Item 2: Semiannual Report Form and Site Visit Form for 2024

Item 3: Grant Process and Documents for 2024
- Funding Priorities: Commissioner MacIntosh expressed concern about adding job placement services, arguing that food and housing should remain the focus. Commissioner Yanez disagreed, noting existing agencies already provide job services and that the commission's approximately $140,000 to $145,000 fund would be stretched too thin. Commissioner Korbs and others sought clarity on whether transportation would be a fundable priority. Commissioner Zamanudin suggested a tiered priority system or maximum scores. A motion by Commissioner Yanez to keep the existing priorities (food and housing) was seconded by Vice President Zamanudin and passed 5-1, with Commissioner MacIntosh voting no.
- Awards Matrix: Vice President Zamanudin moved, seconded by Commissioner Korbs, to approve the Awards Matrix as currently used. The motion passed unanimously.
- Grant Guidelines and Application Documents: The commission agreed to revise the language so applicants would not be asked to give presentations but must have a representative present to answer questions; failure to attend would result in disqualification. They also agreed to add a $10,000 maximum grant request. They removed the first sustainability scoring criterion from the evaluation matrix (the "matching funds/in-kind" line) while retaining the sustainability questions on the application. They also changed the verb in several questions to "describe" for consistency. It was decided to keep the "other" category on the application. Commissioner Yanez moved, seconded by Commissioner Ellis, to approve the guidelines and application documents with those changes; the motion passed unanimously.
Item 4: ALBH Semiannual Reports for July–December 2023
- Staff reported that the final two reports (First Step Housing and My Sister's House) were included and all reports had been submitted. Commissioner MacIntosh asked about a carryover/unspent amount for Sacramento Area Emergency Housing Center ($337), and staff agreed to report on its disposition. The commission received and filed the reports by consensus; no formal vote was required.

- Commissioner MacIntosh congratulated former Commissioner Katie Maple on her election to the Sacramento City Council.
- Vice President Zamanudin requested a year-end report showing funding amounts by category (e.g., a pie chart) to improve transparency, with staff asked to explore feasibility and report back in August.
