Summary of Proceedings

Riverton City Planning Commission Meeting – November 13, 2025

The Riverton City Planning Commission convened at 6:30 p.m. on November 13, 2025, at City Hall to consider several land-use applications. The meeting included public hearings on a home preschool expansion, a short-term rental continuation, a controversial rezone and general plan amendment for townhomes, a school special designation, and two subdivisions. A loss of quorum due to commissioner departures led to the continuation of the most heavily debated item.

Little Footsteps Conditional Use (PLZ-25-2043)

  • Application: Amend a previously approved home occupation preschool at 13706 Admiral Drive to increase children per session from 8 to 12, with up to three sessions per day and 24 vehicle trips. The preschool has operated since 2012 without complaints.
  • Staff Report: The home occupation ordinance allows up to 24 students per day, 12 per session, three sessions, and 24 vehicle trips. Staff supported the maximums, noting a drop-off plan that avoids backing out.
  • Public Comment: Shannon Poulson, the next-door neighbor, expressed full support, stating there are no traffic issues and the preschool is a community asset. She endorsed allowing 12 children per class.
  • Decision: The Commission unanimously approved the conditional use with conditions, including a maximum of 12 children per session, three sessions per day, 24 vehicle trips per day, and staggering of pick-up/drop-off times. Condition 8 (prohibiting U-turns) was removed to avoid conflict with the traffic plan.

Reader Conditional Use – Short-Term Rental (PLZ-25-2042)

  • Application: To rent the property at 4851 Murdoch Peak Circle as a short-term rental. This item was continued from a previous meeting.
  • Decision: The Commission unanimously voted to continue the item to the December 11, 2025, meeting.

Sycamore Glen Townhomes Phase 2 (PLZ-25-8008)

  • Application: A preliminary subdivision and multifamily site plan for 10 townhomes in two buildings at 11851 South Redwood Road. The property was rezoned to RM-14-SD in early 2025. Phase 1 (10 townhomes, two five-plexes, single-family homes) was approved earlier but not yet built.
  • Staff Report: The project mirrors Phase 1 in design and setbacks. Each unit has a two-car garage and driveway. Fencing and access agreements with the south adjoining property were detailed. No public comments were received.
  • Public Comment: Residents raised concerns about traffic on Melba Lane, U-turns on Redwood Road, water shortages, and high-density housing. Dean Warkentin and Donald Stephensen criticized the project's impact. Merrill Kunz argued for property rights. Ryan Rudd defended the existing zoning but noted multifamily can be appropriate in some areas.
  • Decision: The Commission unanimously approved the subdivision and site plan with 21 conditions, including a temporary fire turnaround if Maple Brook Lane is not built, fencing requirements, and a boundary adjustment.

Trestle Estates Subdivision (PLZ-25-1005)

  • Application: A preliminary subdivision for two residential lots (flag lot) on 1.25 acres at 13331 South Trestle Lane. The property backs against the Utah and Salt Lake Canal.
  • Staff Report: The lots meet RR-22 zoning requirements. A private lane and drainage system will be maintained by the homeowner. A boundary adjustment is needed to correct a recorded plat discrepancy. No public comments were received.
  • Decision: The Commission unanimously approved the subdivision with 13 conditions, including a boundary adjustment with the north neighbor and a six-foot masonry fence along the canal.

Moore Rezone and General Plan Amendment (PLZ-25-4007)

  • Application: To rezone approximately 1.45 acres at 13153, 13171, and 13191 South Redwood Road from RR-22 (single-family, 0.5-acre minimum lots) to RM-14D with a development agreement to allow up to 15 townhomes. The property is currently vacant after a previous flower shop was removed.
  • Staff Report: The application requires a general plan change from
