The Sacramento Arts, Culture, and Creative Economy Commission met virtually via Zoom on Monday, December 13, 2021, at 2:00 p.m. The meeting included approval of consent calendar items, discussions on the commission's work, election of chair and vice-chair for 2022, approval of a match fund administrator, and reports from the director and chair. Discussion Items
- Discussion of the Work of the Commission: Commissioners shared their individual expertise and discussed how to provide advice to the Office of Arts and Culture. Topics included arts education, film and television, community outreach, institutional memory, production, philanthropy, media, and communication. No formal action was taken.
- Selection of Chair for 2022: Commissioner Rick Gott nominated Dr. Steven Winlock for a second term as chair. Dr. Winlock was re-elected unanimously.
- Selection of Vice-Chair for 2022: Vice-Chair Donnie Blumenstock nominated Commissioner Priscilla Enriquez. Commissioner Rick Gott also nominated Blumenstock, but Blumenstock declined. Enriquez was elected vice-chair unanimously.
- Arts and Culture Match Fund: Megan Van Voorhis, Cultural and Creative Economy Manager, presented the proposal to select In Our Backyards, Inc. (IOBY) as the administrator for a $400,000 match fund (plus $100,000 for administration) using Measure U funds. Discussion included match caps, crowdfunding mechanics, eligibility (individuals, collectives, nonprofits, for-profits with nonprofit nature), quarterly rollout, and alignment with other city funds. The commission approved the selection of IOBY unanimously.
- Director’s Report: Megan Van Voorhis reported that the city received a $500,000 NEA recovery grant (Seeding Creativity) for $10,000 grants to 45 individual artists; progress on ARPA funds (to go to council in January); the opening of Cultural Arts Awards applications; promotion of Susanna to arts program coordinator; and updates on Caltrans Clean California projects (second avenue underpass in Oak Park and 21st Avenue underpass on Franklin Boulevard). Commissioner Cruz Naranjo raised concerns about the racial and cultural equity task force follow-through.
- Chairperson’s Report: Chair Winlock discussed the importance of keeping the cultural equity statement active, proposed a plan for commissioner visibility at grantee events, and reported on the arts education co-op (including 13 school districts and 20-25 arts organizations) and the continuation of the "Any Given Child" program. No formal action.
