Riverton Planning Commission Meeting – June 25, 2026
Riverton Planning Commission Meeting – June 25, 2026
The Riverton City Planning Commission met on June 25, 2026, at 6:30 PM at City Hall (12830 S. Redwood Road). The Commission considered three public hearing items: a conditional use permit for a private lane at Riverwood Crossing, a conditional use permit and final site plan for Fabulous Freddy’s, and an amendment to the window signage ordinance. All items were approved or recommended for approval unanimously. No public comments were received on any item. The meeting adjourned at approximately 7:01 PM.
Riverwood Crossing – Conditional Use Permit for Private Lane (PLZ‑26‑2035)
- Property: Four parcels totaling 1.45 acres at 13191 S. Redwood Road, zoned RM‑6 (Medium‑High Density Residential).
- Proposal: A private lane to serve up to eight residential lots, with access only from 13200 South (no access onto Redwood Road). The lane would be 26 feet wide paved, include a fire turnaround between Lots 2 and 3, and be maintained by the homeowners.
- Staff Report: Planner Lisa Halversen presented. The private lane met all three criteria in City Code: no City roads planned in the area, no local streets stubbed to the property, and no impact on neighboring property access. No public comments were received on the mailed notice.
- Applicant: Taylor Moore stated the private lane was necessary for feasibility due to geometry constraints and easements, and that the development would comply with all conditions.
- Discussion: Commissioner Cannon thanked Moore for listening to neighbors and adjusting plans. Commissioner Matheson asked about parcels extending into Redwood Road; Director Lethbridge explained those are UDOT‑owned remnants from road widening. The private lane distance from Redwood Road was confirmed adequate, with turn restrictions to be verified at site plan stage.
- Vote: Motion by Commissioner Keele, seconded by Commissioner Marzo, to approve with nine conditions (including lane width, pavement material, fire turnaround, signing, driveway standards, homeowner maintenance CC&Rs, etc.). Passed unanimously (all ayes).
Fabulous Freddy’s – Conditional Use Permit & Final Site Plan (PLZ‑26‑2013 and 26‑8007)
- Property: 3.79 acres at 4623 West 12600 South, part of the Western Springs development near the Herriman boundary.
- Proposal: Two buildings – a main building containing a gas station, car wash, and convenience store with dining options; and a second building for office and storage. Access via 12600 South (right‑in/right‑out only) and 4570 West. The site includes a drive‑through for the convenience store, separate car wash tunnels, a bypass lane, vacuum stations, and detailing area. Landscaping meets code and features heavier plantings along roadways.
- Staff Report: Director Lethbridge presented. The use fits the corridor’s traffic volume. Architecture complies with City Code and matches the adjacent tire store. Staff recommended approval with 11 conditions (mostly standard clarifications).
- Applicant: Pascal Meyer (architect) stated the site plan works well for the full‑service experience. Owner Freddy Smith was present. Meyer noted this would be the company’s fifth Utah location (one in Sandy, three in St. George, one in Lehi).
- Discussion: Commissioner Cannon expressed excitement about the business growth.
- Vote: Motion by Commissioner Cannon, seconded by Commissioner Matheson, to approve with 11 conditions (covering park‑strip maintenance, signage, building and site lighting, rooftop mechanical screening, stormwater plan, etc.). Passed unanimously.
Window Signage Ordinance Amendment (PLZ‑26‑5006)
- Proposal: Riverton City proposes to amend Sign Code Sections 18.150.040, 18.150.090, and 18.150.120 to clarify definitions and limits on window signs.
- Key Changes:
- Defines “window sign” more precisely; distinguishes tinting (without logos/emblems) as not regulated.
- Limits coverage to no more than 50% of any single window and no more than 33% of the total window area on each façade.
- Allows windows 10 square feet or smaller to be fully covered, with that area counting toward the overall limit.
- Removes language giving law enforcement discretion; replaces with a safety hazard standard (signs shall not block clear view of exits/entrances).
- Staff Report: Director Lethbridge presented. The amendment responds to enforcement issues (a business had 100% window coverage) and incorporates feedback from the June 11 meeting. The 50% limit was researched and found to be lenient compared to other cities.
- Discussion: Commissioner Matheson noted a grammatical error in subsection (a). Staff acknowledged and stated corrections will be made before final adoption.
- Vote: Motion by Commissioner Matheson, seconded by Vice‑Chair Beck, to recommend approval with grammatical corrections. Passed unanimously.
