0:47

Councilmember Fleming?

0:48

Um, I just had a couple questions on G3.

0:52

And so it was just using the professional consulting.

0:55

So I was just curious when you decide like when to outsource and when to do in-house, and then how they were selected, because I didn't see if it was like an open bid or anything.

1:07

Thank you.

1:08

Good morning.

1:09

Thank you for that question.

1:10

Um, so Ryman Reason Design is a group that we have used for 10 plus years.

1:15

Um they've developed most of the branding that we use for our downtown.

1:19

So a lot of it is instead of starting with a new firm that has to try to mirror what they've been doing, we're just having a continuation with the same firm that's already created these.

1:28

So just to give you an idea, music on Maine, the downtown brand itself.

1:31

Um, they actually did the Round Rock Public Library branding project.

1:35

Um, so a lot of times for us, we are doing a lot of the day-to-day government communications.

1:40

Uh Ryman Reason brings a lot of kind of strategic whimsy, if you will, to our projects.

1:45

Um, they've done a lot of tourism, they've worked with the chamber uh very heavily, so they really understand Round Rock's brands and help to actually create it.

1:54

Okay, thank you.

1:56

Any other questions?

1:58

All right, thank you, sir.

1:59

Thank you.

2:00

Anything else on the consent?

2:02

All right, resolutions H1 consider resolution authorized merit execute contract with Texas Materials.

2:08

Ryan Good morning, Mayor and Council.

2:14

Morning.

2:14

This is part of our arterial street maintenance program.

2:17

This is our annual program to just maintain our arterials and our major collectors and commercial streets.

2:23

Uh we have a selection of the the streets uh shown on the map here.

2:27

Those are the ones we're intending to work on.

2:30

Um this is backed by a lot of the payment data that we've collected over the years that you guys have all seen.

2:37

Um we had four bidders.

2:40

Um Texas Materials is somebody we've worked with before, and they're a little bit at 2,902,000 and some change.

2:48

Um, and we're happy to answer any questions.

2:51

Questions H2 consider thank you, Brian.

2:58

Are you still H2 Conservative resolution authorized merit cube contract for engineering services with ST feet incorporated?

3:07

So as we talk about the downtown uh park project, uh one of the things that we've been looking at over the last several years is Shepard Street and the pedestrian connectivity uh between the more central downtown here uh and where that park would be.

3:22

Um STV has worked on some of the preliminary data for that project, uh, and this is an engineering contract with them uh to get us to the the 30 percent stage, get us past schematic, get some of the detail work done in advance of the final design.

3:39

Uh so this is 378,703 and 25 cents to get that work done.

3:45

Happy to answer any questions.

3:47

Questions council where this project takes on, uh will some of these roads be blocked off to do what you all need to do.

City Council Packet Briefing - October 7, 2025

The Round Rock City Council met on October 7, 2025, at 7:30 AM for a packet briefing to discuss items on the agenda for the October 9, 2025 City Council meeting. No public comments were made. The council reviewed staff briefings on several resolutions and ordinances, including street maintenance, wastewater rehabilitation, trash rate increases, and microtrenching regulations.

Consent Calendar

  • Councilmember Melissa Fleming questioned the selection of Ryman Reason Design for professional consulting services (item G3). Staff explained that the firm has been used for over 10 years and has developed the city's downtown branding, including Music on Main and the Round Rock Public Library branding. No other council members had questions.

Discussion Items

  • H1: Arterial Street Maintenance Program – Staff presented an annual program to maintain major arterials and collectors. The contract with Texas Materials is valued at $2,902,000. The work is based on pavement data collected over years. Four bidders participated.
  • H2: Engineering Services for Shepard Street Pedestrian Connectivity – Staff presented a $378,703.25 contract with STV Inc. to advance the downtown park project to 30% design. Councilmember Rene Flores asked about road closures; staff noted temporary closures may be needed and 14 parcels are along the street, some vacant. Councilmember Michelle Ly emphasized the importance of lighting for the walkway.
  • H3: Wastewater Rehab Program Cycle 4 – Staff presented a $1.6 million contract with Royal Vista Inc. for repairs in two basins over the Edwards Aquifer. The city inspects all five basins on a five-year cycle. Councilmember Flores asked about the scope; staff explained the program covers Edwards Aquifer areas and also addresses inflow/infiltration.
  • H4: Meadows Elevated Storage Tank Rehabilitation – Staff presented a $796,000 contract with Tank Company Inc. for sandblasting and repainting the tank on Tiger Trail near Stony Point High School. The Stony Point Tigers logo will be replaced with the city of Round Rock logo. Councilmember Kristin Stevens confirmed this is the last tank with a school logo.
  • H5: Tertiary Filter Project Supplemental Contract – Staff presented a $137,000 supplemental contract with Plumber for the tertiary filter project. The project will allow filtration of 54 million gallons per day, exceeding the current plant capacity of 30 million gallons per day.
  • H6: Republic Services Rate Amendment – Staff presented a 5% rate increase based on the CPI for garbage and trash (6.2% in July 2025, capped at 5% per contract). Residential rates will increase from $18.77 to $19.71 per month, with total monthly cost (including admin fee and taxes) rising from $23.67 to $24.69. Staff compared rates with neighboring cities, noting Round Rock remains competitive. Changes will take effect November 1, 2025. Councilmember Stevens asked about bulk pickup usage; staff will provide data on Thursday. Councilmember Flores asked about resident feedback; staff said they track complaints and work with Republic.
  • I1: Ordinance Amending Chapter 44 (Trash Rates) – First reading of the ordinance to implement the rate increases. Two readings will be required.
  • I2: Microtrenching Ordinance Second Reading – Staff discussed a letter from AT&T with four comments: (1) request for a second trench in the pavement, (2) concern about permit time delays, (3) two-year maintenance period, and (4) liability for fiber damage during city street work. Staff opposes a second trench due to pavement integrity concerns. Councilmember Fleming asked about allowing a second trench only on streets scheduled for rehabilitation; staff said this could be considered. Councilmember Stevens raised concerns about aesthetics of permanent boxes in yards. Councilmember Ly asked about cost differences between microtrenching and behind-the-curb installation. Councilmember Flores asked about the number of neighborhoods without fiber. Staff will provide AT&T's letter to council before Thursday and clarify permit timing language.

Key Outcomes

  • No formal votes were taken; this was a briefing session.
  • Staff will ensure AT&T's letter is distributed to council members before the October 9 meeting.
  • Staff will clarify the permit timing language in the microtrenching ordinance to prevent companies from holding permits without starting work.
  • Staff will consider allowing a second microtrench in streets scheduled for repair within the next two years.
  • Staff will attempt to gather cost data on microtrenching versus behind-the-curb installation from AT&T.
  • Staff will provide data on bulk pickup usage and head counts for the HHW program at the October 9 meeting.
  • The council will vote on the microtrenching ordinance and other items at the October 9 City Council meeting.
