Sacramento Civil Service Board Meeting – January 31, 2022
The Sacramento Civil Service Board held a teleconference meeting via Zoom on Monday, January 31, 2022, from 1:01 p.m. to 1:50 p.m. Due to COVID-19, the meeting was conducted remotely under AB361. The board addressed a closed session matter, approved a consent calendar of routine items, and elected its chair and vice chair for calendar year 2022. Four members were present (Gwynnae Byrd, Emmanuel Amanfor, Joy Gonzalez-Cabatic, and Kathryn Meola); Shalinee Hunter was absent. No members of the public provided comment.

- Approval of Civil Service Board Minutes (File ID: 2022-00231) – Passed a motion approving the minutes of the December 6, 2021 meeting.
- Official City of Sacramento Land Acknowledgement (File ID: 2022-00277) – Received and filed.
- Revision of the Fingerprint Clerk Classification Specification (File ID: 2022-00281) – Approved revisions to more accurately reflect job duties.
- Revision of the Police Officer Classification Specification (File ID: 2022-00320) – Approved revisions adding language compliant with Assembly Bill No. 846.
- Revision of the Police Sergeant Classification Specification (File ID: 2022-00307) – Approved revisions adding language compliant with Assembly Bill No. 846.
All consent items were approved by a single motion (4-0, with one absent).
Closed Session
- The board adjourned to closed session under Government Code Section 54957 to discuss public employee discipline/dismissal/release. Upon reconvening, Chair Byrd reported that the board approved the arbitrator’s decision with additional recommendations. The motion passed unanimously (4-0).

Will the clerk please call the role to establish a quorum? Yes, thank you, Chair. Members, if you have not yet, please unmute and turn on your video. Member Kabatic. Chair present. Thank you. Member Hunter. Is absent. Member Mayola. Here, present. Thank you. Vice Chair Amant. Present. And Chair Byrd. Here. Thank you. We do have quorum. And this meeting today is virtual via Zoom. For members of the public who wish to join, please refer to the agenda for the Zoom link. Once you have joined the meeting and wish to speak, you can raise your hand to provide public comment. When the chair confirms the public comment speaking period for your desired item has begun. If you are online, you can click the raise your hand feature in the bottom of your screen. If you are in the mobile app, you can raise your hand by tapping the raise hand option in the more tab. If you are on the telephone, you can call in to raise your hand, dial star nine, and then to unmute, you will dial star six. To the original people of this land, the Nasinon people, the Southern Maidu Valley and Plains Miwok, the Putwin, Wintoon peoples, and the people of the Wilton Rancheria, Sacramento's only federally recognized tribe. May we acknowledge and honor the native people who came before us and still walk beside us today on these ancestral lands by choosing to gather together today in the active practice of acknowledgement and appreciation for Sacramento's indigenous peoples' history, contributions, and lives.
