Hello everybody.

0:10

Welcome to our January meeting.

0:14

Today is Wednesday January 14.

0:18

And I'm going to ask for somebody to call the meeting to order.

0:26

This moment I'd like to call me to order.

0:28

Can I have a second please?

0:31

All in favor say aye.

0:35

Any of those?

0:38

Okay.

0:39

So the meeting has been called to order at 401.

0:43

So now we'll move into the agenda review.

0:48

So first we have our welcome and convening.

0:52

And then we have our agenda review.

0:54

Then we'll move into community form.

0:57

Then the approval of the minutes from the previous meetings.

1:01

Then we'll move into the chair report.

1:03

Then the fact liaison report, then our council liaison report, and then we will have our discussion with the Trend Book Community Center supervisors, and then we'll have a presentation and discussion of the new program for Rothville.

1:18

And then we'll move into our old and new business and then we'll literally.

1:22

So first for community form.

1:30

So that will be tabled right now.

1:33

And so then we move into the approval of the minutes from the previous meeting.

1:38

So if I want to just keep in putting for um Do I have a motion to approve the minute?

2:36

Do they have a second?

2:37

I second that.

2:40

Um all in favor of approving the minutes say aye.

2:44

Any of those.

2:47

Okay, great.

2:48

So the minutes from the previous meeting have been approved, and now we'll move into the chair report.

2:56

So the only thing I have to report is about the letter to the CCP director.

3:03

So I know last month we um all had a like document where we put our ideas kind of in prompted questions for everybody to answer.

3:17

So it's very dense.

3:19

So Danielle and I have been working to sort of funds it and make it into like a nice formal letter, which we will then send to Lelinda and Jordan for their approval, and then I believe you guys are gonna send it to we'll send it to our director.

3:42

Yeah, so they'll edit it, they'll um send it to their director, and then we'll have a look at it likely at next month's meeting, and we'll approve of it, disapprove with changes.

3:59

Um, so on itself board, and then we'll send it over to the CC director.

4:07

That's the only thing I have to report.

4:13

So that's it for the chair report.

4:16

Um, we'll now move into the staff liaison report.

4:20

Um don't we don't have much to report other than winter classes have kicked off now in the new year.

4:27

Um basketball is our biggest winter program that we have.

4:31

Um during the winter season.

4:33

Uh we also kicked off our ski club program this past Friday at Liberty.

4:38

We have about 104 kids registered.

4:40

Uh we probably got back to those numbers post-COVID.

4:44

Um we are gearing up for the camp guide, which is set to be available for viewing at the end of January.

4:52

Registrations for camps.

4:54

Um, start on the 12th of February.

5:00

Um sorry, then 10th of February for residents, and then a 12th of February for uh which is a general registration.

5:09

Um so we are prioritizing residents um to be able to register early for our programs, uh, which started in the winter season.

5:17

Um so a lot of parents have been asking about that and getting ready for uh the summer camp season.

5:25

Um I don't think anything else, just upcoming MLK day stuff that's happening next this coming Monday.

5:31

So you can find it online if you're interested in attending it.

5:34

Also, I forgot to add this.

5:36

This is the 250th year of the US.

5:39

Um, so the city has the initiative to kind of revamp the logo for us to use throughout this year.

5:46

Um trying to um incorporate that in some of our events and our programs.

5:50

Um, so as you attend the events and the programs that we have within the Rockville, you'll kind of notice that new kind of rebranding that we're doing for this year.

6:01

All right, that's it.

6:04

Okay, that's it, but our stack reason for now we'll move into our counseling report, and the main counselors will be the non present with this weekend.

6:17

So we'll just table that just in case we move by, and then we'll move into the discussion with the twin group community specific advisors.

6:29

It's just one of us just meeting assistant supervisors out percent leave, but I will try to get people my own.

Summary of Proceedings

Rockville Youth Commission Meeting - September 15, 2026

The Rockville Youth Commission met on September 15, 2026, to discuss youth programs, budget requests, and a planned town hall at Twinbrook Community Center. The meeting included reports from staff and a presentation on youth program data.

Consent Calendar

  • Approval of minutes from the previous meeting: Approved unanimously.

Discussion Items

  • Twinbrook Community Center Teen Program: Supervisors Kali and Melinda discussed the teen scene after-school program (currently 12 students, up from 5-7) and proposed a town hall to gather input from middle school students. The commission suggested a multi-activity event (e.g., sports, arts, gaming) with informal discussions and surveys rather than a traditional town hall. A subcommittee (led by Katie and Zuse) will coordinate activities and dates.
  • Youth Program Portfolio Presentation: Staff presented detailed data on sports (247 sessions, 59% capacity, basketball and soccer often over capacity), teen programs (99 sessions, 591 waitlisted, travel programs at 95-100% capacity), after-school programs (93 sessions, 58% capacity, high demand at Twinbrook), arts and enrichment (47 sessions, 4% capacity, low interest), summer camps (159 sessions, 83% capacity, 1,595 waitlisted), and swim programs (680 sessions, 88% capacity, 4,700+ waitlisted). Budget requests for FY27 include two full-time positions: an equity specialist to expand after-school care at Twinbrook (from 30 to 45-60 students) and a teen program coordinator to launch adventure sports, career prep, and STEM workshops.
  • Gaps Identified: Survey results (youth voice and government survey) show high demand for life skills (74% interest), modern tech (esports, VR, coding), SSL opportunities during the school year, transportation (request for shuttles), and a dedicated teen safe space. The budget enhancements do not fully address these gaps.
  • Commission Role: Staff requested the commission to: (1) draft a letter of support for the budget enhancements to the Mayor and Council, (2) help define curriculum for the first three workshops (e.g., financial literacy, resume building), and (3) create social media content to improve communication with teens.

Key Outcomes

  • The commission agreed to move forward with planning a town hall at Twinbrook Community Center, with a subcommittee to finalize activities (e.g., arts and crafts, sports, video games) and a date (likely a Friday evening in March before the spring break lock-in on March 20).
  • Staff will provide a budget letter template for the commission to submit to the Mayor and Council as part of the FY27 budget process.
  • Discussion about vice chair succession: The chair raised the issue of clarifying the vice chair’s role when the chair leaves mid-term, but no formal action was taken.

Public Comments & Testimony

  • No public comments were heard; the community forum item was tabled.
