- G1 – Fire Engine Purchase: Fire Chief Glazer presented a request to purchase a stock engine from Siddons Martin for $939,950, replacing the current squad program. The city will cancel an existing order for a squad truck (cost $400,895) and trade in the current squad for $100,000, leaving $539,055 in unapproved funds. The engine will include two EMS cabinets as modifications. The chief stated that the engine improves firefighting capabilities without negatively impacting response times. He also discussed methods for handling electric vehicle fires, including tarps and newer extinguishing agents.
- G2 – SpawGlass Change Order #1: This resolution authorizes $990,710 in savings to be unallocated from the Athletic Performance Center construction via change order #1. The savings result from buyout savings and unused tariff contingency. Councilmember Ortega asked about subcontractor verification; staff confirmed they are involved in subcontractor selection. The project is on schedule for completion around April or May of next year.
- G3 – Hensel Phelps Change Order #2: This resolution authorizes $1,104,720 in buyout savings to be unallocated from the Bob Bennett Phase 2 and 5 construction. This is purely buyout savings with no tariff contingency.
- G4 – Fire Station 11: A resolution determines John Keane Construction provides the best value for constructing Fire Station 11. The cost is $10,507,372. The project received 11 proposals, and a selection committee used a 60% qualifications / 40% cost scoring method to recommend John Keane. The station is approximately 1,400 square feet larger than Fire Station 10, with increased attic space and generator capacity. It includes a police satellite office with a separate entrance, key card access, cameras, alarm system, and no exterior signage. The Police Chief stated the office is designed for 3–4 officers and is a first for the city. Mayor Morgan commended Chief Glazer for the location near Ascension, and noted the project overperforms on the 2023 bond.
- G5 – Plummer Supplemental Contract #2: This resolution supports a $60 million Texas Water Development Board loan from the Clean Water Fund for the 40 MGD expansion of the regional wastewater plant. The supplemental contract with Plummer is for $124,000. Round Rock will fund 90% of the expansion, Austin 10%; Cedar Park and Leander are not participating.
- G6 – Roadway Impact Fee Report: Staff member Gerald presented a summary of the semi-annual report. Collections from October to March totaled just over $1.94 million, with a grand total of over $17.9 million. The city has paid off $9 million in roadway debt using these fees. Councilmembers noted that impact fees ensure development pays for itself, saving taxpayers.
- G7 – Water/Wastewater Impact Fee Report: Staff member Michael presented a similar summary. Collections were slightly down due to permit timing, but the funds remain healthy. Master planning for future impact fee updates will begin soon, with changes expected next year.
- G8 – Quarterly Financial Report: This resolution accepts the quarterly financial report for the second quarter ending March 31, 2026. A full presentation will be given on Thursday. Councilmember Flores asked about hotel occupancy, and staff confirmed it will be covered in the Thursday presentation.
- H1 – Mid-Year Budget Amendment: The proposed amendment totals $605,000 across five funds. It includes $360,000 for the general fund and $154,000 for the law enforcement fund to continue participation in the Motor Vehicle Crime Prevention Authority grant (offset by grant revenue); $35,000 and one FTE for a utility billing coordinator to handle increased zones; $45,900 for a marketing manager in the hotel occupancy tax fund (offset by HOT revenue); and a library special revenue fund donation from Friends of the Library. Councilmember Ortega asked about the grant source; staff said they would provide more information Thursday.
