G2: Oversized Utility Reimbursement Rate Amendment – Staff proposed increasing the reimbursement rate from $2.60 to $13.50 per diameter inch per foot, reflecting current construction costs. Council members asked about the frequency of such reimbursements (roughly once a year) and the health of the oversize account balance (approximately $2 million). Staff indicated they will also review the $150-per-LUE fee paid by developers.

G3: Wyoming Springs Road Change Order with Capital Excavation – A $460,000 change order for the road project (original bid $25.9 million) covering a gas line cap, overnight work, and bridge cleanup. Staff noted the project remains on schedule for completion in November 2026. Council discussed value engineering savings that were split 50/50 with the contractor.

G4: Wastewater Treatment Plant Expansion Change Order with Thalle Construction – A $1.3 million change order (Round Rock’s share $157,000; partners cover 88%) for the 30 MGD expansion. The project is over 1.5 years behind schedule; staff noted liquidated damages of $5,000 per day and ongoing negotiations. The change order had been under negotiation for a year.

H1/H2: East Palm Valley Future Land Use Map Amendment and Rezoning – Staff presented a proposal to change the land use designation from Residential to Mixed Use and rezone 802 East Palm Valley Blvd from OF1 (General Office) to MUR (Mixed Use Redevelopment and Small Lot). The Planning and Zoning Commission recommended approval unanimously. Council discussed development standards, compatibility with adjacent single-family homes, and the rationale for retaining the OF1 district.

H3: Annual Historic Tax Exemptions – Staff presented the annual partial tax exemption for historically significant sites. Of 52 applications, 51 were recommended for approval (12 residential, 39 commercial), totaling $163,786 in exempted city property tax. One property was recommended for denial due to a failing inspection and lack of a certificate of appropriateness for siding replacement. Council discussed the enforcement process and the program’s intent.

On the second item, the way that it's written, it says consider a revised resolution. So just some clarification on that. Yeah, so for a lot of these grants, uh, we'll file them, and then once it gets to the um entity that's going to administer the grant, they'll notice a typographical error or change, and they're just so militant on those being precise. So uh we make those amendments and get it back. But this is no different than the item that the chief gave the presentation on uh and a grant that we've previously received as well. Okay, that's what I thought. My comment has generally been it isn't a grant unless we approve it twice. There you go. Thanks. All right. Any other questions on the G1 uh consider resolution with BCRA? Kevin. Good morning. This item is a reimbursement resolution so that we can continue on with the construction of phase two A of the B C R UA regional water treatment plant. This reimbursement resolution is as most as a typical reimbursement resolution is allowed to continue to spend money, and we will then reimburse those proceeds when BCRUA issues utility revenue bonds later this year. Questions. Okay, thank you, Kevin. G2 resolution amending appendix A fees, rates, and charges, Michael. Good morning, Mary Council. Morning. Uh, this item is related to oversized reimbursement. So what that means is when uh the developer comes in and they need to build an eight inch water line to their development, uh, and then we say, developer, we need to oversize that line to say a 12-inch line because there's a development that's going to be built behind you or past you. So we talk to the developer, they bill the eight inch at their cost, and then we oversize reimburse them for that extra oversizing it from an eight inch to a twelve inch. Uh and how that works is we have an oversized account. So that account is when a when a property single family subdivision comes in, when they uh plat the property, they pay 150 dollars into an oversized account for water and 150 dollars oversized account for wastewater per living unit equivalent or per house. Everybody pays into the oversize. So if you're a commercial property, when you come in for a building permit and you have a meter size and it equates to so many living unit equivalents, they pay that amount times 150 for water and 150 for wastewater, it goes into this oversized account. So we have that account and we use that. Um it comes time to uh reimburse them. There's two ways we can reimburse folks.
