The Sacramento Arts, Culture, and Creative Economy Commission held a teleconference meeting on Monday, February 13, 2023, called to order at 2:01 p.m. by Chair Priscilla Enriquez. Seven commissioners were present (Bautista, Blair, Lavulo, Wilson Ramey, Winlock, Vice Chair Ortiz, Chair Enriquez) with five absent (Anderson, Blumenstock, Mehta, Naranjo, Smith). Commissioner Naranjo arrived at 2:30 p.m., and Commissioner Smith joined at 2:18 p.m. The meeting adjourned at 3:37 p.m.
Consent Calendar
- Approval of Meeting Minutes (File ID: 2022-02364): The commission approved the minutes of the January 9, 2023 meeting. Motion passed with 7 votes in favor and none opposed.
Public Comments & Testimony
- Lambert Davis (multiple occasions): Expressed strong support for the Office of Arts and Culture, praised staff integrity, and highlighted his cheesecake business (To the Bay and Back Cheesecakes) going viral after being featured in Inside Sacramento magazine. He also urged commissioners to study city processes and mentioned community engagement in District 2.
- Alpha Britann (Sedona Troop African Heritage Museum): Commended the Office of Arts and Culture for the Del Rio Trail project and the opportunities created for local artists.

- Item 2 – Council Rules of Procedure Review (Oral Report): City Clerk Mindy Cuppy provided an update on updates to the City Council Rules of Procedure, which govern all city legislative bodies, including commissions. Key changes included clarifying public participation via teleconference, requiring agenda items to first go to relevant boards/commissions before City Council, establishing a standard process for advisory body annual reports, and maintaining a log of future agenda items. - Item 3 – Del Rio Trail Phase 1 and Phase 2 Selected Artists: Donald Gensler, Arts in Public Places Specialist, presented the selection of 27 artists for the Del Rio Trail, a nearly five-mile pedestrian corridor spanning Districts 4, 7, and 8. Phase 1 includes 20 local Sacramento County artists from various disciplines who will create work inspired by the trail starting March 1, 2023, with a public event planned for June 2023. Phase 2 includes seven artists for permanent public art installations, with design presentations in July 2023 and completion by July 1, 2024. The selection process involved two panels and rigorous rubrics evaluating originality, technical skill, community engagement, and public art experience. Commissioners expressed enthusiasm and offered to assist with community outreach. The report was received and filed.
- Item 4 – Sacramento Arts, Culture and Creative Economy Commission Director’s Report: Megan Van Voorhis, Cultural and Creative Economy Manager, reported on several initiatives: Diversity, Equity, and Inclusion training with Mosaic Education Network (73 participants); results from the Music Census (to be presented at a future meeting); the Sacramento Creative Business Innovation Challenge (applications due April 16, 2023, targeting BIPOC-founded businesses); the California Creative Core program (a $4.75 million state grant); and upcoming public art calls (Hanami Line, deadline March 6, 2023). She also requested commissioners update their biographies for the city website. The report was received and filed.
