- H5 – Williamson County Regional Animal Shelter Interlocal Agreement Amendment: Kevin presented a second amendment to add Georgetown as a full member, following Georgetown’s issuance of $15 million in bonds for shelter expansion. The ILA had been under review by the Attorney General and has been released with minor revisions. Member cities are approving it; Round Rock’s service and costs are expected to remain stable. Councilmember Fleming asked about capacity allocation and temporary holding; staff will provide details on Thursday.
- I1-I3 – Debt Issuance Ordinances (Total $115 Million): Kevin presented three ordinances for issuance on April 24: (I1) $90 million in general obligation bonds for parks (Proposition A), (I2) $20 million in certificates of obligation for roads (debt service to be paid by Type B), and (I3) $5 million in limited tax notes for fleet purchases over six years. Total issuance is $115 million, included in the adopted 2025 budget. Bond pricing will occur Thursday morning; yields are estimated between 4.25% and 4.5%. Staff is monitoring market volatility. Councilmember Fleming asked about the ability to withdraw; pulling the deal before pricing would be viewed neutrally, but postponing would require a month wait. Another AAA-rated entity pricing today will provide additional market data.

Good morning, Mayor Pro Tem and Council. This is Gattis School segment three. Uh we're under construction. As you see here, here's the uh location of the work going on today on Gaddis. We started at Wendy Park and we head east all the way to Round Rock Ranch Boulevard. Uh we're on track with the contractor. It's uh cash construction, they're doing a good job. Uh lots of disruption by switching lanes and traffic, but we're going on schedule. We're still anticipating completion September of 2026 if we stay on schedule. Uh this is a change order here. It's got some quantity adjustments, some change order items, just some small things that we're cleaning up, uh, some water services and some concrete, uh, some small things.
