Civil Service Board Special Meeting – September 21, 2020
This special meeting of the Sacramento Civil Service Board was held via teleconference on September 21, 2020, due to the COVID-19 pandemic. Chairperson Ed Perez experienced connection issues, so Vice Chair Byrd presided over most of the meeting. - Staff representative Andrew Kukis presented the city's position. He stated that Ms. McLeod's application showed zero months of professional or paraprofessional human resources experience in the required areas (recruitment, selection, classification, etc.) and did not demonstrate an internship. The city recommends denying the appeal.
- Board members discussed the qualification standards. They noted that while Ms. McLeod holds a master's degree, the application lacked evidence of an internship or relevant experience. The board clarified that attachments like resumes are not considered for minimum qualification screening.
- Ms. McLeod did not attend the meeting or participate by phone.

We've started recording, so you can call the meeting to order whenever you're ready. Okay, thank you. Um I'll call this meeting of the Sacramento Civil Service Board to order. And um would the um clerk please read the rule. Board member Moore. Present. Board member Amand Ford. Present. Vice Chair Byrd. Present. And Chair Perez. Chairperson Perez. Chairperson Perez, can you hear? Um, you know, uh I think he's freezing up. Right. We do have yeah, we do have quorum. Should we move forward with oh, Chairperson Perez, you're unfrozen again. Would you like to um say present or I'm sorry? Um present. Great. Okay, we do have a quorum. Can move forward. Would you like uh if you could please read the um uh the usual announcements for the closed session? Yes, in closed session on under the item authorization to execute employee discipline arbitration settlement agreement for city employee. The board has passed a motion adopting the arbitrator's proposed oral award that there was no just cause for discipline in the order to is Chairperson Perez is having some internet issues today, he pointed out the uh we have a call in guests. Um Ed, can you hear us? We have a uh um one guest call in time as Ed. Should we move forward with one eight if the sheeting? Yes, we we we can since we still have uh quorum. We can move forward.
