The Round Rock City Council met on Thursday, February 26, 2026, at 6:00 PM in the City Council Chambers. The meeting covered a proclamation, a consent agenda, several resolutions, and a zoning ordinance for a planned unit development (PUD). All votes were unanimous (7-0) unless noted.

Public Comments & Testimony
- Shirley Markwood (resident at 2351 Mason Woodway) voiced strong support for the Andrew J. Palm House (Palm House Museum) restoration. She thanked the city and staff for relocating the building to Old Settlers Association grounds and for funding its restoration. Noted that hotel occupancy taxes (HOT) fund preservation projects and welcomed visitors.
- Sarah Pakiman (Amplify Wilco representative) accepted the proclamation, thanked council, and encouraged the community to give during the March 4-5 event, noting that last year $1.5 million was raised for Williamson County nonprofits.
- Jason Carney (Chisholm Valley resident) during the H.1 public hearing requested that protections (setbacks, landscaping buffer, limits on noise/activity) remain meaningful and asked for early installation of trees (prioritized over later phases) to provide immediate relief for homes adjacent to the project.
Discussion Items
- E.1 – Proclamation: March 4-5, 2026 proclaimed as "I live here, I give here - Amplify Wilco Days." Mayor Morgan read the proclamation. Sarah Pakiman spoke about the giving event.
- G.1 – Enterprise Zone Nomination for Dell Inc.: Zach (staff) presented. The resolution nominates Dell’s Building 5 at 200 Dell Way for the Texas Enterprise Zone Program. Requires $7 million capital investment. Dell commits to hiring 35% economically disadvantaged individuals, veterans, or zone residents. If approved, Dell could receive up to $1.25 million in state sales tax refunds over five years. Councilmember Montgomery asked about verification of the hiring metric; Zach explained it is verified when Dell applies to the Comptroller's Office. Unanimously approved.
- G.2 – Annual Comprehensive Financial Report (ACFR): Milana (staff) and Patrick Simmons (Whitley Penn audit partner) presented. Received an unmodified (clean) audit opinion – the highest level of assurance. No internal control deficiencies or material noncompliance. New GASB 101 standard for compensated absences implemented. Milana walked through the report sections. Unanimously approved.
- G.3 – Palm House Restoration Contract: Staff presented; noted nine bidders, responsible bidder was Pravo Construction. $10,000 allowance for termite damage. Project will bring building up to ADA standards, expected completion in 3-4 months, then turnover to Old Settlers Association. Unanimously approved.
- G.4 – Chandler Creek & Kenney Fort Boulevard Design Services: Michael (staff) presented. Engineering contract with HDR Engineering for $156,000 to design a traffic signal at the intersection. Location has had multiple accidents despite signage changes (yield to stop sign). Councilmembers Fleming and Flores questioned whether reducing speed limit could be tried first. Michael stated speed is already set at 50 mph (85th percentile) and that a signal is the best safety solution; but agreed to revisit speed reduction during design kickoff. Councilmember Ortega noted the signal would also provide a safe pedestrian crossing to the park. Unanimously approved.
- G.5 – Old Settlers Boulevard Bridge Project: Michael presented. Engineering contract with HDR for $129,000 to study cracking and spalling on a 40-year-old bridge (built 1986) and prepare repair plans. Councilmember Montgomery asked about TxDOT repair programs; staff said no such program exists. Unanimously approved.
- H.1 – Rezoning 23.43 acres to Planned Unit Development No. 160 (Second Reading): Bradley (staff) presented. Property is west of IH-35 and McNeil Road, currently mixed LI and SF-2 zoning. Proposed PUD consolidates to industrial use with enhanced buffers. Key PUD features: 25-foot landscape buffer (vs. 8-foot base code), two rows of evergreen trees, 100-foot building setback, 8-foot masonry fence, zero light spill onto residential properties (down from 0.5 foot-candles), no semi-truck parking or idling within 100 feet, no dumpsters within 100 feet. The applicant (Chip) attended. Council discussed fence placement (closer to residences vs. closer to buildings) and early tree planting. Jason Carney (resident) requested early tree installation. Chip agreed to prioritize grading and tree planting for the southern buffer area, since the southern building will not be built for several years. Council chose to keep the PUD language flexible (using "or") regarding fence/tree order, allowing future neighborhood coordination. Unanimously approved.
- Council Comments: Each council member offered a brief statement ("Good night, Round Rock").
- Executive Session (J.1): Council recessed at 7:13 PM into executive session under Section 551.074 to evaluate the City Manager. Reconvened at 8:50 PM. No formal action was taken, but the Mayor directed the City Attorney to amend the City Manager’s contract for a vote at the next possible meeting.
