Um many of them are approved by staff as they meet strict criteria.

Some of them come to planning commission because there's questions whether or not they can meet criteria, or some applications trigger a need to come to planning commission because something they're asking.

In this case, it's something that they're asking or a way they're managed asking to use their property, and so it's brought to the planning commission.
