Councilmember Ortega?

3:23

Here.

3:23

Councilmember Montgomery.

3:24

Here.

3:25

Uh.

3:26

Any citizen communication?

3:29

Seeing none.

3:30

Uh, do you want to consider staff briefings and council member discussion or questions regarding items on the agenda for the March thirteenth, twenty twenty-five City Council meeting?

3:39

We don't have anything.

3:41

Uh proclamations or presentations.

3:44

Anything on the consent.

3:48

Councilmember Montgomery.

3:55

Was there any evaluation of seven?

3:59

Michael, come on up.

4:00

You don't mind.

4:13

Yes, we're evaluating all nine all the time.

4:16

Seven, eight, and nine are very important to us because they're the ones that are hooked up to the emergency generator.

4:22

And right now we're having trouble with two of those.

4:24

So, yes, ma'am.

4:25

We we evaluate all the pumps and motors all the time.

4:29

All right.

4:37

Good morning, Mayor Council.

4:38

This next item in front of you right now is so we can put uh shade structures over the tennis and pickleball courts if you um kind of think back over to like CMRC, how we have that shade structure over there, that canopy structure over there.

4:50

We're going to do the same thing out at Old Settlers.

4:52

Um, this is for fifteen different shade structures of various sizes to go over the tennis and pickleball courts.

5:00

The reason we pulled it off and doing it ourselves is just so we can work direct with the with paradigm here and just try to save us a little bit of money in the contract.

5:06

So be happy to answer any questions.

5:08

Um, and then I'll have I don't know if I have a part here to answer any programming ones, but I can get those to you if you have some.

5:16

Kind of a take a look at what we got right there.

5:17

You'll see some of them.

5:23

And so not full structures over here.

5:25

We got some smaller ones over here, we've got the larger ones covering over in here.

5:31

Questions for Chad?

5:35

Councilmember Floors.

5:36

Chad, good morning.

5:37

Uh as we put more and more of these structures, is there a kind of an estimated useful life or hopeful life that we get out of these, and how is it warrantied against you know hell and storms and stuff like that?

5:49

It's a great question.

5:50

This particular one, I don't have that lifespan on it, but I can have it for you on Thursday.

5:54

Um we're seeing we're doing these structures just so you know over the vehicles vehicles as well.

5:59

Um, if you know we have the um outside of the police department, we have those outside of the training room where the animal control is, those have actually withstood the hill very well, and we've had them in various spots.

6:10

So average year I'd probably I would do a guess right now, guess would be about 15 years.

6:14

Um, but depends on how many hailstorms we have during that time and how many hits we have on it.

6:21

You know, questions.

6:24

All right.

6:25

F two.

6:26

Thank you, Michael.

6:28

Consider resolution authorized senior manager to issue a purchase sort of Siddons Martin for a fire enforcer rescue truck.

6:34

Chief morning, mayor council.

6:38

Uh this is part of our standard truck replacement program.

6:43

Uh it's a 2015 apparatus that's being replaced.

6:46

Uh what you see in front of you is the current rescue two.

6:49

Uh it's a combination rescue truck and a pumper.

6:53

Um, one thing about this truck is when we when we built it and I guess we started spectrum it in 2013, 2014.

7:00

Uh, as we try to design it to meet the needs of the future and grow out because our rescue team is on this as well.

7:07

Um this truck has become extremely loaded, it's not overloaded, but uh it's got enough weight on to where we've actually spun the drive shaft off of it.

7:15

So as we uh continue moving forward, um, we're looking at ways to improve, and and one of the ways to improve is to obviously upsize the truck.

7:25

Uh so that is what is on order, and so the the biggest difference on this is obviously it's a little bit longer, uh, but the pump and the water and all is gone.

7:38

So, this is what they call a dry rescue.

7:40

Um, it carries equipment for structure fires, uh, technical rescue calls such as uh vehicle accidents, rope calls.

7:49

It'll have some stuff and there's some some lumber in there to do some shoring on if we have an apartment fire or something where you have to do some shoring up to make it safer for our troops.

Round Rock City Council Packet Briefing – March 11, 2025

This was a packet briefing session held at 7:30 AM in the City Council Chambers. The council reviewed and discussed several items scheduled for the March 13, 2025 City Council meeting. No public comments were made, and no formal votes were taken.

Discussion Items

  • Evaluation of Pumps (7, 8, 9): Councilmember Montgomery inquired about the evaluation of pumps 7, 8, and 9, which are connected to the emergency generator and have been experiencing trouble. Staff responded that all pumps and motors are evaluated continuously.

  • Shade Structures for Tennis/Pickleball Courts at Old Settlers Park: Staff member Chad presented a plan to install fifteen shade structures of various sizes over the tennis and pickleball courts, modeled after the canopy at the CMRC. The city will work directly with Paradigm to reduce contract costs. Councilmember Flores asked about the useful life and warranty; Chad estimated approximately 15 years depending on hailstorms and will provide a more precise lifespan at the March 13 meeting.

  • Fire Enforcer Rescue Truck Replacement: The Fire Chief presented a resolution to authorize the city manager to issue a purchase order to Siddons Martin for a new fire enforcer rescue truck. The 2015 apparatus being replaced is a combination rescue/pumper that has become overloaded (the drive shaft has been spun off). The new truck is a “dry rescue” (no pump or water tank) that will serve as a rolling toolbox for structure fires, technical rescues, and shoring. It features all-wheel steering for tighter turns and costs $1,411,728. The Chief also introduced new Assistant Fire Chief Michael Boyd.

  • Out-of-City Water Service Agreement (Dance Spot): Staff member Michael presented an out-of-city water service agreement for a dance studio (the Dance Spot) located on Sandbass Road. The city is constructing a 42-inch water line along Sandbass as part of a county road widening project. The dance studio will pay impact fees (based on 1.5 LUEs) and twice the monthly water rates. If the property becomes contiguous to the city limits, the owner must annex. Councilmember Fleming asked about protections if ownership changes; staff noted that the agreement is tied to specific uses and impact fees can be reassessed if use changes. Councilmember Flores noted that this parcel may never become contiguous, unlike past agreements. Staff confirmed the city has full authority to set rates and that rates adjust with city water rate changes.

  • Ruby Hotel (Lake Creek Hotel) 380 Agreements: Staff member Brad presented two economic development agreements with the Ruby Hotel. The project involves constructing a 4,000-square-foot special event center adjacent to the existing hotel. Key terms: the hotel will sell a parcel for a future bridge landing to the city for $750,000; the city will loan $2.65 million for improvements, repayable in full within four years with interest forgiven if repaid on time; a 75% economic incentive on hotel occupancy tax and property tax payments through 2029; and the city will have five days annually to use the event center. Parking plans include use of the city’s temporary lot across Fannin Street, an agreement with JL Gray for overflow parking, and potentially the Veterans Park lot. Council discussed trail connectivity via the planned bridge and sidewalk improvements along Fannin and Lewis streets. Councilmember Ortega noted that the parking situation should be monitored to avoid conflicts with park usage.

  • Crisis Response Unit (CRU): At the conclusion of the briefing, there was a brief mention of the CRU program, noting that it has reduced calls for service for the police department by responding to mental health crises and connecting individuals with resources.

Key Outcomes

  • All briefings were received by the council. No votes or formal decisions were made during this packet briefing; items will be considered at the March 13, 2025 City Council meeting.
  • Staff will provide additional information on the useful life and warranty of the shade structures at the March 13 meeting.
