Riverton Planning Commission Meeting – September 10, 2026: Site Plan Amendments and Ordinance Cleanup
Riverton Planning Commission Meeting – September 10, 2026
The Riverton City Planning Commission met on September 10, 2026, at 6:30 PM at City Hall. Commissioners approved two commercial site plan amendments and recommended approval of a comprehensive land use ordinance amendment. All votes were unanimous.
Jordan Credit Union Amended Site Plan (PLZ-26-8025)
- Proposal: Remodel the exterior of the existing Jordan Credit Union building at 2522 West 12600 South. Changes include removing an existing canopy, reconfiguring islands, improving ADA access, replacing sod with water-wise landscaping, and adding a modern metal roof and new colors.
- Staff Report: Staff noted no public comments were received. Two color options were presented for the east elevation: Option 1 (taller sign) and Option 2 (shorter sign with a pop-out feature). The applicant preferred Option 2. Commissioners praised the design and expressed support for the lime green accent color (though some questioned its brightness).
- Vote: The commission unanimously approved the application with conditions: compliance with submitted plans, approval of Option 2 (shorter sign/elevation detail), and installation of water-wise landscaping with preservation of mature trees.
Walmart Fuel Station Dumpster Addition (PLZ-26-8028)
- Proposal: Add a dumpster enclosure at the Walmart Fuel Center (13502 South Hamilton View Road). The drive-through did not originally include a dumpster; this amendment adds one without changing grading, drainage, traffic, parking, or landscaping.
- Staff Report: The enclosure must be CMU block with metal gates, painted to match the existing fuel center. Plans showed metal screening on one page, but staff clarified the city's expectation is CMU. No public comments were received; the applicant was absent but available online.
- Vote: The commission unanimously approved the application with conditions: enclosure and gates painted to match the fuel center building.
Land Use Ordinance Amendment (PLZ-26-5007)
- Proposal: Omnibus cleanup of Riverton City Code Title 18 (Land Use and Development) to remove conflicting or outdated provisions. Key changes:
- Eliminate outdated landscape standards (e.g., 70% sod allowance for commercial) and align with existing water-wise standards.
- Clarify landscaping timelines for residential vs. commercial properties.
- Remove definition of “master plan” (no longer in state code) and replace with “general plan.”
- Delete minimum house size requirements (state prohibits city-imposed minimums).
- Remove building exterior material requirements for single-family homes (state restriction).
- Eliminate unused zoning districts (A10, A20 agricultural zones and M2 industrial zone) as they have never been applied and are inconsistent with the general plan.
- Discussion: Staff explained the amendments are largely compliance with state law and to reduce confusion caused by AI-generated code queries. Commissioners expressed support, noting it is a cleanup exercise.
- Vote: The commission unanimously recommended approval of the ordinance amendment as presented.
Minutes Approval
- August 27, 2026, Meeting Minutes: Approved unanimously.
Key Outcomes
- All three agenda items (Jordan Credit Union, Walmart Fuel Station, and Land Use Ordinance Amendment) were approved or recommended for approval unanimously with specific conditions.
- Meeting adjourned following the minutes approval.

And I'll go ahead and take care of weeding that out today. If we'd all if you would please stand and pledge allegiance. Thank you, everyone. Okay, and then we'll do a roll call starting from my right. Commissioner Matheson, if you'd lead us out. Commissioner Rafferson. Commissioner Keel. Commissioner Beck. Commissioner Park. Commissioner Clef. Commissioner Marzo. Thank you. That means we're all here tonight. Um absentees. We appreciate everyone's attendance. All right, we'll move into this. Uh start on our agenda into the public hearings portion of our agenda. Um again for those who are here to speak for or against any of their agenda items. Um, you will be given the opportunity to do so and we'll indicate that appropriate time. Our first agenda item is item two A. This is the Jordan Credit Union amended site. This is PLZ 26-8025. An application to amend a commercial site plan by remodeling the exterior located at 2522 West, 126 south. The applicant is Reed Winterstein with CIR engineering. Are they here? You'll be representing okay. Uh right now we'll go ahead and turn it over to staff for a report, and then we'll hear from you in a minute. Thank you. All right, this is uh amended site plan for an existing building that has been there for a number of years. This is the building if you've driven past on 126, 100 south, um about 2500 west. And this is what they're proposing. Uh that building is the um probably mid-90s old uh kind of beach stucco, and they're going to the modern look. It matches and very uh they didn't, it's not the same architect as OBO that we did last week or uh a couple weeks ago, but it has a very similar look and they're very close to each other. Uh staff was pretty excited to see this remodel. This is pretty substantial. So here we are looking. It's near the crossroads 2700 and 126. That's the parcel right here, CPO, and you can see up and down both sides of 126th is uh either zone for commercial or general plan for commercial, and it's CPO C G C N all all very compatible zones. Here's the aerial if we need to come back to it. This again, all those commercial properties along 126 on the north side, share that boundary with country view uh con our condominium or country view mixed use housing. There's OBO on the left that we just did two weeks ago. Here's the application and the notice. We sent notices out, did not get any comments back on this. It would have hit those neighbors in in the condominium project and they didn't say anything.
