Falcon's application listed a master's degree in political science and 1.62 years of qualifying experience (as management fellow and security administration intern). Falcon argued his degree and cumulative experience were sufficient, but the city noted that his appeal cited experience not included in the application by the deadline and that all applicants were evaluated consistently. Falcon did not attend the meeting despite being properly noticed.
