Active Transportation Commission Meeting – November 17, 2022
The Active Transportation Commission held a teleconference-only regular meeting on Thursday, November 17, 2022, from 6:00 p.m. to 8:02 p.m., under AB361 COVID-19 protocols. All ten attending commissioners participated via Zoom; Commissioner Manuel Buenrostro was absent. The commission approved its consent calendar, received and filed two oral reports, reviewed the city's red light photo enforcement program and SACOG grant applications, and discussed community feedback on a bikeway delineator pilot.
Consent Calendar
- Approved the draft minutes from October 20, 2022 (File ID 2022-01962) and adopted the Active Transportation Commission Log (File ID 2022-01951) in one motion by Commissioner Ward-Waller, seconded by Vice Chair Paullins. The motion passed unanimously (10-0), with Commissioner Buenrostro absent.
- Commissioner Heidorn asked about a log item on network gaps; staff replied that a gaps analysis would be part of the upcoming Active Transportation Plan work beginning in January, and the item would return after that analysis.
Public Comments & Testimony
- On Item 3 (City Code update), Jeremiah Kaye voiced support for standardized, open commission meetings but questioned how long a new subcommittee request would take if it must go through another committee and City Council, and asked what observations would show whether the process was too burdensome.
- On Item 5 (red light cameras), Matt Anderson of District 4 thanked staff for the report and asked what resources staff would need to begin collecting bike and pedestrian counts, suggesting automated video detection could reduce staff time.

- Item 3 – Update on Chapter 2.40 of Sacramento City Code: City Clerk Mindy Cuppy presented an overview of recent updates and the commissions program, including appointment procedures, attendance requirements (removal after three consecutive unexcused absences or one-fourth of meetings missed in 12 months), two-term limits, meeting rules, and a planned update to Council Rules of Procedure. She said the recruitment window for expiring terms is open and the city would send reapplication notifications. Commissioner Heim asked how future subcommittees would be established; Cuppy said the process would be detailed in the Council Rules update and that she would return in January. Received and filed.
- Item 4 – Commission Staff Report: No presentation was given because staff member Jennifer Donlon Wyant was ill. Received and filed.
- Item 5 – Sacramento Red Light Photo Enforcement Program: Senior Engineer Ryan Billeci presented the program's history (started 1999, county-run through an MOU since 2003, last updated in 2019) and current operations. He reported the city has 10 enforced intersections (one approach each, except Howe/Fair Oaks with two); the county has 14 enforceable locations; the vendor costs about $37,500 per year for city locations; the program is cost-neutral to the city; and approximately 3,400 citations were issued from January through July 2022. He noted there is no camera at 39th and H, bike/pedestrian data are not collected separately, and red light cameras were not part of the Vision Zero toolbox. Commissioner Ward-Waller asked about mitigation measures (signal visibility, additional signal heads, vehicle detection, yellow reflective borders). Commissioner Carpenter asked about revising the MOU to add cameras, requested a cost/revenue breakdown, and advocated for explicit bike/pedestrian analysis in crash reviews; Billeci said the MOU is not currently structured to add locations and that staff would look into the requests. - Item 6 – SACOG Transportation Grant Applications: Supervising Engineer Jesse Gothan presented eight recommended applications in the SACOG 2023 Regional and Community Design Funding Programs: Broadway Phase 3, El Camino Avenue Vision Zero, Fruitridge Road Improvements, ITS Signal Improvements, Richards I-5 Interchange, Sacramento River Parkway, Setzer Tunnel, and Stockton Boulevard Corridor Improvements. He explained the funding categories (Community Design and Regional, including transformative and maintenance/modernization) and noted the city received $64 million in the 2020 round and might expect $30-40 million this round. Commissioner Harris raised equity concerns about the lack of large transformational projects in North Sacramento; staff pointed to El Camino, Marysville Boulevard, and the Transportation Priorities Plan. Commissioner Ward-Waller recommended prioritizing safety and equity. The commission passed a motion by Ward-Waller, seconded by Heim, to forward a recommendation to City Council supporting the applications and prioritizing transformative and maintenance/modernization projects based on safety and equity. The motion passed unanimously (10-0), with Commissioner Buenrostro absent.
- Item 7 – Bikeway Delineator Pilot Community Feedback: Transportation Planner Jeff Jelsma presented the Battle of the Bollards pilot on J Street between 19th and 28th streets, where original delineators installed in 2018 failed because of adhesive breakdown from heat and vehicle strikes. Three post types are being tested: K71, City Post, and Turnpike. An online survey is open through the end of November, with roughly 500 responses at the time of the meeting; outreach included the city blog to about 250,000 residents. Commissioner Heidorn asked about costs (about $100-150 per unit) and buffer width standards. Commissioner Ward-Waller shared the survey and offered connections to SABA and Civic Thread. Chair Doerr Westbrook asked about planter alternatives, noted parking intrusions at J and 20th, and encouraged using 311 to report downed or blocked posts. Review/comment only.
