Morning.

5:31

As you are aware, we are getting ready to build fire station 10 at the corner of Red Bud and Old Settlers.

5:37

It's gonna go right behind the Exxon Fire Station and the uh the daycare that's real close to that in that field right back there.

5:44

I do have a map if you want to see that.

5:46

I can pull it up.

5:47

Um so for this uh for this one we went through.

5:51

Let me get my notes out here.

5:58

All right.

6:00

So as you can see, we did a competitive sill proposal on this one.

6:03

Um when we do a competitive sill proposal, as you know, we rank it, we do the cost, and we also do the qualifications.

6:10

40% is the cost, 60% goes to the qualifications.

6:14

When we look at the qualifications, I think it's really important to note that we look at the firm.

6:18

We also look at the construction team that they put together, and then we go into some other stuff.

6:23

Um, one of the things we look at as well.

6:25

You don't see it, there's some drop-down menus here that you're not seeing as well.

6:28

We also look at financials of the company.

6:30

Um, we send those financials, they're confidential, we send those financials to our finance department because we're not um educated enough to give that opinion.

6:38

So we rely on our finance department to give us that opinion.

6:41

That's all wrapped up in here, it's not broke out separate.

6:44

Because you can see Bron and Butler, Brun and Butler is our number one proposer on this one.

6:49

Bron and Butler um is currently doing the Paseo and Griffith building across the street, and they are our number one proposer today.

6:57

That cost that they originally submitted was 9 million four hundred and twenty-two thousand.

7:02

We're currently looking at taking the contract right now, they are down to nine million one hundred and forty-nine thousand.

7:10

And I'd be happy to answer any questions you may have.

7:13

Questions.

7:14

Councilmember Floors.

Round Rock City Council Packet Briefing - February 25, 2025

This packet briefing was held at 7:30 AM on Tuesday, February 25, 2025, to discuss items on the agenda for the regularly scheduled City Council meeting on February 27, 2025. No formal votes were taken; the briefing provided background and allowed council member questions.

Consent Calendar

  • No items were pulled for discussion; the consent agenda was accepted without comment.

Discussion Items

  • H1 - Fire Station 10 Construction Contract: Staff recommended awarding the contract to Braun and Butler as the best value proposer at $9.149 million (down from an initial $9.422 million). The standardized prototype saves approximately $700,000 per station. Council discussed orientation changes and building code updates.
  • H2 - Annual Comprehensive Financial Report (ACFR): Staff presented the FY 2024 audit results. The audit partner from Whitley Penn will present further details at the February 27 meeting. Council discussed the audit's role in identifying discrepancies.
  • H3 - Authorized Signers for TexPool Transactions: A resolution to add CFO Kevin Klosterbauer as an authorized signer for TexPool accounts, replacing the previous CFO. Other signers remain unchanged.
  • H4 - Trail Master Plan Update with RVI Planning: A $149,985 contract to update the city's trail master plan, focusing on north-south connections such as the Brushy Creek connection to Old Settlers Park.
  • H5 - Joanne Land Playground Replacement with We Build Fund: A $1.8 million contract for a large custom playground featuring integrated lighting, about double the size of any other city playground. Life expectancy estimated at 15 years. Council expressed strong support, noting that renderings will be released after Thursday's approval.
  • H6 - Motorola Radio Purchase for Police Department: Purchase of 10 handheld and 11 in‑car radios for newly budgeted officers and to replace aging equipment as the regional radio system moves to encryption. Motorola is the only compatible vendor for the area’s system.
  • H7 - Mental Health Services Contract with Vulpine Resilience: A five‑year, not‑to‑exceed $150,000 contract providing a second mental‑health resource for first responders after critical incidents. Council discussed voluntary vs. mandated use and the shift in stigma around mental health in law enforcement.
  • H8 - Reuse Water Pump Station Contract with Prota Inc.: A $2.64 million contract for additional pumps and dual electric feed at the regional wastewater plant to improve system resilience. Prota was selected through a competitive sealed proposal process.
  • H9 - Water Distribution Line Engineering with STV Inc.: A $338,000 supplemental agreement to design a 24‑inch water line along Kenney Fort Boulevard (Segments 5 and 6). The water line will be bid together with the road project in summer 2026.
  • H10 - Change Order No. 2 with JD Abrams (Lone Star Paving Bonus): A $79,000 quality bonus for exceeding asphalt specifications on Kenney Fort Segment 4C. The bonus is paid directly to the paving subcontractor.
  • H11 & H12 - Geotechnical Testing Contracts with Terracon Consultants: $127,000 for testing on the Wyoming Springs roadway project (Brightwater Creek to Old Settlers) and a time‑and‑materials contract for the Red Bud Lane North project (US 79 to SH 122). Terracon performs third‑party soil, concrete, and asphalt testing.
  • H13 - US Highway 79 Preliminary Engineering with HDR Inc.: A $1.3 million contract for schematic design of widening US 79 from I‑35 to AW Grimes Road (six lanes with raised median and overpass at Grimes). Shared‑use paths will be included. Construction is estimated to begin at the end of the decade. The city is funding preliminary engineering; TxDOT will cover 90% of right‑of‑way costs and 100% of construction.
  • Rezoning of 71 Acres (Salerno Area): A proposal to rezone 71 acres from a PUD for townhomes to SF‑3 single‑family mixed‑lot zoning (estated 300–350 homes). The change addresses water‑line maintenance issues with Jonah and market conditions. The Planning and Zoning Commission voted unanimously to recommend approval. Council discussed access points (two existing stubs) and lot‑mix flexibility.

Key Outcomes

  • All items discussed are scheduled for formal consideration and potential action at the February 27, 2025 City Council meeting. No votes were taken during the packet briefing.
