Gattis School Road Segment 6 Construction Contract: Staff recommended awarding a $20.4 million contract to Smith Contracting, the low bidder among five, for widening Westview to Red Bud (three lanes each direction with center turn lane). Construction is expected to take two years. Councilmember Fleming, who lives nearby, noted the positive experience with the contractor on another project and asked about potential bottlenecks at the county boundary. Staff confirmed that signals at Red Bud, High Country, and Lake Forest will be upgraded, and that Red Bud South project will not start until after this segment is finished. Councilmember Flores suggested public communication about alternative routes. Councilmember Fleming requested tying communications about the new project with the ongoing Segment 3.

Water/Wastewater Rate Study: Staff recommended a contract with Rafelis for a cost-of-service study to update water and wastewater rates (retail and wholesale), with a three-year implementation plan for FY27-29. The study will take about six months. No questions were asked.

Brusy Creek Regional Utility Authority (BCRUA) Water Treatment Plant Expansion: Staff presented a $97.6 million expansion contract (Round Rock share: $46.4 million) with Weber, the second-lowest bidder, citing lack of water treatment experience by the low bidder. The expansion will increase plant capacity from 41.9 to 64.2 million gallons per day, giving Round Rock an additional 10.6 million gallons per day. Completion is targeted for summer 2028. The amendment would change the future land use map from employment center to PF-3 (public facilities high-intensity). The Planning and Zoning Commission unanimously recommended approval. I'm excited to bring the next uh graranteed maximum price GMP package to the construction manager at risk agreement between the city and small grass contractors for the old settlers build-out project. This GMB is for the project multi-purpose complex expansion and improvement 3D, and it comes in at 49,728, 161,000. All right, let's talk about the expansion project. What do we got going on here? Um it's gonna consist of two championship, excuse me, two championship fields, one synthetic and one grass. Um, and then there'll be four synthetic uh practice fields, uh, a couple of restrooms, uh concession stands, and and lots of new parking. So let's go to the map. All right, this is the overall uh OSP project. We're talking about 3D up in here, parking, parking, and uh we'll get to a better picture here. Okay. There's Kenny Fort right here. Then we got uh old settlers, and then down here, we got Harold Parkway. So let's talk about parking. Um, let's go with the existing. So MPC is here. This is the championship existing field uh synthetic. You got the grass field here, we'll call this one, we'll call this two. Um then you have back here we got fields three through six and then seven through ten. Um let's go into new parking. So we're gonna expand the existing parking lot um in and over to here. Then we're gonna have parking on the north side and the south side. Um let's go into to championship fields. We just talked about this. Is gonna we're gonna call this field 11. Um, it'll be synthetic, and we're gonna have a new championship field uh with uh grass, and then we'll have the four exist uh new uh practice fields. Let's go into uh building what we'll call them. There's three structures really that's gonna be uh involved in this project.
