1. Workshop: Sketch Plan Review – 102 Shataggy Road (Four‑Lot Subdivision)

Good evening, everyone. Ladies and gentlemen, esteemed members of the planning board and value community representatives. I welcome you all to this evening's assembly of the Soccole Planning Board. As chair, it is my privilege to convene this gathering dedicated to the thoughtful planning and development of our community. Today we come together with a shared commitment to shaping the future in our city that reflects our values, respects our heritage, and fulfills the needs of our residents both now and in the future. Together we must embrace a responsibility entrusted to us by our community, working diligently and thoughtfully to try to course that phosphorus growth, prosperity, and harmony. With that, I would like to call this meeting of the SACO Planning Board of Tuesday, March 17th, 2026 to order. I look forward to the productive discussions and meaningful outcomes that lie ahead. Thank you. This evening with us, uh myself, the chair, Matt Prevenzel, and to my left, our vice chair, Joyce Leary Clark, along with planning board members Jeff Brochou, Catherine Pelini, and to my right, Jim Williar. Our planning board members, Chris Gagnon and Carolyn Lane have excused absences this evening due to illness. With that, we'll move to our first item on our agenda, which is a workshop item. And this is a sketch plan review at 102 Shataggy Road, and this would be for a four-lot subdivision. And this is within the medium density residential zoning district. Anything to add on this item before we begin? Not right now, no. Okay, great. If the applicants with us, if they want to come on up and give us a little presentation. Okay, it works. Um the reason I'm here tonight is sorry, can you for the record can you uh name and address? Yeah, Gary Collin, owner. Uh what was the other thing you wanted? Address. Address. 10 Baxter Lane. 10 Baxter Lane. Thank you. I don't do this very often. That's okay. Go ahead. Um so at the property, there's uh room for two more additional lots as it's con as it's set right now. So I wanted to go to the planning board to get subdivision approvals. As I was going through the application, I realized that almost everything on the list was going to be a waiver claim. You know, there's no cities, there's no streets going on it, there's uh there are no trees, no stop signs need to be put in, no bi hydrants. So it's and it's coming off of an existing road already. Water is already on the property for the two proposed lots that um I'm seeking to get. And sewers also on the property. Uh poll telephone poles are in servicing the two duplex that it currently exist with underground connections. That's about it, really. I want to I I really just want to get some guidance from you guys as to how I need to go about putting this application together together, given that it's just so different than what I've ever seen in subdivision. Okay, sure. Board members, any questions for the applicant to start? Jim. Hi, Mr. Collins. Hi. Um, I re I reviewed your sketch, and it certainly makes a lot of sense to try to stick two more lots in there. Uh I was a little confused about uh on the map. There's something about a limit of the sewer easement, and I mean there's some dotted lines there that suggest some utilities uh might be going through there. Could you just help us understand that a little bit better?
