Okay, welcome everybody to the youth commission meeting.

0:05

Today is Wednesday, November 12th, 2025, and I'm following the meeting to order at 4.08 p.m.

0:16

So first we will start with the agenda review.

0:20

So first we have welcome and convene.

0:23

Next we have the agenda review.

0:26

Community form.

0:28

Then we have the approval of minutes from our previous meeting.

0:32

Then we will move into a chair report, our staff liaison report, our council liaison report, and then we'll have a discussion of the youth commission goals for the 2025 to 2026 term.

0:46

And then we'll go into action plan creation, all the new business, and then we will agenda.

0:53

So that's the agenda review.

0:56

We'll move into community form.

1:00

Oh, there's no one here for community form.

1:02

So we'll move into the approval of the minutes for the previous meeting.

1:07

So you're all asked to um review them.

1:11

And so we'll improve them.

1:12

So do I have a motion to approve the minutes?

1:15

I motion to approve the minutes.

1:17

Still have a second or second that one.

1:20

Thank you.

1:20

Um, all in favor, say aye.

1:24

Any opposed.

1:27

Great.

1:28

Okay.

1:28

So the minutes have been approved from the previous meeting.

1:32

Now we'll move into the chair report.

1:34

Um, I don't really think I have that much to report today, is really when we're gonna get everything kick started, and then I might have a couple reports, but honestly, just like I said last meeting, just continue to build the relationships with your schools with your SGAs, find ways to get that survey out, and yeah, that's pretty much it for me.

1:58

Um now we'll move into the staff liaison report.

2:02

Um, we don't really have that much to report.

2:04

Um, just to kind of give you guys some information in terms of what's going on within the city.

2:09

Uh we just um released or published our new city website.

2:14

Um it's revamped, rebranded.

2:16

Um, so if you haven't seen it before, check it out.

2:21

Um, in terms of our registration for our city programs, we are now allowing residents to register um for our city programs uh before non-residents.

2:32

Um registration, I believe, starts on the second for residents, which is a Tuesday, and that Thursday for non-residents.

2:41

Um, so that will be something that we will be doing starting the winter for the winter guide.

2:48

Um, also if anybody's looking for some volunteer um opportunities, the city's the holiday drive going on right now.

2:55

Um, so we can do a big food giveaway for Thanksgiving, and then at Christmas, it is good books and gifts and gift cards and things like that.

3:04

Um, so you can go on the city's website and sign up for volunteerships for that if you're interested.

3:11

That's it.

3:13

Okay, so now we'll move into the council liaison report, and I do not believe council member Bile is present, so we'll table that for right now.

3:24

And then so now we'll move into the discussion for the youth commission goals for the 2025 to 2026.

3:32

So basically, I believe so.

3:34

The youth commission first started, I think two years ago, just about relatively, yeah.

3:42

So and there basically their goal was to create like the outline of like the rules we'll follow and sort of what the youth commission would do and be about.

3:53

So that's what the first commission did.

3:56

The second commission, which was me, Danielle, and Eli and our past year, and a few other commissioners.

4:03

We worked on the survey, getting that survey out, creating it, and pushing it out to the community.

4:09

That's the one that you guys have now that you've been sharing.

4:13

So that basically second goal was to create a way to get voices.

4:19

So for me now, I think that my goal um to serve is to make action with what they have given us from the survey.

4:31

So if you guys think of any other goals, that's mostly my main goal to take what was in the survey and find out ways that we can take action to improve that within our community.

4:45

So it's so the task would be last remote for you guys to bring back your goals that you would like to see or do in this next term in your term.

4:58

Um from those goals that you guys share.

5:00

Uh we figured next we'll figure out a ways to um implement those goals and say what we can do to make it happen.

5:08

So you guys are whoever wants to go first, they can go first.

5:12

Do we remember like what the people said that they wanted the most?

5:18

Um that was sent out in the email with the survey results.

5:22

Um let's see.

5:32

I feel like uh most of the activities have to do with sports, and there's not really much else.

5:40

Um so in terms of current involvement, the top one was sports, top program interests, yes, with sports.

  • Youth Commission Goals for 2025-2026 Term: Commissioners reviewed survey results indicating top youth challenges: sports as top program interest, barriers related to social connections, and mental health/emotional well-being as the top youth challenge. The commission discussed several initiative ideas:
    • Partner with local mental health nonprofits for youth-led forums.
    • Organize a youth street festival with local businesses, school clubs, and internship opportunities.
    • Host smaller events like movie nights targeting high school students.
    • Advocate for a youth-specific social media account or presence (e.g., Instagram highlights, TikTok) to improve outreach; a formal letter to the communications director will be drafted.
    • Create a digital youth newsletter and text alert system.
    • Conduct town halls at community centers (Twinbrook, Lincoln Park, Thomas Farm) with themes and incentives to gather youth input.
    • Address racism and bias in schools, expand recycling bins, support the Rockville Ballet's space needs, and enhance career readiness (internships, resume workshops).
  • Action Plan Creation: The commission agreed to form subcommittees for each community center to plan town halls. They also decided to draft a letter requesting social media approval and to liaise with school SGAs. The staff will provide information on community center availability and the Twinbrook master plan.

Key Outcomes

  • Minutes approved from the previous meeting.
  • Social Media Advocacy: The commission will draft a formal letter to the communications director requesting youth-specific social media and online newsletter, citing survey data on communication preferences.
  • Town Hall Subcommittees: Commissioners will sign up for one of three community center committees (Twinbrook, Lincoln Park, Thomas Farm) to plan themed town halls with incentives (SSL hours, food, activities).
  • School Engagement: Commissioners are to attend SGA meetings and establish school liaisons to amplify outreach.
  • Next Steps: Staff will provide community center availability and master plan info at the next meeting; the letter draft will be reviewed before submission.
  • Adjournment: The meeting adjourned at 5:12 PM.
