- Fire Station 11 and Satellite PD Office (Resolution H1): Staff presented the design for a new fire station (prototype) on a 2.45-acre site near Ascension Seton on 1431. The station will include a small satellite police office for paperwork and temporary holding. The contract amount is $371,000. Council discussed the footprint, the need for a satellite office on the west side, and the partnership between fire and police.
- Flock License Plate Reader Cameras (Resolution H2): Police Chief presented a supplemental order for 40 additional Flock cameras (30 mobile, 10 fixed) using grant funds. The city's 20% match is $181,250. The chief explained that the system only reads license plates, retains data for 30 days, and is used for criminal investigations. Council discussed temporary plates, I-35 restrictions, and regional cooperation. The chief noted that the system does not track individuals and that audits are conducted.
- Hazard Mitigation Plan Update (Resolution H3): Staff presented the third iteration of the hazard mitigation plan, updated every five years. The plan addresses 12 natural hazards and 5 human-caused hazards, with 42 potential mitigation actions. The plan allows eligibility for FEMA grants. Council asked about civil disorder and economic recovery plans; staff noted that separate plans are being developed for economic recovery.
- Trail Connection Change Order (Resolution H4): A quantity adjustment change order for $524,998 with Muniz to address an unforeseen wastewater line on the Round Rock West Park to Centennial Plaza trail. The project is 70-75% complete with 150 days remaining. Council requested a map for the June 12 meeting and communication with the Round Rock West neighborhood association.
- Drainage Improvement Contract (Resolution H5): A $327,000 construction contract with Gage and Cade for regrading and riprap installation on Dry Branch to protect property lines. Seven bidders; low bid was close to the engineer's estimate.
- Impact Fee Semi-Annual Reports (Resolutions H6 & H7): Staff provided a summary of water, wastewater, and traffic impact fee reports. No significant changes; the Capital Improvement Advisory Committee recommended moving forward. Full presentation deferred to June 12.
- Historic Bridge Repair (Resolution H8): Repair of retaining walls on the historic bridge over the railroad. The $2 million contract with Austin Filter Systems includes stabilizing the walls with tie beams and soil nails, and redoing panels. Traffic will be reduced to two lanes for about four months. Council requested photos for the June 12 meeting.
- Briggs Tract Development (Multiple Items): Staff presented a comprehensive plan for a 230.08-acre development in the city's ETJ, including ETJ expansion (76.66 acres from Georgetown's ETJ), annexation, future land use map amendment, zoning to SF3, and creation of an in-city MUD (Round Rock MUD No. 3). The development will have over 900 homes, with primary access to Westinghouse Road and County Road 110. The MUD will have a 25-year bond term and a combined tax rate comparable to other in-city MUDs. The developer will fund off-site water and wastewater extensions. Council discussed the Jonah CCN release, future road connections, and the need for a public information page on MUDs.
- Rezoning on Lisa Ray Drive (Item H14?): A 1.86-acre parcel currently SF1 (single family) was proposed for rezoning to OF1 (office) to convert an existing house into an office. The property owner plans no expansion. The planning and zoning commission recommended approval unanimously. Council noted that accessory dwelling units are allowed in OF1.

There was something that was left off. Um and so we've got that on there now. Uh we'll do a mayor's recognition. I think uh councilmember Fleming's gonna do that. Um have an update by the PD chief. So this is the second to last of our bond projects to get started. Uh this is uh one of our last fire stations into this bond project. And so we're showing you a picture of station one. You guys have obviously in the prototype station. This will obviously be a prototype station as well. It's gonna actually mirror station one with one caveat that it will have a remote satellite PD office attached to it, just in case their offices are out there, they're in that area and they need a place to go to.
