The Round Rock City Council met on Thursday, May 14, 2026, in City Council Chambers at 221 East Main St. The meeting began in executive session at 5:30 p.m. to consult with the city attorney regarding pending litigation, Thalle Construction Company, Inc. v. City of Round Rock, cause no. 26-1071-C480. The regular session started at 6:03 p.m. and adjourned at 7:37 p.m. All votes were unanimous unless otherwise noted.
Consent Calendar
- Approved the April 23, 2026 City Council meeting minutes.
- Authorized the Mayor to execute Microsoft Enterprise Enrollment contract documents for continued volume licensing.
- Authorized Supplemental Agreement No. 1 with HPS, LLC dba HydroPro Solutions for water utility meters and monitoring systems.
- Authorized a Services Agreement and a Utility Construction Observation Agreement with RailPros Field Services, Inc. for the McNeil Road Extension Railroad Culverts Project.
- Authorized Supplemental Agreement No. 1 with Vulpine Resilience, PLLC for mental health services consulting.
- Authorized purchase orders to SKG-Austin (Bob Bennett Complex Expansion furniture) and Facility Resource Inc. (Athletic Performance Center furniture).
- Motion by Councilmember Flores, second by Councilmember Ortega; passed unanimously.
Public Comments & Testimony
- Mike Beach, a local business owner and USA Archery certified instructor, spoke during the archery project item. He expressed strong support for Round Rock Parks and Recreation and the Mayfield Park archery ranges, and respectfully requested that the course not be made too easy.
- The public hearing for the off-street parking ordinance (J.1) was opened and closed with no speakers.
Proclamations, Recognitions & Staff Presentations
- F.1: Council proclaimed May 14, 2026, as Round Rock High School Girls Soccer Team Day, read as Round Rock High School Lady Dragons Day, honoring the 2026 UIL Class 6A State Championship team, including 15 seniors, head coach Chad Aldrich, and assistant coach Chris Sato.
- F.2: Council proclaimed May 2026 as Motorcycle Safety & Awareness Month. A representative noted Round Rock has seen one fatal motorcycle accident this year and that more than 30 percent of motorcycle fatalities occur at intersections, urging drivers to look twice and wait for riders.
- F.3: Council proclaimed Pride Month. The agenda listed June 2026; the mayor's recitation said June 26th. Richard Parson, founder of Round Rock Pride, thanked the Council, recalled the Mayor's early support, and noted last year's festival attendance was 6,000.
- G.1: Library Director Michelle presented an update. A Texas Library Association state poll found strong public support for libraries; Round Rock's own survey found 95 percent of respondents would recommend the library. Most patrons use the library at least monthly; top desired additions were a makerspace, a branch, a bookmobile, and lockers. The library is updating its strategic master plan.
- G.2: Council recognized Chad McDowell, Director of General Services, for 14 years of service. Multiple speakers described him as a mentor and friend, credited him with building a strong department and reliable fleet, and wished him well as he and his family prepare to move to Portugal. Gifts included a glass-block piggy bank, cash, a facilities photo, and items for his children. Corey Amadon was introduced as the department's director.
Resolutions
- I.1: Authorized a supplemental engagement letter with Allensworth Law regarding litigation with Thalle Construction Company, Inc. related to the Brushy Creek Regional Wastewater Treatment Plant Expansion. Passed unanimously.
- I.2: Authorized a purchase order to Lake Country Chevrolet, Inc. for a replacement Fire Battalion 2 vehicle for $217,389.90. The vehicle is expected to be delivered in mid-to-late 2027. Passed unanimously.
- I.3: Authorized a contract with TerraSol, LLC for the Mayfield Park Archery Project 2026 in the amount of $190,559. Parks Director Rick Atkins explained the first phase is a static range, with a future 3D range using about 25 to 30 acres of the 220-acre park. Passed unanimously.
- I.4: Determined Jimmy Evans Company provides the best value for the Water Treatment Plant Miscellaneous Improvements Project and authorized a $6.2 million contract for the rehabilitation project. Passed unanimously.
- I.5: Authorized the use of eminent domain, if needed, to acquire 0.169 acre owned by Paul Cates Stable, LLC for the Gattis School Road Segments 4 and 5 project. The motion included the state-required language. Passed unanimously.
- I.6: Authorized a settlement agreement with Paul Cates Stable, LLC for the same 0.169-acre parcel for $134,557. Staff's earlier discussion mentioned $134,000, while the resolution amount was stated as $134,557. Passed unanimously.
- I.7: Authorized the use of eminent domain, if needed, to acquire 0.849 acre owned by Sonoma Homeowner's Association for the same Gattis School Road project after an offer of $418,000 received no response. The motion included the state-required language. Passed unanimously.
- I.8: Authorized a contract with Dan Williams Company for roadway widening and traffic signal installation at Chandler Road and County Road 119 for $841,000. Staff said two bidders were rejected due to safety records. Passed unanimously.
- I.9: Authorized Supplemental Contract No. 4 with K. Friese + Associates, LLC for the Greenlawn Boulevard Widening from SH45 to IH35 project for $122,508. Passed unanimously.
Ordinance
- J.1: Council held the first reading of an ordinance amending Chapter 8, Article VI of the Zoning and Development Code regarding off-street parking and loading. The amendment would reduce, modify, or eliminate minimum off-street parking requirements for many nonresidential uses, while retaining minimums for residential uses, certain zoning districts (C2 and MUR), and assembly uses; reducing hotel parking from 1.0 to 0.8 spaces per room; and keeping recommended ratios as guidance. Staff said parking costs $5,000-$10,000 per surface space and up to 10 times that for garages, and that 43 percent of developed commercial land in the city is parking. The Planning and Zoning Commission unanimously recommended approval. No one spoke at the public hearing. Council approved the ordinance on first reading and then unanimously voted to dispense with the second reading.

So we want to do F one proclamation staff recognition special presentations. F one can serve proclaiming May 14th, 2026 is Round Rock High School girls' soccer team day in the city of Round Rock. Councilman Flaming. And coach, you come on up and stand right there, and she'll read the proclamation. We'll let you say a few words, and we'll probably have a few words to say to the ladies. If they want to come on up, they can. And whereas the Round Rock High School Lady Dragon soccer team has completed an extraordinary season characterized by tireless hard work and an unwavering commitment to their sport. And whereas through their collective effort and perseverance, the Lady Dragons captured the twenty twenty-six UIL class six A State Championship, bringing honor and distinction to Round Rock High School and the entire Round Rock community. Under the leadership of head coach Chad Aldrich and assistant coach Chris Sato, and the dedicated coaching staff, these student athletes have exemplified the highest standards of sportsmanship, teamwork, and integrity. And whereas these young women serve as powerful role models for future generations of athletes in Round Rock, proving that through unity and determination, great heights can be reached. Now, therefore, I, Craig Morgan, mayor of the City of Round Rock, Texas, do Hair Bike proclaim May 14th, 2026 as Round Rock High School Lady Dragons Day. Not just this season, but years worth of work and put in by their families and their dedication. And I'm excited in front of y'all to say that you're gonna have a bunch of future awesome ladies leading our city for years to come. Thank you, Coach.
