Um and we are in process of processing the funding that we received from our first permit so that we can then begin um putting in the parking, the funding that the the portion of the permit fee that goes to parking, uh and that should be rolling out this summer.

Active Transportation Commission Meeting - July 18, 2019

The Active Transportation Commission met on July 18, 2019, at 6:00 PM in historic chambers (special location).   • Commissioner Wardwaller asked how equity metrics are actually used in prioritization. Staff responded that equity criteria (poverty, CalEnviroScreen, bike-to-work percentage, non-auto ownership, collisions) are only formally used in the Bicycle Master Plan. The city lacks a unified definition of equity, but staff plans to bring the equity and diversity manager to a future meeting and incorporate equity into the forthcoming Transportation Master Plan.
  • Commissioner Brazzle asked about Del Rio Trail funding. Staff noted only half of needed grant was received; staff will check on which section may proceed first.

65th Street Area Plan Update

  • Drew Hart presented the 10-year-old plan adopted by City Council, which includes three alternatives (A, B, C), with Scenario C (walkable, connected, transit-oriented) selected. A recent completed project on Folsom Boulevard added bike lanes, improved intersection geometry, and 15-foot pedestrian zones.
  • Commissioner Jesse asked about updating the plan and whether newer bikeway standards (e.g., separated bike lanes) could be required from developers. Staff confirmed the Bicycle Master Plan can be used alongside the area plan; implementation is developer-driven via entitlements and contributions, not direct construction by developers.
  • Staff noted that funding for plan implementation comes from developer contributions and grants; no dedicated city funds exist.

Bike and Pedestrian Counts in Sacramento

  • Drew Hart explained the value of count data (assess success, measure mode shift, show trends) and various collection methods (manual, infrared, AI video, app data). Currently, the city does not conduct active bike/ped counts due to limited staff resources (planning staff of four).
  • Commissioners discussed potential sources: Strava data (but selective), Jump data (limited geographic and demographic reach), SACOG regional efforts, Caltrans loaner counters, and big data opportunities. Equity concerns were raised about undercounting communities of color.
  • Commissioner Wardwaller emphasized the importance of counting to demonstrate project value and urged follow-up with SACOG on potential pooled data purchases. Commissioner Heim noted that app-based data misses many people of color, requiring supplemental methods.
  • Staff indicated that developing a comprehensive data program is a future priority, possibly through the Transportation Master Plan and coordination with the Office of Innovation.
