Rockford City Council Meeting - August 17, 2026
The Rockford City Council held its regularly scheduled meeting on Monday, August 17, 2026, at 5:30 PM in Council Chambers. The meeting included a public hearing on a proposed annexation for a solar farm, public comments from five speakers, committee reports, and votes on multiple resolutions and ordinances. Key actions included approval of the annexation, landmark designation, several contracts and grants, and a resolution to advance a public hearing on the Rockford Regional Tourism Improvement District (TID). The Spaces to Places program was laid over for further amendment.
Public Hearing
- Annexation for Solar Farm: A public hearing was held pursuant to state statutes for the proposed annexation of 14xx Export Road, 34xx Export Road, and 36xx Prairie Road (3598 Export Road). The property owner seeks annexation and agrees to obtain a Special Use Permit for a solar farm. Notice was published on July 30, 2026. No comments were received from council or the public. The hearing was closed.
Public Comments & Testimony
- Denzil Wynter (West Side resident): Expressed urgent concern about the lack of sidewalks near Auburn High School, a middle school, and a grade school. He stated that children are forced to walk in the street, creating a safety risk, especially in winter, and asked what it will take to get sidewalks installed to prevent a child from being hit by a car.
- John Tac Brantley: Spoke about his campaign against a proposed data center at Camp Grant. He reported that the Winnebago County Veteran Board is 100% behind building a monument at the Camp Grant roundabout and Edwards Park, with the Pied District spearheading fundraising. He outlined plans for an art contest in February 2027 for youth to design the monument, and noted support from various organizations. He also mentioned historical injustices at Camp Grant, including treatment of Buffalo Soldiers and POWs.
- Larry Washington: Criticized the Mayor and Alderman Terina's ward, and detailed complaints about treatment on Rockford Mass Transit District (RMTD) buses, alleging unprofessional drivers and unjust suspensions. He called for changes to the RMTD board and executive director, stating that nothing will change until the top five people and the entire executive board are replaced.
- Kirk Weitzel (Owner/Partner, Rock Hospitality, representing 120 employees and 484 rooms): Expressed support for the Rockford Regional Tourism Improvement District (TID), stating there is an absolute need for increased funding for events, marketing, and bidding incentives. He asked the council to approve the TID.
- Bianca Sanders (General Manager, Riverview Inn and Suites): Shared her perspective as a transplant to Rockford, praising the city's investments over the past six years. She supported the TID, noting that her management company implemented a similar district in Chicago, which had an immediate positive impact on funding and control for hotels. She asked for a yes vote on the TID.
Discussion Items
- Spaces to Places Program (Item VIII-A-1): Proposed to reduce commercial vacancies by providing temporary rent assistance (reimbursement of security deposits and 50% of rent for up to 12 months, up to $20,000 per business) from $300,000 in 2026 and 2027 Casino Funds. Alderman Frost opposed, citing concerns about the fund balance, business viability, and lack of a list of interested businesses. Alderman Torina also opposed, doubting the program's sufficiency for blighted storefronts. Alderman Bell moved to lay over the item to allow an amendment reducing the allocation to $160,000. After debate, the layover motion passed 7-5. The item was laid over for a future meeting.
- Rockford Regional Tourism Improvement District (Item VIII-C-6): A resolution declaring intent to form the TID and fixing time and place for a public hearing. Alderman Durkey asked about the necessity of municipal involvement and the difference from Go Rockford. Assistant City Attorney Cagnoni explained it is a public-private partnership requiring a municipal ordinance for accountability, and that the TID would fund additional investment, not replace existing efforts. Alderman Torina expressed reservations about calling the levy a tax and noted that Rockford residents also use hotels. Alderman Bonnie questioned the five-year sunset and transparency, and cited concerns about the impact on traveling medical professionals. Alderman Frost argued the TID would help promote tourism and support existing venues like soccer. Alderman Toomberg noted Rockford's competitive room rates and that the fee would be transparent on bills. Alderman Beach supported the TID, emphasizing the city's growth and need for investment. The motion to approve the resolution (advancing to public hearing) passed 11-1, with Alderman Bonnie voting no.
