5:34

Thank you.

5:36

We'll now proceed to the discussion calendar.

5:39

The first item on the discussion calendar is the uh city treasurer's annual report and 2024 funding recognition recommendations.

5:48

Is there a staff presentation?

5:54

Good morning.

5:55

There we go.

5:56

My name is Stacey Hessey, and I am the Chief Investment Officer in the City Treasurer's office.

6:02

City Treasurer John Colville had a conflict arise, so I am here to present on his behalf.

6:08

So if you can just bear with me here while I try to get to the page I'm supposed to be on.

6:22

I think I'll do it this way.

6:36

Okay, sorry about that.

6:38

Um so what I'd first like to do is just touch on a couple brief items in your agenda package, which is the fiscal year report, which goes from June 30th to June 30th.

6:48

What we'll do later in the presentation is kind of update you where the markets have gone in the last few months, and that's our October to October update.

6:55

So on the June 30th report, um, the page I have up right now is page 10, and you will see that the account for the year had an annual return from June to June of 3.04%.

7:09

And this compares to the all equity iShares portfolio, which we used to only use as a benchmark in the plan of negative 3.71%.

7:18

We have listed a few other benchmarks just for uh comparison purposes because I know some of the commissioners wanted to have that there.

7:26

Um so the current portfolio has about had at June 30th had about a 38 percent weighting to fixed income, and that is higher than is normal.

7:35

And the reason is um they will fluctuate as equities go down, the fixed income weighting will go up, and this will change quite a bit throughout the course of the fiscal year.

7:44

So currently the fixed income is generating a 4.37% yield as of June 30th when this report was done.

7:52

We were able to go back and add a custom blended benchmark, which we think we mentioned last year, which was a combination of the I shares of 75% and 25% in a fixed income benchmark, just so that we could get a benchmark bogey that was a little closer to what the portfolio actually looked like.

8:10

So that blended portfolio had an annual return of two point negative 2.77% for the year.

8:17

So it's hard to look at, we always say it's hard to look at returns for one year, so we like to look at a little bit longer time period.

8:23

So if we continue on in the report to page 12 of the, I believe it's 12.

8:45

Page 12 in your report, you'll see the longer time frames on here, and so we go out to three years and five years.

8:50

Unfortunately, we cannot go back to inception because some of these benchmarks were not around when this trust was originally set up.

8:57

But you can see um on across the longer term, the portfolio has performed very well across all of its benchmarks, and we have continued to structure the portfolio to be more insensitive to the movements in the market so that we see more stability even when the markets are moving in extreme high conditions and extreme low conditions.

9:17

So that's the plan for the portfolio is to keep it a little more level so that we can feel comfortable with the income that we're recommending every single year.

9:25

So on that note, this year we did recommend that we increase the grant amount by five thousand dollars to 170,000.

9:34

And this is the second back-to-back raise on the portfolio.

9:38

And if you go back in history, you'll see there were many years where the spend amount never moved.

9:43

So we're very happy that the work we've done over the last few years to add fixed income and to add stable funds flowing into the account that we're able to continuously raise that.

10:00

So are there any questions on the fiscal year report before I move on to the current reports?

10:04

No, okay.

10:05

Okay, so the next report is the one that's traditionally presented for October to October, and it does come out very late, so I apologize for that.

10:17

We have to wait for our accountants to close the books for October.

10:22

And that happened this year very late on November 9th.

10:25

And as you know, November 10th was a holiday.

10:27

So we tried to get it out as soon as we could so that you'd have time to review it.

Ann Land and Bertha Henschel Memorial Funds Commission Meeting - November 15, 2023

The Ann Land and Bertha Henschel Memorial Funds Commission met on Wednesday, November 15, 2023, at 9:11 a.m. in the Council Chamber of City Hall. Commissioners present: Ellis, Hinojosa, Korbs, MacIntosh, Zamanudin, and President Smith. Absent: Beckman, Yanez, and Ex Officio Chan. The meeting included approval of prior minutes, a presentation from the City Treasurer's office, and allocation of 2024 grant funding to 21 organizations.

Consent Calendar

  • Approval of August 16, 2023 Meeting Minutes: Passed by a unanimous 6–0 vote (motion by Commissioner Ellis, second by Commissioner MacIntosh).

Discussion Items

Highlights of the City Treasurer’s Annual Report and 2024 Funding Recommendations

  • Stacey Hessey, Chief Investment Officer, presented the annual report for the fiscal year ending June 30, 2023. The portfolio achieved a 3.04% annual return, outperforming its custom blended benchmark (negative 2.77%) and the all-equity iShares benchmark (negative 3.71%). The fixed-income weighting was 38%, yielding 4.37%.
  • For the October-to-October period, the fund returned +0.53%, compared to negative 11.43% for the select dividend fund and negative 8.5% for the custom blended benchmark. Hessey attributed recent market volatility to sustained high interest rates and inflation but noted improved market sentiment after a favorable inflation report on November 14.
  • The Treasurer recommended increasing the annual grant amount by $5,000 to $170,000, marking the second consecutive increase.
  • Commissioner questions focused on the potential to rotate equity positions into fixed income to generate more income. Hessey responded that the portfolio already increased fixed-income exposure in recent years and that equities currently pay strong dividends, but staff continuously evaluates opportunities.

2024 Funding Allocations

  • Staff confirmed 23 applicants; two organizations (River City Food Bank and Sacramento Regional Family Justice Center Foundation) were not represented and were removed from consideration per grant requirements.
  • South Sacramento Christian Center’s application mistakenly listed $2,500 instead of the intended $10,000; the Commission determined it could not amend the request after the deadline.
  • Commissioners reviewed preliminary scores and discussed allocations. After a break, staff presented a tiered funding model: 100% for highest-scoring six, 95% for next six, 80%, 55%, and 20% for the bottom three. Remaining funds of $905 prompted debate on whether to increase the lowest tier or the higher tiers.
  • President Smith and Commissioner Korbs argued for rewarding higher-scoring applicants per the rating system’s intent; Commissioner MacIntosh noted the guidelines were not binding rules. Ultimately the Commission voted to increase the 95% tier to 97%, resulting in a total allocation of $170,287—slightly over the recommended amount but permitted by the Treasurer’s office.
  • The motion (by Commissioner Zamanudin, seconded by Commissioner Korbs) passed unanimously (6–0).

Key Outcomes

  • Consent Calendar approved (minutes of August 16, 2023).
  • Treasurer’s annual report received and filed; no vote required.
  • 2024 funding allocations approved: $170,287 distributed among 21 organizations (with two organizations removed and one clerical error unchanged). Total slightly exceeded the $170,000 recommendation.
  • Commissioner service: President Smith thanked outgoing Commissioner MacIntosh for her service and welcomed new Commissioner Hinojosa.
  • Future process: Commissioner Zamanudin suggested reinstating brief applicant presentations for future meetings; President Smith agreed to add it as an agenda item for the next meeting.
  • Meeting schedule: The 2024 meeting calendar was approved by City Council the prior evening and will be distributed to commissioners via email.

Public Comments

  • No public comments were submitted for items on or off the agenda.
