So I'll serve on my left at Council B.

I appreciate that.

Uh sorry I didn't get the information in on the report, but uh I'll just go through as far as constituent contacts.

I had approximately 10 contacts, and most of those were concerning uh fireworks, uh data centers, some of the city city notification related to road construction and the recent increase in water and sewer rates.

And I appreciate those residents who reached out and talked to me.

As far as meeting events, I attended the Flaming Gorge days.

I had an opportunity to speak with both state and federal candidates while I was there.

Appreciate the chance to visit with them and hear about the issues they are running on.

And then the big thing that I was on that um last week was the it was a 250th ORV ride across Wyoming.

It was put on uh Wyoming State Parks.

I I want to thank um Commissioner Jones and Senator Jones for their hard work working with the Wyoming State Parks on that on the trails program.

We rode from we started in Evanston on the 30th, uh, and then I'm sorry, on the first.

And then we rode, I only rode part of the ride, uh, but it went all the way to Cheyenne and and we stayed completely off the interstate doing that.

So most of it was dirt, but there was some uh paved road sections.

But we went from Evanston to Rock Springs, so that worked out pretty good.

Just spent the night here.

Went to the events complex, had an event there, and then we went to Saratoga and soaked in the hot springs there.

So that great event, and then they continued on to Laramie and then on to Cheyenne.

So to participate in the parade there.

So great, great great thing to celebrate the 250th.

Um it was a great, great thing, and hopefully they'll continue doing that in the future.

As far as uh there were no boards or liaison stuff that I had while since I was busy with that.

And I want to just take a moment and thank uh Director Siever for his leadership and efforts in addressing an issue that came up following the golf course.

It was at a very professionally quickly and diligently.

And I just want to keep share with you the constituent that uh brought the issue up, is extremely thankful.

So I just really appreciate the creative solutions that were found, and they're like I said, extremely thankful for that.

Well, summer is in full swing, and there's been a lot of activities that uh been able to participate in from concerts in the park to bartending at the Broadway, uh, the RV show out at the events complex and uh catching a barrel race in between those activities.

Uh had a few constituents reach out uh in regards to weed mitigation with their neighbors, uh got some prairie dogs and some gophers being some nuisance.

But uh the big thing that I want to highlight uh that's coming to life uh at the Half Moon office building, we'll be placing a bronze statue that uh has a base that is five foot and ten foot wide.

So it's a five by ten buffalo, and it's sculpted after the largest buffalo ever found.

Um so uh they're just finishing up the platform on that this afternoon, and we'll be setting that tomorrow night.

So that'll be directly behind City Hall, and you'll see it out at your back door.

Um, I had uh quite actually quite a few encounters with my constituents this last uh since the last meeting with some of the stuff that we've talked about were the upcoming elections.

Um one of the biggest things also were the difference between uh pedal, but with summer beep being here now, the difference between pedal bikes and e-bikes, and how that's becoming uh uh an issue and go and uh things that we can do and be looking at for that.

Um some of the other things that I did.

I attended the uh uh the two new judges that we got, the new circuit court judge and district court judge, both uh Judge Dean Stout and Judge Clark Stith were both uh sworn in.

Uh I had a couple proclamations by the mayor, one is true for treatment court, one for the vets, uh, and for first responders.

Um of course, young at heart community centers, uh, the monthly finance committee meeting and the board meetings, uh concerts in the park are always one of my favorites also.

I attended Fireside to Tableside.

It was a celebration of 250 years of food culture and community at Eves.

It was put on by the Rock Springs uh Historic Museum and the Sweetwater County Museum.

Uh it was a great attendance and and it was a wonderful thing.

Uh I donated some blood for Battle of the Badges.

Uh Rock Springs Police Department didn't win, but the dispatch uh center, I think had a run for seven years.

Um also had a tour of Sweetwater County landfill, which was really interesting and informative.

Uh Dan Cheddarbach, who's out there.

