Round Rock City Council Staff Briefings and Chamber Update - April 8, 2025

The Round Rock City Council held a packet meeting on April 8, 2025, to discuss staff briefings, a proclamation, consent agenda items, and a quarterly update from the Round Rock Chamber. The meeting was called to order at 7:30 AM with all council members present: Mayor Morgan, Mayor Pro Tem Stevens, Council Members Lee, Flores, Fleming, Ortega, and Montgomery. The meeting served as a pre-briefing for items on the April 10, 2025 city council meeting agenda.

Proclamation & Staff Briefings

  • Council Member Lee announced that the city won the Top 10% City award from the ETC Institute again. The mayor will present the award to the community at the April 10 council meeting.

The change order totals $559,000 (split between change orders $289,000 and quantity adjustments $296,000), bringing the total contract to $19,740,000 (a 3% change order amount). The project is a six-lane divided roadway from Jody Maggio to Old Settlers Boulevard. Staff recommended approval.
  • H2 – David Carter presented a contract for citywide office supply services with Office Depot, procured through the Omnia Partners Cooperative Program. The contract expires June 30, 2025, but is expected to be extended. No amendment required. Staff recommended approval.
  • H3 – Michael presented an out-of-city water service agreement for a church site (five living unit equivalents) in the city’s ETJ on County Road 175. The property is not contiguous to city limits. The applicant will pay a $24,000 water impact fee and install a 1.5-inch meter. The 20-year agreement is transferable and includes a requirement for voluntary annexation if the city becomes contiguous. Council Member Flores asked about annexation of a tax-exempt property; Michael explained the agreement preserves the city’s ability to annex if usage changes. Staff recommended approval.
