Round Rock City Council Meeting - November 21, 2024

The Round Rock City Council met on November 21, 2024, at 6:00 PM in City Council Chambers. The meeting opened with prayer, pledges, and roll call (all members present). The meeting concluded with council comments wishing a happy Thanksgiving and recessed into executive session.

Staff Presentation

  • Fall 2024 UniverCity Graduating Class: Program coordinator Joe Preem introduced the 11-week course designed to educate residents on city operations. Speakers Keith Adendi (Oak Bluff), Susan Lobsons (Preserve at Dyer Creek), and Don Mogul (Housing Authority) expressed appreciation, highlighting the service mindset, innovation, stewardship, and strategic planning they observed. Public Hearing and Ordinance (H1)

  • Rezoning 57.15 acres from C-1 to PUD No. 155: The property is located west of IH-35. The PUD would allow a data center, electric substation, and office/warehouse uses, with a base zoning of C1A (General Commercial Limited). The development includes a monarch tree removal request for one of three live oaks (36-inch tree) on the substation parcel; the two larger trees (48 and 49 inches) will be preserved. Staff explained water and electricity requirements: the city will require a water model to ensure capacity, and Oncor handles electric transmission. The Planning and Zoning Commission recommended approval unanimously. No public testimony was offered. Councilmember Flores expressed concern about water usage and asked that the PUD require a closed-loop recirculation system or best available technology. The applicant agreed. Council voted unanimously to approve the ordinance on first reading and dispensed with the second reading, with the condition that the data center use the best available recirculation technology for water cooling.

Key Outcomes

  • All consent agenda items and resolutions were approved unanimously.
  • Ordinance H1 (Rezoning to PUD No. 155) passed on first reading with a condition for water recirculation technology; second reading was dispensed with.
  • The council recessed into executive session at 7:02 PM to discuss real estate matters (items J1–J4 under Texas Government Code §551.072).
  • Council members expressed happy Thanksgiving wishes to the community.