Uh he really uh can talk some trash, I'm telling you.

Um participated in a uh get out to uh get out and vote video.

It's important that everybody does get out and vote.

Uh upcoming primaries, August 18th.

Um please be informed and uh and make your make your voice heard.

Um for the Chamber of Commerce.

There was two new river ribbon cuttings.

One is Saboro, uh the food place out uh next to um the renegade out north on on uh Elk Street.

Also for the URA, uh the art underground, uh the underpass between North Front and South Main Street uh is uh showing uh stuff with local artists and local artists' works.

Uh and in spite of all that stuff, I even had a chance to go camping and boating.

So far it's been a busy but good summer.

Over the last couple of weeks, I had uh several contacts with uh residents, budget concern, budget questions, traffic concerns, concerns about the water and sewer rate increase, um, motorcycles in dirt lots within city limits, kicking up dirt and noise.

I thank the police department for answering some of those complaints there and fireworks uh questions with fireworks within city limits.

And yes, now I'd like to take the time to thank the city of Rock Springs residents for um taking it easy on fireworks this year.

Um didn't see much activity, didn't see White Mountain on fire, which is nice.

I think everybody kind of listened and understood the danger that we were facing with the lack of moisture, and I think it's really appreciative that um we uh I guess behaved.

Um meetings that I attended with Rock Springs Chamber of Commerce.

I'm a board member, liaison for the city, sweetwater events complex board meeting.

Uh, and then I'm also on the committee for election debate planning for primary election uh debate that we'll be holding in August, uh, as well as participated in the Fourth of July parade.

Uh this last couple of weeks, well, been a few weeks now.

Went um had to spend a week in Gillette for state baseball.

That was as fun as you'd expect.

I uh did negate to put that I went to the landfill open house, and then I had a few calls dealing with rodents and um I can't remember what else now, off the top of my head.

So I had a couple calls from constituents, yard signs and things of that nature.

Um, I had constituents that were concerned about the gophers that we have at the White Mountain Library.

Also the weeds that are in the drainage canal behind Sheep Creek Drive.

Also, on June 16th, I attended Clark's Tith Robing for the third judicial district court judge.

On June 20th, I did the mobile food pantry behind the mall.

On June 23rd, I volunteered as a bartender for the Broadway Theater when Dam Strait performed.

And on June 26th, I did the dunk tank for the SWAT swim club at the Flaming Gorge days.

And on July 4th, I did the Liberty Parade.

Uh been a busy three weeks since we were here last, but uh one of the things I've been doing is uh helping out at the soup kitchen.

Vacation people are on, or some are people on vacation, but what was really cool is all the volunteers.

We had people from the Catholic church one week.

We had people from the LDS church one week.

Law enforcement was there one week, and then we had just the regular volunteers.

It sure makes me happy to be part of this community.

And then uh was in the parade.

It was so cool to drive down the road and see everybody dressed up and their hats and their glasses and their socks and their shirts and old families were all dressed up.

Sure made me proud to be an American.

And then the last thing I did is I went and went to the American Legion and listened to the new commander speak.

And his main he talked about a lot of different things, but his main theme was mental health and suicide.

Veterans and youth.

So uh, you know, we talk about mental health awareness month.

Mental health should be an everyday thing.

I work on it every day.

Uh I learned from the best, Dr.

Eamon.

Everybody's looking for some mental health advice.

Dr.

Amon and uh Alcohol.

We have a lot of supply out there, huge supply.

I'm looking for ways to lower our demand.

So cut your alcohol use down if you want to improve your mental health.

Uh talking to constituents all the time.

The ones that stand out, uh had some traffic complaints, and like the others had uh talked about the e-bikes concerns about the e-bikes, and I advised that the city of Green River was looking at some ordinance on that.

We were also gonna start digging on that too.

Uh lots of meetings uh on the 17th airport board meeting, uh first responder proclamation here at City Hall, Box Art Committee that night.

