- G5: Old Settlers Bridge Repair – Staff recommended an engineering contract with HDR ($129,000) for repairs to the AW Grimes and Old Settlers Boulevard bridge, built in 1986. The bridge has loose bolts, concrete cracking, and spalling. 100% design plans are expected by May 2026. No questions.
- H10: Airco Mechanical PUD Rezoning – Staff presented the second reading of a Planned Unit Development to rezone 23.43 acres southwest of I-35 and McNeil Road from a mix of zoning to Light Industrial for expansion of Airco's operations. Following a meeting between the applicant, Mayor, and staff after the first reading, several additional restrictions were added: a 100-foot building setback (up from 80 feet), an 8-foot fence (mandatory), pre-cast concrete panel fence option, no semi-truck parking/idling within 100 feet of southern property line, zero light spillover (0.0 foot-candles) at the residential boundary, and prohibition of dumpsters within the buffer. Councilmember Ly asked for clarification on parking within the setback. Councilmember Montgomery asked about the increase in industrial activity; staff noted the first building will be near the railroad, with later phases timed with growth. Mayor Pro Tem Stevens asked about an existing easement buffer on the Chisholm Valley side. The applicant will be present at the February 26 meeting for further questions.

Um, so we do have a uh this is a nominating resolution for a project for Dell Inc. Uh for the Tex Enterprise Zone. So just a kind of brief overview on the program again. It's a state sales and use tax refund program operated by the office of the governor and also by the comptroller's office to encourage private investment and job creation economically distressed areas of the state. It's just the state sales and use tax 6.25% on qualified investment. Uh no local sales and use tax are affected by the program. Um each community in Texas has a certain number of designations uh that they can provide to enterprise projects in their community. Um and then basically the companies need to meet minimum capital investment thresholds and either create or retain qualified jobs that employ a certain percentage of economic disfanaged individuals, enterprise and residents and veterans. I'll talk about that in a second. Um so there's a hiring percentage depending on where the project is. Um each community has a limited designation, as I mentioned. Um since Ronark has uh a population of 250,000, there's six designations per biennium. Um and again, the biennium for the program two years. Uh this biennium just started in September uh 2025. So for this project, um, this will be the um second project that the city would potentially nominate uh for this biennium uh for um capital investment at 200 Dell Way, uh about seven million capital investment. Um and again the qualifications is that's for expansion renovation new construction.
