0:46

Discuss the youth commission annual report update to the mayor council.

0:50

And then also get some updates on recruiting more for the youth commission for the next term.

0:55

And then we are going to move into new nomination nominations for the new youth commission chair and then voting.

1:01

And then we'll officially have a new chair of the youth commission.

1:08

Okay.

1:08

So did everyone get a chance to look at the meeting minutes that we'll link to send out and then get all of those all good on the moving minutes.

1:17

Okay.

1:17

So you have the someone that um second or you have to move someone has to move to the okay.

1:23

Yep.

1:24

So you just you would say does someone move to someone move to approve the meeting minutes.

1:31

I move to approve the meeting minutes.

1:34

We have a second.

1:35

Second on that.

1:36

Okay, perfect.

1:38

Does anyone oppose no one?

1:40

All right, meeting minutes are now approved.

1:43

Perfect.

1:44

You'd think after how long I've done this, I'd be able to get this by now.

1:48

Okay.

1:48

Um report.

1:50

I actually did have something I wanted to talk about, which was I know back in February we went to the King Farm homestead and we wandered that place.

1:57

We went to that community insight meeting and we list we saw some of the uh options for things that we could put into the homestead.

2:06

That uh the King Farm homestead is still accepting community insight and feedback on what to do with that area.

2:13

So I just want to make sure this is not kind of a one-time thing that we did and then forgot about.

2:19

If anyone has suggestions or ideas or any input at all as to what to do with that area, um you can go to one of the community insight meetings.

2:29

I did look at the days before I got here, but I am forgetting them.

2:33

Jordan has the dates okay, perfect.

2:35

Yeah, maybe my computer.

2:38

Are those meetings saying structure as the one we went to us?

2:44

So it's slightly different.

2:46

So the first one that we went to was more of like you guys sharing your ideas um and kind of giving them it.

2:52

Maybe we pass this down.

2:53

Oh, you can just say to share with them.

2:56

We can send that in an email.

2:57

Okay, we got May 28th uh at the same place that we went to last time, the Saddlebridge Community Center in King Farm from 6.30 to 8:30.

3:06

And then the other date, same time, 6 30 to 8:30, is May 29th at Glenview Mansion, which is a beautiful place.

3:14

I recommend going there.

3:16

Um I better take my prom pictures, it's gorgeous.

3:18

So you could go in the disk to take a look at the place.

3:21

And then June 3rd, the meeting is virtual from 6 30 to 8:30.

3:24

So if you don't you can't make it to an in-person meeting, or you know, you maybe don't want to, maybe you don't want to.

3:30

I would strongly recommend attending that meeting, one of the three, just to offer some input because we do represent the youth of the community, and the youth should have a voice in what happens at the King Farmstead.

3:43

Thank you.

3:44

And just to elaborate on this, because since you brought up the question of the same that we did in the past, I also asked that same question as well, because I figured you guys might ask that today.

3:53

Um so after talking with our director, she informed that this is different from the first uh meeting that we went to.

3:59

So this is phase two in a CIP project where they the phase one was to get community input, kind of share your ideas about what you would hope in that space, which you like in that space.

4:10

Phase two is they took all of your um suggestions and everyone that attended one of these on the phase one meetings, compiled something, and they're now gonna present present an idea of what those ideas will look like in that space.

Rockville Youth Commission: Survey Review, Annual Report Planning, and Chair Election (September 15, 2026)

The Rockville Youth Commission met on September 15, 2026, to review youth survey results, plan its annual report to the Mayor and Council, discuss recruitment for the next term, and elect a new internal chair. Members approved the prior meeting minutes and voted 5–2 to elect Layla as chair. Note: the raw transcript's opening references "May 21st" as the current date, which conflicts with the recorded meeting date of September 15, 2026; this summary uses the official date.

Consent Calendar

  • The prior meeting minutes were reviewed, and a motion to approve them was made and seconded; the minutes were approved.

Discussion Items

  • Chair Report: The chair discussed community input meetings for the King Farmstead area (phase two of a CIP project), including one session on May 29, 6:30–8:30 PM, at Glenview Mansion, with other dates available from staff. The chair strongly recommended attending so the youth voice is represented in deciding the space's future. The chair also reported that the new pool's opening date is not yet set, and that the city-approved men's shelter moving into the commission's current office delayed that project by a couple of years. Members were encouraged to attend next year's spring festival for outreach.
  • Council Liaison Report: The Mayor and Council approved the FY26 budget on May 5th; the liaison explained that the city operates on a fiscal-year budget cycle.
  • Youth Survey Results Review: Responses so far skew heavily toward high school, and staff hope for more middle school participation. Members examined the top three challenges (page 7) and the new programs and services residents requested, which can inform commission advocacy. Discussion highlighted a youth-oriented space as a community need, the stigma around teen drug addiction, and the potential value of youth-led summits and peer networks. The survey was distributed directly to youth rather than through the parent registration system to ensure youth representation.
  • Annual Report Update to Mayor and Council: Reports are due by September 30th, with certain other reports having separate dates. The report must include the commission's name, year, administrative information, survey results, King Farmstead work, and outreach efforts. Members were advised to set a drafting deadline and schedule working meetings, allowing 2–3 weeks for staff review before submission to the Mayor and Council.
  • Recruitment Efforts: As of that morning, there were 15 new applicants, plus additional applicants who applied after current members were appointed. The commission needs 11 members to be fully staffed; applications will be reviewed by the Mayor and Council over the summer.
  • New Chair Election: The internal chair serves from one school year to the next, and eligibility requires being a current 11th grader or a 10th grader entering 11th grade. Layla and Danielle were nominated; after brief remarks, an anonymous vote was held.

Key Outcomes

  • Prior meeting minutes were approved.
  • Layla was elected internal chair by a vote of 5–2 over Danielle. Her stated priorities include harnessing the power of the youth voice, expanding outreach, coming together as a more connected commission, and proposing more policies to the Mayor and Council.
  • The commission agreed to plan the annual report with deadlines well before the September 30th submission date.
  • Recruitment will continue with a push at upcoming city events, including a weekend event and July 4th.
