Riverton City Planning Commission Meeting – June 11, 2026
Riverton City Planning Commission Meeting – June 11, 2026
The Riverton City Planning Commission met on Thursday, June 11, 2026, at 6:30 PM at 12830 South Redwood Road. The meeting covered four public hearings (two home occupation conditional use permits, two rezone requests), a discussion on window signage code amendments, and a training session by the City Attorney. All votes were unanimous.
Public Comments & Testimony
- AutoCorrect LLC (home occupation): Two written comments were received in support of the business. No oral public testimony was given.
- Creative Cabinets & Design (home occupation): No public comments were received.
- George Rezone and Prince Rezone (PLZ-26-4001 and PLZ-26-4005): Several property owners and a realtor spoke in favor. Lacy Uhl (12418 S Redwood Rd) stated she and her husband reluctantly decided to sell their family home because of unsafe traffic conditions and the desire to start a family in a safer area. Johann Leiflang (southernmost property) supported the rezone, noting that the area is no longer suitable for horses and he would prefer single-family homes. Casey Kaas (northernmost property) supported the rezone, stating the change was needed for the community. Shalauna Waters, a realtor with Better Homes and Gardens Momentum, representing Ms. Uhl and Mr. Kaas, reported that the properties had been on the market for 100 days and attracted only developer interest, not single-family buyers, and that vacant adjacent properties were hurting property values. Hymie Holinger, a nearby resident, opposed the rezone, arguing that developing the parcels would create eight new ingress points on Redwood Road and increase traffic danger; he also urged that no properties be rezoned until the city completes its new master plan.
- Window Signage Amendment: No public testimony was taken; the item was continued before a public hearing was opened.
Discussion Items
- Window Signage Amendment (PLZ-26-5006): City Planner Tim Prestwich presented proposed amendments to Riverton City Sign Code Section 18.150 to clarify definitions and enforcement of window signs. Key issues discussed: (1) whether window signs should be allowed on second-floor windows; (2) the vagueness of language giving law enforcement discretion to determine if signs obstruct visibility; (3) how to measure sign coverage (per window vs. per building face vs. per tenant). Commissioners favored a more lenient approach allowing any business to use window signage for its own business, regardless of floor, but recommended removing the law enforcement visibility clause. They also noted that the 33% building-wide coverage restriction needed to be modified for multi-tenant buildings. Staff agreed to revise the language and return the item to a future meeting.
- Planning Commission Training – City Attorney Ryan Carter: Mr. Carter reviewed ethics training, conflicts of interest, and the distinction between legislative and administrative decisions. He emphasized the importance of building a record to support decisions, discouraged off-record lobbying by applicants, and noted that planning commissioners may recuse themselves or abstain if they feel undue pressure. He discussed the legal criteria for variances, the concept of vesting (where regulations are frozen at the time a complete application is filed), and the need for the commission to remain impartial despite community pressure. The training fulfilled the annual ethics requirement.
Key Outcomes
- AutoCorrect LLC (PLZ-26-2027): Approved unanimously with conditions: applicant must maintain a business license, use no more than 50% of garage for business, and perform all repair work at customer locations.
- Creative Cabinets & Design (PLZ-26-2028): Approved unanimously with conditions: business hours limited to 7:00 AM–7:00 PM Monday–Friday, no more than 50% of garage used, and compliance with all home occupation ordinances.

- Prince Rezone (PLZ-26-4005): Approved unanimously (recommendation to City Council) to rezone two 0.90-acre parcels from RR-22 to RM-6.