On the 21st, we went to the Newmar Country Club Welcome event at the uh events complex.

That was quite an event, people from all over.

Uh, and those are some very nice rigs out there.

Uh combined communication board meeting on the 22nd.

The grand opening at the TA for what was that called, Randy?

Saporos.

Uh glad to see that business getting going again.

I also did the dunk tank at Flaming Gorge Days the day before Jeannie did.

Uh it was cold.

As soon as the sun gets goes behind the clouds, you're wishing for people to dunk you.

Uh we did the voting video here on the 29th at City Hall.

Uh and I think, oh, and just to add in there for the agenda meeting tonight, there's a lot of stuff on city housing that I will say now that I will be abstaining from as my wife is a director of City Housing, and she's the reason we're gonna have a long meeting.

Uh, for my part, uh it was uh being in the dunk tank is always a blast.

Uh the folks really get a lot of enjoyment out of it, and it's a great way to support our local organizations.

Um, one of the things that we hear most consistently at the city is when we have events uh out at the events complex.

What an absolutely outstanding job Candy Pendleton and her crew do.

And these are groups that travel the country that get to experience places like our events complex all over our nation, and they just rave about how absolutely amazing it is here.

The people who are the presidents this year of the Newmar uh country club had been here before and were determined under their leadership to come back because uh not only is the events complex such a wonderful place, but uh they love our community and how welcoming and great we are, and that it's just such a neat uh thing to hear, and we hear that consistently from every group that comes through Rock Springs.

Uh so that's all I wanted to share.

And with that, we'll move on to our consent agenda.

Okay, I just want to let everybody know who I am and where I'm coming from, so there's no confusion about it or anything.

Um, anyway, it's I'm here to uh address the June 1st proclamation.

And uh but anyway, let me tell you a little bit about me.

I'm um uh my parents and I uh and two brothers sisters, we moved to Gillette, Wyoming in 1974, and we lived there until I graduated in 1986.

Go camels, nothing personal.

But anyway, so from there I went directly into the military and boot camp in Orlando, Florida, and after boot camp, I stayed in Orlando, Florida for six months of uh nuclear field A school.

I stayed there for another six months for nuclear power school, and then I was off to Boston Spa, New York for uh naval nuclear power prototype in uh uh in Balton Spa, New York.

From there I decided it wasn't for me, ended up in Groton, Connecticut for a couple of months, and transferred to San Diego, where I spent the next 20 years.

Um I retired from the military in 2006, and uh went into correct officer academy uh in uh for California and uh retired from corrections in 2017, and uh by that time I was uh working at Pelican Bay State Prison, it's California Supermax there in Crescent City, California.

Five years after my retirement, I moved here.

Um I'm from Gillette, and I figured maybe I would go there first, but I now have to try something new, and then appear.

Um but this proclamation on June 1st kind of disturbed me for a lot of reasons because I don't think people know exactly what we're being asked to celebrate.

Now, there was a time when the LGBTQ community was about right, but as of 2015, they have had every right everybody else has.

So what do we still celebrate?

They've turned into a grievance organization.

In fact, the only difference between them and BLM are the reparations.

Okay, BLM wants their money in cold hard cash and the LGBTQ.

They want their reparations in servitude for an entire month every year.

Now, I don't necessarily agree with that.

What were what are way what are they what do they represent now today?

Well, they advocate for a lot of really sick, disgusting stuff.

And I'm not saying the people themselves, I'm not pointing the fingers at anybody.

I'm talking about the organization.

Okay, therefore men in women's sports, men in women's bathrooms, sex changes on minor kids.

And recently, they've expanded that, and they're now getting deep into anti-Semitism.

This is a group, an organization.

If you want, you can.

There's this guy, it's very prominent gay um politician in San Francisco by the name of Scott Weiner.

True name.

It's a real name.

And they chastised him.

His own people's own LGBTQ people chastised him.

I don't like the guy.

