Civil Service Board Meeting Summary – June 19, 2023
The Civil Service Board of Sacramento met on Monday, June 19, 2023, at 1:00 PM. The meeting was called to order by Chair Kathryn Meola, with members Joy Gonzales-Cabatic (Vice Chair) and Emmanuel Amanfor present. Member Gwynnae Byrd was absent. The meeting was adjourned at 1:07 PM. Two agenda items were withdrawn prior to the meeting, and the board approved the consent calendar unanimously.
Consent Calendar
- Item 1 – Approval of Meeting Minutes (March 20, 2023): Approved by a motion from Member Amanfor and seconded by Vice Chair Gonzales-Cabatic. The vote was 3‑0 in favor (Amanfor, Gonzales-Cabatic, Meola).

Chair staff is ready when you are thank you good good afternoon welcome to the Monday 19th of June of 2023 at 1 p.m. the civil service board meeting the meeting is now called to order will the clerk please call roll to establish quorum thank you chair members can you please unmute your microphones member bird is absent member amanfor here vice chair Gonzalez Kabat present Chair Miola Present Thank you we have a quorum I would like to remind members of the public and chambers that if you would like to speak on an agenda item please turn in a speaker slip when the item begins for members of the public who wish to join virtually please refer to the agenda for the zoom link once you have joined the meeting and wish to speak use the raise your hand feature to provide public comment when the chair confirms the public comment speaking period for your desired item online if you are online click the raise hand at the bottom of your screen if you have the mobile app in the mobile app you can raise your hand by tapping the raise hand option in the more tab and on the telephone if you are calling in via telephone to raise your hand dial star nine then to unmute or mute dial star six speakers will be called on by the last four digits of their telephone number you will have two minutes to speak once you are called upon after the first speaker we will no longer accept speaker slips and the raise hand feature in Zoom will be disabled we will now proceed with today's agenda please rise for the um for the opening acknowledgments in honor of Sacramento's indigenous people and tribal lands to the original people of this land the Nissanon people the Southern Maidu Valley and Plains Mi Walk and Putwin Wintune peoples and the people of the Wilton Renteria Sacramento's only federally recognized tribe may we acknowledge and honor the native people who came before us and still walk beside us today on these ancestral lands by choosing to gather today in the act of practice of acknowledgment and appreciation for Sacramento's indigenous peoples histories history contributions and lives thank you please remain standing for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the public for which it stands one nation under God indivisible with liberty and justice for all okay before we approve the consent calendar I understand that there are some changes to the agenda and that is that item number three and item number four have been removed from the agenda prior to today is that correct clerk yes chair thank you um and is that proper for me to address you by clerk is that okay all right thank you all right then our first business with that change to the agenda our first business today is the approval of the consent calendar clerk are there any members of the public who wish to speak on the consent calendar thank you chair I have no speaker slips in chambers and no members of the public with their hands raised online thank you are there any members who wish to speak on this item no okay is there a motion and a second then for approval of the consent calendar yes I would like to pass a motion moved by a member amant for and I'll second second by member kabadic will the clerk please call the roll for the vote thank you chair uh member bird is absent member amant for aye vice chair gonzalez kabadoc aye chair miola aye thank you the motion passes I believe that was the only item um on our agenda now with that those revisions so um are there any commissioner comments oh number two isn't that part of the consent calendar you're doing it all at once okay that's okay um usually the consent calendar is all is one you pass it and yeah and then unless there's a discussion item yeah right okay and no one wanted to pull anything off the consent calendar is that correct no no okay great all right um then we don't have anything on the discussion calendar so um so then the last item is um just say commissioner comments Um usually the consent calendar is all is one. You pass it, and yeah, and then unless there's a discussion item. Yeah, right. Okay. And no one wanted to pull anything off the consent calendar. Is that correct? No. No. Okay. Okay, great. All right. Um then we don't have anything on the discussion calendar. So then the last item is. Did you say Commissioner Comments? Commissioner Comments, exactly. Yes. Um, only Commissioner comments that I would have is um celebration of today being um Juneteenth, uh, and it being recognized, and just wanted to uh make that announcement in celebration of Juneteenth. Yeah, I was actually surprised this is not a holiday for the city, frankly. But yes, I agree, thank you very much. Any other comments? No. Okay, this concludes today's agenda.
