The Active Transportation Commission met virtually on Thursday, June 16, 2022, from 6:00 p.m. to 7:13 p.m. The meeting included a consent calendar with two routine approvals, followed by discussion items covering the introduction of a new commissioner, a staff report on grant applications and commission log items, and a detailed update on the Parklet and Alfresco Dining Program. Public Comments & Testimony
- Jeremy (public comment on matters not on the agenda): Expressed support for a suggestion from a previous meeting regarding re-evaluating parking configurations that endanger bicyclists. He raised concerns about underreported vehicle collisions in residential areas and the reliance on police reports for traffic abatement decisions, noting that many non-injury accidents are not reported. He asked the commission to consider creating a process for residents to submit evidence of collisions without requiring police involvement. The Chair acknowledged the comment and noted ongoing efforts to improve 311 reporting.

- Introduction of Active Transportation Commissioner (Item 3): Staff introduced new Commissioner Melissa Harris, appointed by Council Member Loloee to replace former Commissioner Smith. Commissioner Harris shared her background as an environmental planner with 15 years of experience, a UC Davis graduate, and a District 2 resident since January 2020. She expressed passion for improving pedestrian and bicycle access to transit. Commissioners welcomed her.
- Commission Staff Report (Item 4): Jennifer Donlon Wyant, Transportation Planning Manager, gave an oral update:
- The city changed its grant strategy, applying for two Active Transportation Program grants (instead of four) and planning a regional SACOG round. The Sustainable Transportation Plan application was dropped due to competitiveness and resource constraints.
- For the Safe Streets for All (SS4A) grant, staff are evaluating Vision Zero top-five corridors (Marysville, El Camino, Broadway/Stockton, Lower Stockton, Florin). Florin and Broadway segments are already funded; recommendations will come to the commission in August.
- The Highway Safety Improvement Program (HSIP) grant is being analyzed with a consultant; also due in September and will be presented in August.
- The commission log includes three items previously sponsored by Commissioner Smith (semi-annual Vision Zero update, Bicycle and Pedestrian Master Plan projects, and a report on walking/biking status). Staff noted these need a new sponsor or they may be dropped. Commissioner Harris expressed interest in sponsoring them.
- Parklet and Alfresco Dining Program Update (Item 5): Matt Eierman (Parking Services Manager) and Stacy Hovermale (Operations General Supervisor) presented the new formalized outdoor dining program, which will replace the temporary COVID-era allowances. Key details:
- Six pre-designed civil layouts (raised street, corner with setback/bulb out, mixed street, walkway in street, sidewalk café/parkway, tables and chairs) to simplify permitting.
- A new interactive website with cost estimates and checklists.
- Transition schedule: Existing temporary dining locations must submit initial interest forms within two months of program adoption (July 1), applications within three months.
- The program goes to City Council on June 21, 2022, for adoption.
- Staff are developing a grant program using federal American Recovery Plan funds to support small businesses in construction.
- Commissioners asked about ownership (tied to business, not building), enforcement (partnering with PBIDs and revocable permits), pedestrian and bicycle access (six-foot minimum walkway, one-to-one replacement of displaced bike parking now in specifications), and safety barriers (engineered designs). Commissioner Harris suggested a visible permit number or QR code on structures; staff said they would consider it. Overall support expressed.
