Summary of Proceedings

Round Rock City Council Meeting – April 10, 2025

On Thursday, April 10, 2025, at 6:00 PM, the Round Rock City Council convened in the City Council Chambers (221 East Main St.) with Mayor Craig Morgan presiding. All council members were present: Kristin Stevens (Mayor Pro Tem, Place 5), Michelle Ly (Place 1), Rene Flores (Place 2), Melissa Fleming (Place 3), Frank Ortega (Place 4), and Hilda Montgomery (Place 6). The meeting included a proclamation for Child Abuse Prevention Month, a special recognition for an ETC Institute award, unanimous approval of a consent agenda, and three resolutions related to construction change order, office supply contract, and an out-of-city water service agreement. A citizen raised concerns about park mowing and suggested adding disc golf holes.

Proclamation & Special Presentations

  • Child Abuse Prevention & Awareness Month: Councilmember Michelle Ly read a proclamation declaring April 2025 as Child Abuse Prevention and Awareness Month in Williamson County. Tori Algier, Director of Education and Training at the Williamson County Children's Advocacy Center (WCCAC), accepted the proclamation. She highlighted that in 2024, the WCCAC conducted 968 forensic interviews (58% sexual abuse, 25% physical abuse, 10% neglect), provided 429 medical exams, supported 569 families, delivered trauma therapy to 241 individuals, and educated 24,197 community members. The proclamation was adopted unanimously.
  • Mayor's Special Recognition – ETC Institute Leading the Way Award: Mayor Morgan recognized the City of Round Rock for receiving ETC Institute's 'Leading the Way' award in 2024. The city ranked in the top 10% nationally based on satisfaction with overall service quality, customer service, and value for taxes/fees. Round Rock achieved a composite rating score of 219, surpassing the national average by 98 points. The mayor thanked city staff for their work.

Consent Calendar

  • Minutes: Approved minutes from the March 27, 2025, City Council meeting.
  • Economic Development Agreement Amendment: Approved a resolution authorizing the Mayor to execute a First Amendment to the Economic Development Program Agreement with RRTX Lake Creek Hotel, LP. Both items were adopted unanimously (motion by Councilmember Ortega, second by Councilmember Fleming).

Resolutions

  • H1 – Change Order for Kenney Fort Boulevard – Segment 4C: Michael (staff) presented a close-out change order (No. 4) with Jordan Foster Construction, LLC for $559,000, bringing the total contract to $19,740,370 (a 3% change). The project (six-lane divided roadway from Joe DiMaggio to Old Settlers Boulevard) was completed in May 2024. The resolution passed unanimously (motion by Ortega, second by Ly).
  • H2 – Office Supplies Agreement with ODP Business Solutions, LLC: Kevin (staff) presented a five-year contract renewal with Office Depot (total not to exceed $450,000) for citywide office supplies, paid from departmental operating budgets. The resolution passed unanimously (motion by Fleming, second by Ortega).
  • H3 – Out-of-City Water Service Agreement for Joy Alappatt (3600 County Road 175): Michael (staff) presented an agreement to provide out-of-city water service to a church property in the city’s ETJ. The property will receive a 1.5-inch meter (5 LUEs), pay approximately $24,000 in impact fees, extend a water line, and pay double the in-city retail rates under a 20-year term. Councilmember Montgomery inquired about the number of active out-of-city agreements (10-12). The resolution passed unanimously (motion by Flores, second by Ortega).

Public Comments

  • Winston Denny (2316 Wind Song Trail): Spoke during citizen communication after the agenda items. He expressed concerns that mowing patterns in a dip area at Kensington neighborhood park are causing erosion and harming wildlife; he observed dead animals after mowing. He also requested information about installing a small disc golf course (5-6 holes) at that park. Mayor Morgan stated that because the items were not on the agenda, the city could not respond but that the city manager would look into both matters and follow up.

Key Outcomes

  • All votes were unanimous (7-0) for: consent agenda, resolution H1 (Kenney Fort change order), H2 (Office Depot contract), and H3 (water service agreement for Joy Alappatt).
  • Directives: The city manager was asked to investigate the citizen's concerns about park mowing patterns and the feasibility of a disc golf course.
  • Upcoming event: Councilmember Ly invited the public to the Williamson County Children's Advocacy Center open house on Thursday, April 17, 2025, from 5-7 PM.
