These are just some of the programs that we've done up to now.

0:05

We have done 10 programs for our children here in town.

0:10

As well as we're going to be doing, we've done the homeschool children's because they need it too.

0:16

Also, uh Martha McLeod's birding class, and she also is doing the junior master naturalist now.

0:23

So we do that for her every year.

0:26

We don't charge for any of these things, we just do it.

0:31

And they absolutely love it.

0:34

We have seven ambassador birds that we show at these presentations.

0:39

And I always love to brag because a lot of places show birds, but they really don't know birds like we do because we rescue, rehab, and care for them.

0:49

So we have some pretty good programs.

0:51

So again, we're I'm not here asking for a lot of money like a lot of people do.

0:58

Uh right now we have contracts with the county in the Nav district, which we have had for years.

1:03

Uh that's a max of $3,500 a year.

1:07

Okay, so $35 per bird.

1:10

And that's if we bring them in with a carrier.

1:13

Okay.

1:14

If we don't go get them, we don't charge you.

1:17

And again, this all has to be provided to state and federal authorities because we're permitted under them.

1:24

So we're not gonna say that you owe us so many dollars.

1:28

I talk with my hands.

1:29

Uh so many dollars when we can't prove to you and the state and the federal that that's what we've actually done.

1:36

So again, we will appreciate it.

1:38

Times are getting harder and harder right now to get funds, and as you know, we're a very big birding community, and I think we between us and the birds here in town.

1:51

Uh, we bring in a lot of people uh that spend money here in town.

1:56

So anyway, again, you guys have a copy of our contract with the county now.

2:02

Um

Unassigned speaker

2:03

I

Speaker 1

2:03

don't know what you did with it, but you guys have a copy we give you a few months ago.

2:08

So anyway, any questions?

Speaker 2

2:10

We appreciate you.

Speaker 1

2:11

Okay, thank you.

Speaker 3

2:14

Mayor, can we can ask that uh that be placed on a future agenda item for potential funding?

Speaker 2

2:19

Yes, sir.

2:22

Second plan.

Unassigned speaker

2:23

Oh,

Speaker 2

2:24

we'll do

Unassigned speaker

2:24

it.

Speaker 2

2:26

All right.

2:29

Next item on the agenda is ceremonial matters.

2:33

Recognition of Lieutenant Richard Page for completing necessary training requirements to be awarded designation of Lee COP.

2:42

Chief.

Speaker 4

2:44

Mayor Council.

2:45

Uh I've been in front of you before to recognize that one of our captains that completed this program.

2:50

The Texas Police Chiefs Association started a program, a leadership program called Lee Cop.

2:56

And uh since that time we've had both of our captains graduate this program, and uh Lieutenant Richard Page here, he just completed the program as well.

3:04

It's it's a strenuous program where they have to typically go out of town to uh go to these different trainings, and there's several different modules that you have to attend.

3:14

And uh Lieutenant Page recently just graduated number 206 in the state of Texas, and so there's 8,000 or 80 something thousand police officers in the state of Texas.

3:25

Only 206 have graduated this program, and he's one of them that just did that.

3:30

So he is being designated Lee Cop number 206 moving forward.

3:35

He can put that on his signature line if he chooses to do so.

3:38

He also did receive uh a certificate for this as well, but he already has it framed on his wall in his office, I think.

3:44

So we did not bring that with us.

3:46

Um anyway, this accomplishment speaks not only to Lieutenant Page's commitment to his own professional development, but also his commitment to the people he leads and the future of our department as well.

3:57

And so we're big on secession planning and getting people ready to move forward in this career, and especially with our department.

4:05

So with that, I would like to congratulate Lieutenant Richards Page for graduating this program something.

Speaker 5

4:32

One more, here we go.

4:33

Trying to get everybody in.

4:36

Congratulations.

Speaker 2

4:43

Those things are always real good to get to do.

4:48

We have a lot of negative things, but these are always positive.

Summary of Proceedings

Rockport City Council Regular Meeting – August 25, 2026

The Rockport City Council held its regular meeting on Tuesday, August 25, 2026, at 5:00 PM at Rockport City Hall. The agenda included ceremonial recognitions, public testimony, consent agenda approvals, a board appointment, bond fund expenditures, scheduling updates, and city manager reports. The meeting was adjourned at 5:17 PM before the scheduled Executive Session could convene.

Public Comments & Testimony

  • A representative from a local bird rescue and rehabilitation organization addressed the Council, describing the group's free educational programs and its ambassador birds. The speaker noted existing contracts with the county and NAV district, and requested that the Council consider placing a funding item on a future agenda. A Council member moved to place the matter on a future agenda.

Ceremonial Matters

  • Recognition of Lieutenant Richard Page: Police Chief Nathan Anderson recognized Lieutenant Richard Page for completing the Texas Police Chiefs Association's LECOP leadership program, receiving designation number 206. Chief Anderson noted that only 206 officers out of over 80,000 in Texas have completed the program. The Mayor and Council commended Lt. Page.

Consent Calendar

  • The Council unanimously approved the consent agenda, which included:
    • Minutes of the August 11, 2026 Workshop and Regular Meeting.
    • Resolution 2026-36R, authorizing a tax assessor-collection services agreement with Aransas County.
    • Award of the 2026 Street Rehabilitation Project to Texas Materials Group, Inc.
    • Third Quarter Hotel Occupancy Tax Grant Report for the Friends of Fulton Mansion.

Discussion Items

  • Election Services Contract (Agenda Item 6): The Council reviewed Resolution 2026-37R for the November 3, 2026 election. Because the election was unopposed, a certificate of unopposed had been issued, rendering the resolution unnecessary. No action was taken.
  • Appraisal District Board Appointment (Agenda Item 7): The Mayor reported that mayors of Aransas Pass and Fulton provided recommendations (Steve Fisher and Warren Hassinger, respectively). The Council voted unanimously to appoint Warren Hassinger to the Aransas County Appraisal District Board.
  • Expenditure of Unspent Bond Funds (Agenda Item 8): Parks Director Brittany Aguirre requested approval to close out remaining park bond funds. The Council unanimously approved using approximately $43,000 from the 2015 bond for a parks maintenance building and a pond aerator, and 2016 bond funds for a covered observation deck and benches at Bent Oaks.
  • Changes to Meeting Schedule (Agenda Item 9): The Council approved moving the November 10 regular meeting to November 9 and canceling the November 24 meeting. The proposed cancellation of the December 8 meeting was identified as a typographical error (should have been December 22) and was deferred for correction.

City Manager Update

  • City Manager Vanessa Shrauner promoted the online monthly report and highlighted events: Coffee with a Cop (Sept 9), National Night Out at the fairgrounds (Oct 6), Austin Street redesign meeting (Aug 27), and the upcoming budget and tax rate meeting (Sept 8).

Council Reports

  • Councilmember Brundrett (Ward 3) noted his upcoming travel to Austin for the Texas Municipal League Policy Summit. He also reported on the 4-H "Boots on the Ground" event, which raised significant funds for youth programs.

Adjournment

  • The meeting was adjourned at 5:17 PM. The Executive Session items listed on the agenda, including a discussion on alternative water sources, were not taken up before adjournment.
