- H1: CDBG Five-Year Consolidated Plan Amendment – Staff (Joe) presented a proposal to reallocate $76,566 in unspent COVID funds to complete three home repair grants ($25,000 each) under the CDBG program. Funds originated from two federal allocations ($397,375 on June 25, 2020, and $668,787 on April 22, 2021) previously used for rent/mortgage assistance and a senior iPad program. The remaining balance must be spent by July 26, 2026. Council members asked about the waiting list (5-12 applicants, no one waits more than a year) and a new partnership with a local church that supplements city home repair efforts. Mayor expressed appreciation for the church partnership. No action was taken; this will be considered at the March 12 meeting.
- H2: Deepwood Drive Road Project Interlocal Agreement (ILA) with Williamson County – Staff (Michael) briefed on a road from 620 crossing Brushy Creek to Sandbash Road. Total project cost: $16.2 million. County contribution up to $11 million. The city applied for CAMPO funding (60% of cost, $9.7 million). If awarded, the remaining $6.5 million would be split 50-50 with the county ($3.25 million each), with unused county funds potentially moved to other projects. If not awarded, county and city each pay $8.1 million. Design work is underway with half and associates. A roundabout is planned at Sandbash. Council noted concerns from the Round Rock West neighborhood about traffic impacts but staff expects most traffic to flow to 620. This ILA will be on the March 12 agenda.
- H3: Kenny Fort Segments 5 and 6 Interlocal Agreement with Williamson County – Staff presented ILAs for two road segments. Kenny Fort 5 (Old Sellers to 112) total cost $35 million; Kenny Fort 6 (to University) total cost $26.3 million. County contributions: $4.5 million each ($9 million total). The city applied for CAMPO funding (60% split). If awarded, the remaining balances would be split 50-50 with the county. Design is nearing 90% completion by summer 2026. Right-of-way acquisition will continue. CAMPO funding decisions expected summer 2026, with funds available October 2027 at the earliest. Council asked about eligibility for cost-sharing; staff cited ongoing conversations with the county and examples like Wyoming Springs and Gatta School 6. This will be considered at the March 12 meeting.
- H4: Atlas 14 LIDAR Update Interlocal Agreement with Williamson County – Staff proposed a $205,000 ILA to update LIDAR data and hydrologic models within city limits. The county has reflown LIDAR in 2024 and is updating floodplain maps outside cities; Round Rock would contribute $205,000 to update city models for Atlas 14 compliance. The updated data will be sent to FEMA for future floodplain map updates. Councilmember Montgomery asked about the timeline; staff clarified the process will take time but will proceed. This ILA is on the March 12 agenda.
- Public Hearings: Annexation of 1.517 Acres of County Road 107 Spur – Staff (Brad) presented the first of two required public hearings (no action allowed) for the annexation of a 500-600 foot segment of CR 107 Spur. This annexation is a prerequisite to annexing the adjacent Quick Trip property (at University Boulevard and SH 130), which will occur under an amended development agreement increasing living unit equivalents (LUEs) for utility service. The second public hearing will be on March 24, 2026, and council action to annex the roadway is scheduled for April 23, 2026, along with the Quick Trip annexation and zoning. Council asked about the road length and name. No action was taken at this briefing.

D1 consider staff briefings and council member discussion or questions regarding items on the agenda for the March 12th, 2026 City Council meeting. We have uh two proclamations, Rodeo Austin, National Nourishment Day, IT presentation, uh the consent. Anybody have any questions on the consent? I know there was some information that was mis uh printed on uh in the backup material with regards to uh item G6. You've got a clean copy on your desk now. All right, resolutions H1 consider public testimony regarding a resolution approving a third amendment to the CDBG. Liz, you're not coming up. She was praying. I can I mean we see Joe all the time. That's true. How about you save the tough questions for her then? All right, good morning, Mayor and Council. This item is an amendment to the CBG five-year consolidated plan to address some unspent COVID funds. So uh go back in history a little bit. On June 25th, 2020, the city received a 397,375 COVID fund allotment. Uh we provide that to the Round Rock Area Serving Center who administered it for rent mortgage and utility assistance for residents who are experiencing job loss or falling ill with COVID. At the time, 558 residents were served. And then on April 22nd, 2021, we received a second C D BG allocation for COVID from the federal government in the amount of $668,787. The Round Air Serving Center was able to accept $474,258 of those dollars. Uh that went again for rent and mortgage assistance for 401 families. The 474,000 was the maximum that the serving center could actually absorb because they also received a similar large grant from the county. So that left the city with a balance of 194,529. So staff researched other appropriate uses for the uh these funds and presented a senior iPad program for council to consider. The program considered purchasing iPads and mobile hotspots for seniors during the pandemic to assist them with electronic doctor's appointments, ordering groceries, ebooks, video calls to friends and family, all of which were designed to help keep seniors home and safe during the pandemic. Uh the library pro uh the library staff administered the program and it was very popular, did a great job. Uh the i program iPad program has recently been discontinued. Uh the seniors were able to keep their iPads, uh, and everyone appreciated the library's team for their leadership and execution of the program. However, we are left with a remaining balance of 76,566 that needs to be spent by July 26th of this year. Staff recommends amending the plan to allow us to reallocate these funds to complete three home repair grants. There are two homes currently being completed. Three homes are in the bidding process, and another five applicants are ready to begin the approval process. So we are ready to use these funds and can have the balance spent before the deadline.
