Riverton Planning Commission Approves Four Home Occupations and Mountain Ridge Final Phase, August 13, 2026

The Riverton City Planning Commission met on August 13, 2026, at 6:30 PM at Riverton City Hall, 12830 S. Redwood Road, Riverton, Utah. Chair Darren Park presided; Commissioners Crystal Keele, Gary Cannon, Evan Matheson, Monique Beck, and Joe Marzo were present. Staff included City Planners Tim Prestwich and Lisa Halversen and City Attorney Ryan Carter. Chair Park announced that the OBO Auto Sales application would be heard at the August 27, 2026, Planning Commission meeting. All four public hearing applications, the Mountain Ridge Phase 31 final plan, and the July 9, 2026, minutes were approved unanimously. The meeting adjourned at approximately 7:36 PM.

Public Hearings & Testimony

Head and Sole Spa (PLZ-26-2039)

  • Staff reported that this home-occupation application sought a conditional use permit for an in-home massage, reflexology, and acupressure salon at 13496 South Redwood Road. The property is zoned RR-22, is roughly 2,100 square feet, and the applicant proposed using two main-floor bedrooms as salon rooms. Staff said the application met staff-approval requirements but was brought to the Planning Commission because of the business type; no public comments were received.
  • The applicant, identified on the agenda as Zuoxin Huang but introduced at the meeting as Jason, said he had been a massage therapist for many years and would offer massage and acupressure services. Commissioner Matheson stated that massage has become mainstream and that earlier neighbor concerns about illegal activity should no longer be an issue.
  • The Commission approved the permit unanimously with conditions, including a maximum of eight customers per day, no business activity outside 7:00 AM–7:00 PM, off-street parking for customers, and the requirement to maintain a business license and applicable state approvals.

Dr. Pressure (PLZ-26-2042)

  • Staff described a home-office application for mobile pressure washing at 13544 Crimson Patch Way in Monarch Meadows. The lot is about 9,000 square feet (0.21 acre) and zoned SP-R-5; the applicant requested use of one office room and 50% of the garage for a truck and trailer. Seven public comments were received, all in favor.
  • Applicant Derek Robison stated his business, DR Pressure LLC dba Dr. Pressure, is a commercial fleet and equipment washing company with an A+ Better Business Bureau rating as stated in the minutes (the transcript says A rating); all work occurs at customer locations, no customers come to the home, and the truck and trailer are stored in the garage. He emphasized his family's deep roots in Riverton and neighbor support.
  • The Commission approved unanimously with conditions, including use of up to 50% of the garage for business storage and no business activity outside 7:00 AM–7:00 PM.
  • Note: the transcript contains an apparent address typo (1354 Crimson Patch Way); the agenda and minutes list 13544 Crimson Patch Way.

The Giggling Garden (PLZ-26-2043)

  • Staff reported an application for an in-home daycare at 2149 West 12920 South. The R-4 zoned split-level home is about 2,250 square feet; the proposed daycare would have up to eight children, Monday–Friday, 7:00 AM–7:00 PM, with the applicant as the sole employee and about 25% of the main floor used for daycare. No public comments were received, though one neighbor called with a noise concern about outdoor play.
  • Commissioner Cannon raised child-safety concerns about cars backing out of driveways, sharing a personal incident. Staff said code does not specify such requirements, but applicants must work with the Commission to mitigate impacts; Chair Park suggested the City Council might consider a future code change.
  • The applicant, Sharise Timothy, said she currently runs an in-home daycare in Sandy with her aunt, has two children, and wants to work from home in Riverton.
  • The Commission approved unanimously with conditions, including up to eight children per day, up to 16 vehicle trips per day (eight vehicles), staggered drop-offs/pick-ups, and use of the driveway for loading/unloading.
  • Note: during the presentation, a draft condition displayed 12 children and 24 vehicle trips; the approved motion corrected this to 8 children and 16 vehicle trips.

Roth Short-Term Rental (PLZ-26-2044)

  • Staff reported an application for a short-term rental at 4261 West Park Hollow Lane in Silvercrest Estates. The 0.54-acre property has a roughly 6,000-square-foot home and is zoned RR-22/R-3; the owners plan to continue living in the home and rent only part of the basement. No comments were received from the public notice mailing.
  • Applicant James Roth said the basement is about 2,800 square feet and half of it would be rented occasionally; he is a local realtor, his wife owns a preschool, and the family hosts neighborhood gatherings. Commissioner Matheson noted short-term rentals are often contentious, but no opposition appeared.
  • Neighbor Cameron Hess, the only next-door neighbor, spoke in strong support, saying he trusted Mr. Roth and recommended approval.
  • The Commission approved unanimously with conditions, including no more than eight combined renters/guests on the property at any time, only one active rental contract, and a required business license.

Decision Item: Mountain Ridge Phase 31 (PLZ-26-8018)

  • Staff presented the final/detail plan for approximately 9.13 acres in the SLR zone, with 41 residential units, described as the last phase of Mountain Ridge. The plan follows previously approved SLR, Community Scale, and Block Scale plans; only required landscaping is a park strip between Sentinel Ridge Boulevard and the private slip lane, with water-wise plants and irrigation.
  • Brandon Watson, speaking for applicant Edge Homes, said this is a well-received project. He reported that Phase 29 is currently under development, Phase 31 would start in spring 2027 and finish around summer 2027, and about 98% of currently constructed homes are occupied. The future park plans are about 95% complete, and the dirt pile at the park site should be removed within about two months; he apologized for dust affecting neighboring subdivisions. Upon completion, Edge Homes will have built about 900 homes in Riverton and about 1,500 total including Herriman.
  • The Commission approved the final plan unanimously with conditions requiring consistency with the Block Scale Plan and SLR Project Area Master Development Agreement, correction of remaining staff redlines, and compliance with Riverton City codes.
  • Note: the agenda lists the site as approximately 13620 South 4470 West; the minutes' motion states 13620 South 4250 West, while the transcript states 13800 South Sentinel Ridge Boulevard.