He's pretty disgusting in my opinion.

But he did.

I felt sorry for him after they treat him the way they did.

And uh he's one of those people's all for the sex changes on minor kids.

And uh he's the heir apparent, Nancy Pelosi's seat in Congress.

Um, but they hit him up because he's Jewish and supports Israel.

Okay, I don't see a problem with that.

But it's a groupthink organization.

You can check all the boxes you want, but as those goalposts move, they expect you to check the next box.

Okay, and this guy was horribly treated.

Feel free to check it up on YouTube.

It happened more than once.

I mean, he can't even go out to eat without being hammered.

Okay.

This is what we're being asked to celebrate.

Okay, and I don't believe that we should be doing that.

Okay, and we don't nobody else expects them to do it for us.

I don't expect to be doing it for them.

I mean, if they want to be a part of Rock Springs, be a part of Rock Springs.

You know, quit expecting me or anybody else to treat them like heroes or special.

They're not, they're regular people like the rest of us.

That's the way they need to be treated.

So if they want to be celebrated, I don't know, pick some trash along the highway.

Walk dogs at a couple local shelters we have here.

Um do anything, do something.

Don't expect me to celebrate them because they say that, you know, hey, I belong to this group, so I'm special.

No.

So you need to stop asking us to treat these people better or different.

It's driving a wedge between the people that are here that are LGBT and the people that aren't.

I don't think we had a problem in this town.

I didn't hear any problems.

If there was, I figured the mayor probably would have fixed it.

So I have to assume there's no problem.

But there is one now.

Now we're divided.

And that's not good.

But uh now normally I wouldn't be up here talking about anything.

Um, it's just not my way.

I'm keep to myself.

Been fully retired for uh several years now.

I like my life, quiet, easy, but I think I should probably get more involved.

So anyway, that's where I stand with it.

If uh just quit asking us to bend down to that woke altar of their identity and sexual orientation.

I don't believe we should be doing it.

So anyway, that's all I have.

Wait, the council may have questions for you.

Uh I just wanted to share with you that the city practice has been any resident that requests that we do a proclamation for any locally state or nationally recognized event, we do it because the First Amendment is very explicit that as government we don't have an opinion.

Um so for instance, as a resident, I always bring forward men's mental health month in June.

That's one that that I request as a person.

Well, that represents a one uh men in the which includes the LGBT.

Any event that is uh recognized by any of those categories that a resident of the city requests, we do one.

Uh, my understanding of the First Amendment is that our other option is to not do any proclamations as government, we don't get to pick and choose, and that is how we have handled those requests.

Uh, I believe going back certainly before my time, but definitely during my tenure as mayor.

Um we don't as a city have an opinion.

Um, we simply respect the wishes of the residents who ask for a proclamation for an event that is locally or at our state level or nationally recognized.

And so I just wanted you to understand how that process works.

There are I would wager thousands, if not tens of thousands of different events that exist.

Uh we have done proclamations for some very niche uh medical conditions where somebody's child in our community suffers from a medical condition.

Um a resident brings forward, we honor that by doing the proclamation, assuming it is a valid recognized day or month or week.

Um a friend of mine brought to my attention that uh June was national or not national in the state of Wyoming.

The Governor Gordon declared June first responder and veteran suicide awareness month.

I had no idea.

Uh and uh so we did a proclamation for that, and now that we are aware of it, if no one else brings it forward, I will.

Um, because I think that's a very important topic.

Uh and certainly any of the council, uh, despite being elected, we are all also residents of the city.

Uh, and anyone can bring any recognized uh day, week or month forward, uh, and then we would do that.

The good that comes from that, I believe outweighs any harm.

Um, because our option again is to not do any, and I would hate to see us step away from uh honoring Veterans Day, honoring childhood illnesses, honoring all those other things.

Um we maybe personally don't agree with a proclamation that's done for another one, but I do very much appreciate you coming to share your thoughts with us.
