The Sacramento Civil Service Board convened virtually via Zoom on Monday, November 21, 2022, at 1:00 p.m. All five board members were present: Chair Gwynnae Byrd, Vice Chair Emmanuel Amanfor, and Commissioners Joy Gonzalez-Cabatic, Shalinee Hunter, and Kathryn Meola. The meeting lasted approximately 21 minutes and addressed routine consent items and four appeals of disqualification from city recruitments.
Consent Calendar
- Approval of Minutes (File ID: 2022-01734): The board unanimously approved the minutes from the September 19, 2022, meeting. Chair Byrd abstained as she was not present at that meeting.
- Revision of Fire Investigator I and II Specifications (File ID: 2022-01991): The board unanimously approved revisions to the classification specifications to include an Emergency Medical Technician (EMT) Certification/Paramedic License requirement, as outlined in attachments.

- Item 3 – Appeal of Brian Olesen (Street Construction Laborer Recruitment): The appellant was not present despite being duly noticed. The board waived formal rules and voted unanimously to affirm the Director’s disqualification.
- Item 4 – Appeal of Brian Olesen (Utilities Operations and Maintenance Serviceworker – Water Division): Again, the appellant was not present. The board similarly waived formal rules and voted unanimously to affirm the disqualification.
- Item 5 – Appeal of Igor Malygin (Assistant Architect Recruitment): The appellant was not present; staff noted he may have had jury duty. The board voted unanimously to postpone the matter to the next meeting to allow the appellant an opportunity to appear.
- Item 6 – Appeal of Cameron Vansoest (Program Coordinator Recruitment): The appellant was present and represented himself. Staff explained that his application showed only 1.5 years of qualifying experience and insufficient college units to meet the minimum qualifications by the filing deadline. Mr. Vansoest acknowledged the application error and noted he had since gained additional education and experience. Board members expressed appreciation for his service but recognized that requirements must be met at the time of application. The board voted unanimously to affirm the disqualification.

May we acknowledge and honor the native people who came before us and still walk beside us today on these ancestral lands by choosing to gather together today in the active practice of acknowledgement and appreciation for Sacramento's indigenous people's history, contributions, and lives?
