Civil Service Board Special Meeting - August 17, 2020
The Sacramento Civil Service Board held a special teleconference meeting on August 17, 2020, at 1:00 PM to address routine consent items, hear appeals of candidate disqualifications, and convene a closed session. Board members present: Edwin Perez (Chair), Gwyneth Bird, Emmanuel Amandford, and Robin Moore. A quorum was established.
Consent Calendar
- Approved the minutes of the March 3, 2020, meeting.
- Approved the adoption of classification specifications for: Pick-up Driver (Fire Department), Junior Plant Operator (Utilities Department), Property Assistant (Police Department), and Senior Property Assistant (Police Department). All items passed unanimously.
Public Comments & Testimony
- No public comments were received during the meeting. The board noted that the public comment period was open via phone and email, but no members of the public requested to speak.
Discussion Items
- Appeal of David Agusto – Disqualification from Assistant Planner recruitment (Community Development). The board heard staff presentation and the appellant's argument. Motion to affirm the Director's disqualification passed unanimously.
- Appeal of Christopher Hamblin-Agosto – Disqualification from Assistant Planner recruitment (Community Development). Similar process; motion to affirm passed unanimously.
- Appeal of Song Moua – Disqualification from Administrative Analyst recruitment (Citywide). Motion to affirm passed unanimously.
- Appeal of Shanice Shillings – Disqualification from 311 Customer Service Agent recruitment (Information Technology). Motion to affirm passed unanimously.
- Appeal of Sarah Armanino – Disqualification from Forensic Investigator I recruitment (Police Department). Motion to affirm passed unanimously.
- Additional appeals (items 11-12) were also discussed and affirmed unanimously.
Key Outcomes
- All consent calendar items approved unanimously.
- All six appeals of candidate disqualifications were affirmed by unanimous vote, upholding the Director's decisions.
- The board adjourned to closed session at approximately [time] to discuss items 14-16: public employee discipline/dismissal/release pursuant to Government Code Section 54957. No action was reported from closed session.

Okay, thank thank you. May I ask what that sound is uh coming from or where is it coming from? I think the music's gone now. Okay. Typically at the beginning of a meeting recording, we play music so that it somewhat drowns out the voices coming through. Oh okay. Well, I I understood these meetings were important. I didn't realize they were that important. So uh good afternoon, everyone. Uh thank you for joining us at this meeting at the um Sacramento Civil Um Civil Service Board. And um are we still required to conduct quorum? Um I I know someone mentioned we have a quorum already. Yes, we do, and we'll uh do roll call right now, actually. Okay. So um I uh go ahead and call this meeting to order. So if you if the clerk please read the roll. Edwin Perez present Gwyneth Bird here. Emmanuel Amandford Present. Robin Moore. Present. And we have a quorum, right? Yes, we have a quorum. Okay. Uh would the clerk please read the required um announcements at the beginning of the meeting regarding recording and and what have you. Um in response to the governor's executive order and 2920 and a resolution declaring the existence of local emergency relating to COVID-19 pandemic adopted by the city council. Um this will be uh teleconference meeting only. Uh a dedicated phone line has been established for public participation during the meeting related to a specific item and agenda and matters not on the agenda. If you wish to give um public comment, please call 916 8087213 and follow the instructions. You could also uh email comment at civil service board at city of sacramento.org. Thank you. Thank you, Luby. Um, so the first item of business is the um consent agenda. Um as the member uh have the members of the board had an opportunity to review the minutes. Yes, yes. Okay, and we have four items in the consent agenda. We have the approval of the March 3rd minutes, and we have three items. Um does any board member wish to pull any item off the consent calendar. Um I I have a question about one of the items, so should I be pulling it off therefore? Um it's item number five. Um actually go ahead and ask the question just to give us uh some direction on where to go. Well, it was just a um so it's related to the senior evidence and property technician um position. And um, I guess I was concerned when I saw what the position was that there was nothing in there related um the fact that the person has to know how to repair and maintain firearms and store hazardous weapons and things like that, and I didn't see any training related to that. So I had I did have a question about those kinds of specs on that position. Okay, with with that, then address no objection.
