Round Rock City Council Meeting - June 25, 2026

The Round Rock City Council met on June 25, 2026, at 6:00 PM, with an invocation by Chaplain Abraham Galvan. The meeting featured proclamations honoring Round Rock High School gymnastics teams, a Teen University presentation, citizen comments on surveillance and a food vendor permit, several public works contracts, and unanimous approval of all action items. The meeting adjourned at 6:45 PM.

Proclamations & Presentations

  • Mayor Craig Morgan proclaimed June 25, 2026 as Round Rock High School Gymnastics Day in the City of Round Rock.
  • Recognized the Round Rock High School boys' gymnastics team for winning the 2026 Texas High School State Gymnastics Championship, completing a back-to-back championship season and breaking the state record. Head coach Chris Moons noted athlete Diego Chachi holds five of eight state records.
  • Recognized the girls' gymnastics team for a state runner-up finish at the 2026 championship, their best finish in 25 years (since 1999). Coach Moons noted they were the best team on day two of the competition.
  • Councilmembers congratulated both teams; Councilmember Lee remarked she is a Round Rock High School Class of 1999 graduate.
  • Staff presented the sixth graduating class of Teen University, comprising students from five Round Rock ISD schools who completed 27 hours of instruction on local government over two weeks. Class speaker Korea Pitts thanked the council and city departments, highlighting the neighborhood services team.

Public Comments & Testimony

  • Jaden Reynolds, a 15-year-old Round Rock resident, expressed opposition to the expansion of the Flock safety camera (ALPR) program, arguing the cameras constitute mass surveillance, citing ACLU and EFF warnings, a KUT News report about Austin police accessing Round Rock data, and disproportionate placement in lower-income areas. He requested an audit of outside agency data access and asked the council to vote against expansion or begin removal of existing cameras.
  • Jonathan Escalante requested council support for a city permit to allow his Mexican street hot dog stand to continue operating in downtown Round Rock after business hours, noting he was informed it could no longer operate after June. He cited a customer survey showing support and stated he is willing to obtain required health permits and comply with regulations.

Discussion Items and Appointments

  • Reappointed Judge McGraw to fill an expired term as municipal judge, and appointed Mr. Vulker as associate municipal judge; both passed unanimously.
  • Appointed Councilmember Flores and Mayor Pro Tim Montgomery to the Brushy Creek Regional Utility Authority (BCRUA) to fill expired terms.

Public Works and Contract Approvals

  • Authorized a $155,340 contract with Daniel Bess, doing business as Best of Builders, for the Old Settlers Park Soccer Fence Project 2026, installing fencing along Harrell Parkway.
  • Approved quantity adjustment change order number two with Austin Engineering Company for the Green Lawn Boulevard Improvements Project (IH 35 to SH 45) in the amount of $198,000, to realign driveways and adjust utility lines.
  • Awarded a contract to Aaron Concrete Contractors, LLC for the Smyers Lane and County Road 122 rehabilitation project, with a low bid of $1.3 million. (Note: transcript states $1.3 million; the amount was described as the low bid.)
  • Extended the agreement with the Meadows at Chandler Creek Municipal Utility District to the end of the year to allow negotiation of a new agreement. The original 1986 agreement expires in June 2026; staff cited aging infrastructure and estimated $60 million for water line replacement and $40 million for wastewater line replacement.
  • Authorized real estate purchases from Nelson Homestead Family Partnership LTD for a 4.50-acre water storage tank and pump station site ($1.6 million, funded with ARPA dollars) and a 2.50-acre fire station site. Both were part of a 7-acre acquisition at $8.35 per square foot.

Key Outcomes

  • All voting items, including the consent calendar, resolutions H1-H6, and appointments, were approved unanimously.
  • Councilmember Lee promoted the Fourth of July parade and Frontier Days celebration. Councilmember Fleming requested residents perform random acts of kindness in honor of her late son's 17th birthday, referencing Team Brock.
  • Note: The transcript contains a minor date discrepancy in H4, where staff stated the agreement expires "today, June 26th," though the meeting took place on June 25, 2026.
