- Increased traffic congestion and safety risks, especially near four schools (Cedar Ridge High, Ridgeview Middle, Gattis Elementary, and another elementary).
- Pedestrian danger for students walking to school, with reports of near misses and illegal U-turns.
- Environmental impacts on floodplain, wildlife (coyotes), and drainage.
- Permanent nature of commercial zoning and lack of binding restrictions beyond developer promises.
- Compatibility with established residential neighborhoods (Round Rock Ranch Enclave, Northfields).
- One resident expressed preference for commercial over townhomes due to traffic patterns; another asked for more data before decisions.
- A high school student testified about unsafe walking conditions.

- G1 – Electric Power Supply Contracts: Staff explained the need to delegate authority to the City Manager to quickly secure favorable rates in the volatile deregulated market. The city’s current locked-in rate (~3.8¢/kWh) is well below current market rates (~6¢/kWh). Council approved unanimously.
- G3 – Chandler Creek Wastewater Upsizing: Supplemental contract with Kimley-Horn for $243,540 to upsize a sewer line for growth capacity.

- G5 – Greenlawn Boulevard Change Order: $145,000 reduction (from $13.9M to $13.8M) due to plan adjustments; construction to mobilize next week.
- G6 – Forest Creek Drive Left Turn Lane: $172,000 contract with Lone Star Sitework, LLC to add a left-turn lane for new townhomes.
- G7-G10 – CAMPO Grant Applications: Four resolutions to apply for federal Surface Transportation Block Grants totaling ~$55 million for North Mays Street widening, Deep Wood Drive extension, and Kenney Fort Boulevard Segments 5 and 6.
- G11 – Arterial Street Maintenance Change Order: $355,379.82 final change order to close out the project.
- G12 – Residential Street Maintenance Change Order: Reduction of $435,960, bringing total to $4,767,023.
- G13 – Bus and Bus Facilities Grant: Resolution to apply for FY25 FTA 5339(a) funding (~$101,000) for transit center upgrades.
- H1 – Temporary Construction Speed Zone on Greenlawn Boulevard: Ordinance to reduce speed limit to 35 MPH during Greenlawn Boulevard widening construction.
- G2 & H2-H4 – Gattis School Road Annexation and Rezoning:
- Staff and applicant (Ethan Harwell, Kimley-Horn; MD, Texas Sparks Development) presented the proposal: a 9.41-acre tract (2.19 acres to be annexed, 7.22 acres already in city) to be rezoned to C-2 (Local Commercial). The conceptual plan includes ~40,000 sq ft of retail/office space in four buildings, with buildings at least 200 feet from adjacent homes. The developer stated no gas stations, bars, or drive-throughs are planned, and that deed restrictions would be recorded to enforce such limits.
- Staff recommended approval, citing compatibility with the surrounding residential area (C-2 is low-intensity) and note that the property is constrained by floodplain (~4.5 developable acres). Future land use map permits neighborhood commercial at this location.
- Council discussed traffic concerns, school pedestrian safety, floodplain analysis, and the enforceability of deed restrictions. The developer committed to keeping in touch with the HOA.
- G2 (Service Agreement) passed 8-0.
- H4 (Annexation) passed 8-0 (first reading and dispensed with second).
- H2 (Original Zoning for 2.19 acres) passed 8-0 (first reading and dispensed with second).
- H3 (Rezoning for 7.22 acres) passed 8-0 (first reading and dispensed with second).
