1:22

Next on the agenda is to review the commission rules and responsibilities.

1:28

Let's see here.

1:30

So everyone has taken the open speeding act, which is great.

1:34

But just to go over some things in terms of like if you may have forgotten and just do a little refresher.

1:40

Just to go over what the open meeting is, what the act implies, what is considered a public body, what is considered a quorum, and then uh what are some of the steps that we have to follow to be in compliance with the open speeding act?

1:54

Okay.

1:55

Um so the open speeding act is just the states of the globe whether the public business must be conducted openly and publicly.

2:00

So what that means is is that because you guys have been appointed by the mayor and council to serve as the voice for the youth in our community.

2:07

Um we have to make sure that we um the every meeting that we have is held public um for the community and the public to see and also attend.

2:17

Um the act, what does the act apply?

2:21

Uh, it applies when the quorum of the members of the public is attending the meetings.

2:25

You guys are considered the public body.

2:27

Um, like I said, the public body is those that have been appointed by the mayor and council.

2:32

Um based off our current resolution.

2:34

We are we have in terms of 11 uh members that can be appointed to this youth commission.

2:41

Um for right now we have six.

2:43

Um so there are a few vacancies that at some point will be filled.

2:48

Um to have a quorum, you need to have a majority of the public body.

2:52

Uh because right now we are member of six, the quorum will be at least three.

2:57

Um, since you guys are all of an attendance, we have met our quorum responsibility.

3:03

Um so going into what are the steps that we need to follow to be in compliance with the open meeting act.

3:10

Um, we need to um advise the public about when we're planning to be an appropriate amount of time.

3:16

Uh we must post our agenda 24 hours in advance um so the public can review it if they plan to attend.

3:23

Um, we must hold our meetings openly.

3:25

However, we are allowed to have closed sessions if um we need to, but we just need to specify that to the public so they are aware.

3:33

Um, we must post our meeting minutes on our website, also with the recording of our meeting as well.

3:39

Um, we must retain that information for at least five years for the public to look back at if need be.

3:46

Any questions?

3:47

All of those things are mine and Jordan's responsibilities as far as taking minutes posting it to the website.

3:53

You guys don't have to worry about any of that.

Rockville Youth Commission Inaugural Meeting – April 22, 2024

On April 22, 2024, the City of Rockville held the first meeting of its newly formed Youth Commission. The meeting took place at the Cordon Creek Nature Center and was led by staff liaisons Jordan Perry and Melinda Norton. Six youth commissioners were present, representing various high schools in the city. The meeting focused on establishing the commission’s operating rules, electing a chairperson, reviewing and proposing amendments to the commission’s governing resolution, and planning next steps.

Consent Calendar

  • The agenda was approved and the meeting was formally opened.
  • All commissioners had completed the Open Meetings Act training; the rules were reviewed for compliance.

Public Comments & Testimony

  • No public comments were made during this meeting.

Discussion Items

  • Review of Commission Rules & Responsibilities: The staff liaisons explained the Open Meetings Act, quorum requirements (majority of the body; currently 3 of 6 members), and the need to post agendas 24 hours in advance, hold meetings openly, and maintain records for at least five years.
  • Election of Chairperson: Commissioner Nico Giracio nominated Commissioner Becky Fulton for chair. Becky accepted the nomination; the nomination was closed and Becky Fulton was elected unanimously as the Youth Commission Chair.
  • Review and Proposed Amendments to the Resolution: The commission discussed several changes to the current resolution governing the Youth Commission:
    • Age Requirements: Moving from ages 16–21 to grades 7–12. This was proposed to include middle schoolers and remove college-age membership. (Motion passed, all in favor.)
    • Residency Requirements: Members must be City of Rockville residents OR attend a school within city limits. (Agreed by consensus.)
    • Reporting to Mayor & Council: Changing from annual to biannual reporting. (Agreed by consensus.)
    • Minimum Meetings per Year: Changing from 7 to 8 meetings. (Agreed by consensus.)
    • Removal of Montgomery College references: All references to college-age students and Montgomery College were to be removed from the resolution. (Part of the main motion.)
    • Clarification on Term Limits: Initial appointments would be staggered (some 1-year, some 2-year), but after the initial cycle, all appointments would be for two years. The commission requested clarification from the legal department.
  • Future Meetings & Next Steps: The commission planned to work with staff liaisons to compile a memo of proposed edits to submit to the Mayor and Council. The next meeting was scheduled for June 10, 2024, at the same time and location.

Key Outcomes

  • Election of Chair: Becky Fulton was elected Chair of the Youth Commission.
  • Vote on Resolution Amendments: A single motion was passed to approve the following changes to the resolution:
    • Change age eligibility from 16–21 to grades 7–12.
    • Replace all references to “college age” with “middle and high school age.”
    • Remove all references to Montgomery College.
    • Require biannual reports to the Mayor and Council (instead of annual).
    • Set the minimum number of meetings per calendar year to 8 (instead of 7).
  • Next Steps: Staff liaisons will draft a memo of suggested edits. The Chair and commissioners will present the amendments to the Mayor and Council at a future meeting. The commission will begin planning outreach and recruitment for new members once the resolution is approved.
  • Future Meeting: Scheduled for June 10, 2024, at 5:00 PM at the Cordon Creek Nature Center.
