 vehicles per day on 12600 South between Mountain View Corridor and Bangerter Highway. Crashes totaled 3,948 over five years (ending 2024), with 8 fatalities (2 on city streets, 6 on UDOT roads). Riverton’s serious/fatal crash rate is below state and neighboring city averages.
Bicycle and pedestrian data: Walking trips are twice as common as biking trips, with schools as a major destination.
Transit: Two bus routes serve Riverton—route 126 (214 daily riders) and route 219 (90 daily riders). About 130–140 daily transit riders originate in Riverton, 115 of whom go to downtown Salt Lake City. UTA plans to reduce the one-hour bus time to 30 minutes.
Public survey: Ongoing; 644 responses received (statistically valid at 385). The survey closes October 31.
Plan schedule: Draft Master Transportation Plan to be presented in April 2026.
UDOT coordination: City Engineer Matt Cassell noted that 12600 South from Bangerter to Mountain View is a city road that will transfer to UDOT, which plans to expand to 7 lanes within 10 years and potentially 9 lanes long-term. The transportation plan update will help the city prepare for those discussions.
The plan is an element of the General Plan; the Commission will review and forward a recommendation to the City Council.

4.b Discussion of Proposed Moore Development Agreement

Development Services Director Jason Lethbridge introduced the item, which will return for a formal public hearing. The property is at the northeast corner of Redwood Road and 13200 South, currently zoned RR-22. The applicant, Taylor Moore, seeks a rezone to RM-14-D and a development agreement to allow 15 townhomes at 10 units per acre (down from 18 units per acre in a previous proposal). Key details:

Units: 15 townhomes, two levels above grade plus basement, two-car garages. Five rear-load units fronting 13200 South; ten front-load units with backyards on a private road.
Architecture: Red brick, pitched roofs to reflect historical elements.
Fencing: Proposed three-rail vinyl fence; city requires solid masonry along Redwood Road, but a deviation is possible through the development agreement.
Parking: Each townhome has a two-car garage, driveways for two additional cars (for rear-load units), and nine guest parking stalls.
Target price: ~$500,000, expected to attract young families and retirees.
Community outreach: Applicant plans to engage neighbors before the public hearing, and has discussed the project with District 5 Council Member Spencer Haymond.
Commissioner concerns: Several commissioners expressed worry about the open fencing (safety for children/pets), parking overflow, and traffic. The developer noted flexibility on fencing; traffic study included in submittal.
Staff noted that the previous high-density proposal faced neighborhood opposition; this lower-density proposal with architectural features may be a good compromise, providing a buffer between Redwood Road and the adjacent neighborhood.

4.c Update on Recent Council Actions

Jason Lethbridge reported that the City Council approved a Text Amendment and Rezoning allowing auto dealerships in the Commercial Gateway Zone, with modifications beyond the Planning Commission’s recommendation (which was to deny the text amendment). Changes include:

Requirement for a finished commercial site (paved, landscaped, permanent building meeting architectural standards).
Service bays limited to cars for sale on the lot (auto repair requires separate conditional use permit).
A 1.5-mile radius limitation on the number of dealerships within the CG zone.
The applicant committed to turning off lights by 7:00 p.m. and adding landscaping. A site plan is expected to come before the Commission in 2026.

Key Outcomes

Minutes Approval: The Commission unanimously approved the October 9, 2025 meeting minutes.
No votes on discussion items: The transportation plan update and Moore development were informational only; both will return for formal action (the transportation plan for recommendation to council, the Moore development for a public hearing and decision).
