Budget and Audit Committee Meeting - April 2, 2019
The Budget and Audit Committee (City Council sitting as the Budget and Audit Committee) met on Tuesday, April 2, 2019, at 3:00 PM in City Hall Council Chamber. Vice Mayor Eric Guerra chaired the meeting in the absence of Mayor Darrell Steinberg. Members present: Larry Carr, Eric Guerra, Jeff Harris, Rick Jennings, Jay Schenirer, and Allen Warren. Members absent: Angelique Ashby, Steve Hansen, and Mayor Steinberg. The meeting lasted approximately 8 minutes, with all items approved unanimously.
Consent Calendar
- Item 1: Approved the meeting minutes of March 5, 2019.
- Item 2: Accepted and forwarded the Fiscal Year 2017/18 Sacramento City Employees’ Retirement System Annual Financial Report to City Council.
- Item 3: Accepted and forwarded the Fiscal Year 2017/18 Single Audit Report to City Council.
All consent items were passed on a motion by Member Carr, seconded by Member Jennings, with a 6-0 vote.
Public Comments & Testimony
- During Consent Calendar (Item 2): Mac L. Worthy expressed concerns about the retirement system. He asked whether the city advises retirees about insurance cost increases if they move to another state, and whether the city will meet promised retirement quotas. He urged better education for young employees about Social Security contributions and benefits, and called for more public engagement on retirement issues.
- During Public Comments – Matters Not on the Agenda: Mac L. Worthy spoke again, calling for accountability of city funds given to nonprofit organizations. He requested that the city require nonprofits to file 501(c)(3) tax forms rather than using 501(c)(4) umbrella groups that do not file YEN statements. He also proposed a state resolution requiring elected officials to resign before running for another office, and a rule preventing money raised for Washington D.C. from being moved elsewhere.
Discussion Items
- Item 4 – City Auditor’s Recommendation Follow-Up Report for July 1, 2018 to December 31, 2018: City Auditor Jorge Oseguera presented the report. Key updates: All recommendations from prior gender and ethnic diversity audits have been implemented. 65% of recommendations related to the medical marijuana audit have been fully implemented. All recommendations from the sidewalk repair audit have been implemented. However, 14 recommendations from a 2011 audit of citywide policies and procedures remain open, and the auditor will continue working with departments to close them. The committee accepted the report and forwarded it to the City Council for final approval.

We're going to go ahead and call this uh budget and audit committee uh hearing to order on uh April second, three PM. If the clerk could please call the role. Councilmember Harris, Councilmember Carr, Councilmember Jennings. Council Member Shane. I'm glad to be with you. And Vice Mayor Garrett. Okay, uh, we'll uh go ahead and move on to the first item on the uh agenda today. The consent calendar. And I do have one speaker on item number two. Okay, we've got a speaker on item number two. If the clerk could please read the uh name of the speaker. Mr. Worthy, good afternoon and welcome. How are you guys doing? Mainly uh uh pertaining to retirement. I have some associates under Cap Pearl. And they moved to another state, the insurance went up. Are you advising them of that will happen to them? We need people to be advised. What will happen if they move to another state for the insurance? And also with the subject to be some money cut back here. Are you going to meet the quotas that you promised the people on your retirement? Because we're gonna see Don Trump's thing come in, and it's supposed to take some money out here. Will that money affect people retirement? You should tell them now, talk to them now. Also, so young people going in here as employment at very low wage. Because they don't go pay no big money in social security. You can at least tell them what's going into Social Security to help them after the city, so that they fall off into a slump again. Put double the money in Social Security. Because the thing on Social Security may kick in when they 52 years old. These things should be advised. This we should have uh audience full of people when we're talking about this. But we don't. Why? Do the city councils talk to their constituency? Something gonna have to have me here, people. People got to get educated here. You know, I get calls on things uh and people. I said, people, I go down there some things that I don't know within this city, but there's a 501c3. You can go IRS. Our rush would get you, help you find anything you want in here. Our rest will help you, but you gotta fill out that uh information of public information, and they will help you do that because they got counseling out there, right away on what avenue. Take your time and go and get educated here because when things gonna come down here and gonna be terrible. Thank you, Mr. Worthy. There's no more speakers.
