City Clerk and Caseel, please take it away.

2:48

Good afternoon, Mayor, Council President, and Council members.

2:52

Today we convene as the canvassing board as required by state statute to officially certify the results of the August 11th, 2026 election.

3:01

Um the county canvassing board met this morning and officially certified their results.

3:06

And then our uh abstract from the canvassing board, which we'll sign at the end of the meeting tonight, we'll go to the state, and the results will be official.

3:13

Um we have all of the summary statements and precinct reports in the folder if you would like to review them.

3:20

Otherwise, they're all compiled in the abstract, which was in uh uh the packet.

3:25

Um Deputy Clerk Christian Case Cartwright will review our results from the meeting.

3:34

Thank you, Ann.

3:37

So we thanks.

3:39

We have eighty precincts, which are split across six wards.

3:43

Oh the thirty-nine polling locations that were used for this election, which you guys approved back at the end of last year.

3:50

Uh we recruited five hundred and eighty six election judges.

3:53

At the start of the day, there were seventy-nine thousand seven hundred and twelve registered voters at seven AM.

3:58

Over the course of the day, we registered seven hundred and twenty-five people for same-day registration.

4:03

That is a noticeable increase compared to 2024, where we were south of 200 people on election day.

4:19

I want to take a moment here just to put that into a little bit of state context.

4:23

So the state of Minnesota's primary election had about a 25% turnout.

4:29

Homestead County had about 29%.

4:32

And the thing that drove up Wolmstead County's number was Rochester's, which had a 31% turnout.

4:39

So we are above average for the state of Minnesota, which obviously historically is one of the top turnout states in the nation.

4:47

So it's it's something to be proud of.

4:53

So looking at our contest then for November, um, we'll have uh Jess Garcia and Joe Powers have moved forward for the mayor uh positions.

5:02

There was an odd primary primary in one or three, and in ward five, Rushi Gupta and Sean Palmer will be on the ballot.

5:10

So we just want to thank the City of Rochester voters for their turnout.

5:14

Um, we especially want to thank our wonderful team of election judges that work at the polls.

5:19

We tell them all the time we could not put on the election without them, and we really appreciate um their service to their community.

5:26

Um, our partnership with Olmstead County and their elections office, we want to thank them for all of their hard work.

City Council Canvassing Board Special Meeting – August 14, 2026

The Rochester City Council convened as the Canvassing Board on August 14, 2026, at 1:00 p.m. to officially certify the results of the August 11, 2026 Primary Election. The board unanimously approved a resolution declaring the election results and executing the election abstracts.

Discussion Items

  • Canvass of the August 11, 2026 Primary Election Results – City Clerk Ann and Deputy Clerk Christian Case Cartwright presented the certified results. Key statistics: 80 precincts across 6 wards used 39 polling locations, staffed by 586 election judges. At 7:00 a.m. on election day, there were 79,712 registered voters; 725 people registered via same-day registration, a significant increase from fewer than 200 in the 2024 primary.
  • Turnout comparison – State of Minnesota primary turnout was approximately 25%, Olmsted County was 29%, and Rochester achieved 31%, exceeding the state average.
  • November general election contests – Mayoral candidates: Jess Garcia and Joe Powers advanced. In Ward 5, Rushi Gupta and Sean Palmer will appear on the ballot.
  • Operational details – One party observer was present at a polling location (prescribed by statute) and no issues were reported. No anomalies or challenges occurred at any polling place.
  • Voter registration cleanup – Councilmember King asked how voters who move out of Rochester are removed; the Clerk explained that registration is transferred when a voter registers elsewhere in the state. The 725 same-day registrations include both new voters and those updating existing registrations after moving.
  • County canvassing process – Councilmember King noted that the morning’s Olmsted County canvassing did not include city results, but all county and state races were verified. The city abstract will be signed and submitted to the state.

Key Outcomes

  • Motion to adopt the resolution – Councilmember King moved to adopt a resolution declaring the results of the August 11, 2026 Primary Election and execution of the election abstracts. Seconded by Councilmember Miller. Approved unanimously by voice vote.
  • Adjournment – Motion made by Councilmember Fredericks, seconded by Councilmember Wall. Meeting adjourned after signatures on the abstract.
