The Sacramento Arts, Culture, and Creative Economy Commission met on Monday, May 13, 2024, at 1:00 p.m. at City Hall Complex, 915 I Street, Sacramento, CA. The meeting was called to order at 1:04 p.m. and adjourned at 2:33 p.m. Commissioners present: Blair, Lavulo, Lomeli, Martino, Smith (arrived at 2:07 p.m.), Tocalino, Wilson Ramey, and Chair Enriquez. Absent: Anderson, Naranjo, and Winlock. The agenda included approval of minutes, training updates, and a discussion on supporting creative vitality and implementing the Creative Edge Plan.
Consent Calendar
- Approved the meeting minutes of April 8, 2024, unanimously (7-0, with 4 absent) via a motion by Commissioner Wilson Ramey, seconded by Commissioner Lomeli.
Public Comments & Testimony
- On Item 3: Sheera Lane, representing HRM916 (Creative Innovation Center for Sustainability, District 4), suggested the commission attend existing Creative Economy meetings hosted by the Atrium (a community space) and consider a suggestion box for creatives to submit ideas. She also mentioned an art installation project (CRV) that collects recyclables for scavengers and could be expanded to the larger community.

Update on Board, Commission, and Committee Training (Oral Report) – City Clerk Mindy Cuppy presented a comprehensive overview of the Brown Act, Rosenberg’s Rules of Order, attendance requirements (25% absenteeism, equating to 3 missed meetings out of 11), ethics training, conflict of interest, public records, and commission scope. Commissioners discussed the tone of attendance notifications, lack of onboarding during COVID, the need for school credit for youth commissioners, and the possibility of alternate commissioners. No public comments were received. The report was received and filed.

Discuss Ways to Support Creative Vitality and Continue Implementation of the Creative Edge Plan – Chair Enriquez led a brainstorming session on proactive engagement, suggesting district-by-district reporting, quarterly town halls, and opportunities for the commission to hear community concerns. Commissioners proposed:
- Holding one or two town halls before the end of the year (since the commission terms will change).
- Encouraging individual commissioners to attend neighborhood association meetings.
- Creating an open forum or listening sessions to gather community input.
- Commissioners emailing staff (Jason Jong) with issues or ideas for agendizing items.
- Commissioner Martino requested a future discussion on affordable and safe physical spaces for artists to live, work, and convene, citing her own studio’s imminent sale. Commissioner Lavulo supported attending the Creative Economy meetings already organized by community groups. The discussion was received and filed; staff will explore feasibility of town halls and other ideas.
Director’s Report
- Jason Jong, Cultural and Creative Economy Manager, reported:
- The City Council approved a $250,000 grant to support local media outlets (Solving Sacramento and their journalism collective) to produce approximately 120 feature stories, previews, reviews, and coverage of the cultural and creative economy, with a focus on BIPOC communities.
- A report titled “Sprout to Growth: Potential Pathways for Growing Sacramento’s Creative Economy,” created in partnership with Creative Startups, is available on the city arts website. It identifies four creative entrepreneur profiles: polymathic media producers, micro-customizing designers, experienced economy organizers, and civic life innovators.
- The Sacramento Film Office’s Film and Media 3.0 round two grants are closing soon; funding is available for productions filming at least 50% of their budget in the Sacramento region with at least two locations in the city.
- An RFQ for Aggie Square Murals Phase One (two interior murals) is open until May 20, 2024, in partnership with Wexford Science and Technology.
