The Ann Land and Bertha Henschel Memorial Funds Commission met virtually via Zoom on May 18, 2022, at 4:00 p.m. The meeting was called to order by Vice President Laurie MacIntosh in the absence of President Leary. Key actions included reassigning 2022 grant recipient site visits to accommodate two newly appointed commissioners and a failed vote to approve the previous meeting's minutes.
Consent Calendar
- Item 1 – Approval of Meeting Minutes (February 16, 2022): A motion to approve the minutes was made by Commissioner Wanda Yanez and seconded by Secretary Talbot Smith. After discussion about the handling of e-comments, the City Attorney advised that Commissioners Michelle Arnoult and Sheila Ellis, who were not present at the February meeting, should abstain from voting. The roll call vote resulted in 4 ayes (Smith, Yanez, Korbs, MacIntosh), 1 nay (none), and 3 abstentions (Arnoult, Ellis, Zamanudin). Because at least five affirmative votes are required, the motion did not pass. The minutes will be brought back for approval at a future meeting.
Discussion Items
- Item 2 – Review of Assignments for 2022 Site Visits: Staff (Janelle Oishi) presented an updated list of grant recipients and previous commissioner site visit assignments from the February meeting. The goal was to reassign some visits to the two new commissioners (Arnoult and Ellis) while redistributing the workload. Each commissioner volunteered to release one agency for reassignment. The following reassignments were agreed upon:
- From Commissioner Yanez to Commissioner Ellis: Meals on Wheels by ACC
- From Commissioner Korbs to Commissioner Arnoult: My Sister’s House
- From Commissioner Zamanudin to Commissioner Ellis: South Sacramento Interfaith Partnership (SSIP) Food Closet
- From Commissioner Smith to Commissioner Arnoult: Salvation Army
- From Commissioner MacIntosh to Commissioner Arnoult: Women’s Civic Improvement Club
- From President Leary to Commissioner Ellis: Women’s Empowerment Staff will send each commissioner contact information and a link to an online site visit form, with a due date of July 29, 2022. New commissioners may request original grant applications for background. No vote was required; the commission provided direction to staff.
Key Outcomes
- The February meeting minutes were not approved and will be revisited.
- Six site visit assignments were redistributed, with Commissioners Arnoult and Ellis each receiving three agencies to visit.
- The due date for submitting site visit forms is Friday, July 29, 2022.

I want to take this time first to welcome our newest commissioners, uh, Michelle and Sheila. We're glad you could join us. Um this meet this meeting is now called to order. Will the clerk please call the roll to establish a quorum? Yes, thank you. Members at this time, please unmute and turn on your video. Commissioner Smith. Present. Commissioner or not. Um I'm here. Thank you. Commissioner Ellis. Present. Commissioner Corps. Present. Commissioner Yenis. Present. Commissioner Zamanuden is absent at this time. Vice President Macintosh. Here. And President Leary will be absent this evening. Thank you. We do have quorum. Great. So this meeting is virtual via Zoom. For members of the public who wish to join, please refer to the agenda for the Zoom link. Once you have joined the meeting and wish to speak, raise your hand to provide public comment when the president confirms the public comment speaking period for your desired item. And if since uh we're all online, please use the raise hand function. You will have two minutes to speak once you are called on. We will now proceed with today's agenda. So for those who are able to rise, please do so for the opening acknowledgments in honor of Sacramento's indigenous people and tribal lands. The original people of this land, the Nice Ni C Non people, the Southern Maidu, Valley and Plains Mi Walk. May we acknowledge and honor the native people who came before us and still walk beside us today on these ancestral lands by choosing to gather today in the active practice of acknowledgement and appreciation of Sacramento's indigenous people's history, contributions, and lives.
